ISTANBUL (AP) — An earthquake with a preliminary magnitude of 6.2 shook Istanbul and other areas on Wednesday, Turkey’s disaster and emergency management agency said. There were no immediate reports of serious damage in the metropolis of 16 million.

More than 150 people were hospitalized with injuries sustained while attempting to flee buildings, the Istanbul governor’s office said.

The earthquake had a shallow depth of 10 kilometers (about 6 miles), according to the United States Geological Survey, with its epicenter about 40 kilometers (25 miles) southwest of Istanbul, in the Sea of Marmara.

It was felt in the neighboring provinces of Tekirdag, Yalova, Bursa and Balikesir and in the city of Izmir, some 550 kilometers south of Istanbul. There were several aftershocks, including one measuring 5.3.

The incident, which started at 12:49 p.m. during a public holiday when many children were out of school and celebrating in the streets, caused widespread panic in Istanbul, which is on tenterhooks due to the looming threat of a major earthquake. Panicked residents rushed from their homes and buildings into the streets. The disaster and emergency management agency urged people to stay away from buildings.

“Due to panic, 151 of our citizens were injured from jumping from heights,” the Istanbul governor’s office said in a statement. “Their treatments are ongoing in hospitals, and they are not in life-threatening condition.”

Many residents flocked to parks, school yards and other open areas to avoid being near buildings in case of collapse or subsequent earthquakes. Some people pitched tents in parks.

“Thank God, there does not seem to be any problems for now,” President Recep Tayyip Erdogan said at an event marking the National Sovereignty and Children’s Day holiday. “May God protect our country and our people from all kinds of calamities, disasters, accidents and troubles.”

Leyla Ucar, a personal trainer, said she was exercising with her student on the 20th floor of a building when they felt intense shaking.

“We shook incredibly. It threw us around, we couldn’t understand what was happening, we didn’t think of an earthquake at first because of the shock of the event,” she said. “It was very scary.”

Senol Sari, a 51-year-old resident who fled to a park nearby his house, told The Associated Press he was with his children in the living room of his flat on the third floor of an apartment building when he heard a loud noise and the building started shaking.

“We immediately protected ourselves from the earthquake and waited for it to pass, then calmly walked away from the house,” Sari said. “Of course, we were scared during the earthquake. We were worried that it would continue. Since the (great) Istanbul earthquake is (still) an expected earthquake, our concerns continue.”

Cihan Boztepe, 40, was one of those who hurriedly fled to the streets with his family in order to avoid a potential collapse. Boztepe, standing next to his sobbing child, told AP that he was living in Batman province, an area close to the southern part of Turkey where the 2023 quakes hit, and that Wednesday’s tremor felt weaker and that he wasn’t as scared.

“At first we were shaken, then it stopped, then we were shaken again. My children were a little scared, but I wasn’t. We quickly gathered our things and went down to a safe place. If it were up to me, we would have already returned home.”

Turkey’s interior minister, Ali Yerlikaya, said the authorities had not received reports of collapsed buildings. He told HaberTurk television that there had been reports of damage to buildings.

The NTV broadcaster reported that a derelict and abandoned former residential building in this historic Fatih district, which houses the Blue Mosque and the Hagia Sophia Grand Mosque, had collapsed.

Kemal Cebi, the mayor of Kucukcekmece district in western Istanbul, told NTV there were “no negative developments yet,” but reported traffic jams, and said many buildings were already at risk due to the area’s density.

In Zeytinburnu district, some people were injured after jumping out of buildings, mayor Omer Arisoy told NTV.

Turkey is crossed by two major fault lines, and earthquakes are frequent.

A magnitude 7.8 earthquake on Feb. 6, 2023, and a second powerful tremor hours later, destroyed or damaged hundreds of thousands of buildings in 11 southern and southeastern provinces, leaving more than 53,000 people dead. Another 6,000 people were killed in the northern parts of neighboring Syria.

Istanbul was not impacted by that earthquake, but the devastation heightened fears of a similar quake, with experts citing the city’s proximity to fault lines.

In a bid to prevent damage from any future quake, the national government and local administrations started urban reconstruction projects to fortify buildings at risk and launched campaigns to demolish buildings at risk of collapse.

ISTANBUL (AP) — Hundreds of thousands of opposition supporters gathered outside Istanbul city hall Sunday night to protest the arrest of the city’s mayor, a key rival to Turkish President Recep Tayyip Erdogan.

Earlier Sunday, a court formally arrested Mayor Ekrem Imamoglu and ordered him jailed pending the outcome of a trial on corruption charges. His detention Wednesday morning sparked the largest wave of street demonstrations in Turkey in more than a decade, with large crowds gathering outside city hall for the fifth night in a row. It also deepened concerns over democracy and rule of law in Turkey. His imprisonment is widely regarded as a political move to remove a major contender from the next presidential race, currently scheduled for 2028. Government officials reject the accusations and insist that Turkey’s courts operate independently. “If you weren’t here today, if you hadn’t rushed here since the first day, if you had yielded to tear gas and barricades, if you had gotten scared and remained at home, then today a caretaker appointed by Tayyip Erdogan would be residing here in this building,” said Ozgur Ozel Sunday night, pointing at city hall as he spoke to the massive crowd chanting anti-government slogans. Ozel is the head of the Republican People’s Party, or CHP, to which Imamoglu belongs.

The prosecutor’s office said the court decided to jail Imamoglu on suspicion of running a criminal organization, accepting bribes, extortion, illegally recording personal data and bid-rigging. A request for him to be imprisoned on terror-related charges was rejected although he still faces prosecution. Following the court’s ruling, Imamoglu was transferred to Silivri prison, west of Istanbul.

The Interior Ministry later announced that Imamoglu had been suspended from duty as a “temporary measure.” The municipality had previously appointed an acting mayor from its governing council.

Alongside Imamoglu, 47 other people were also jailed pending trial, including a key aide and two district mayors from Istanbul, one of whom was replaced with a government appointee. A further 44 suspects were released under judicial control.

Interior Minister Ali Yerlikaya said Sunday that 323 people were detained the previous evening over disturbances at protests.

Largely peaceful protests across Turkey have seen hundreds of thousands come out in support of Imamoglu. However, there has been some violence, with police deploying water cannons, tear gas, pepper spray and firing plastic pellets at protesters in Istanbul, Ankara and Izmir, some of whom hurled stones, fireworks and other missiles at riot police.

The formal arrest came as more than 1.7 million members of the opposition CHP began holding a primary presidential election to endorse Imamoglu, the sole candidate.

The party has also set up symbolic ballot boxes nationwide to allow people who are not party members to express their support for the mayor. Large crowds gathered early Sunday to cast a “solidarity ballot.”

“This is no longer just a problem of the Republican People’s Party, but a problem of Turkish democracy,” Fusun Erben, 69, said at a polling station in Istanbul’s Kadikoy district. “We do not accept our rights being so easily usurped. We will fight until the end.”

Speaking at a polling station in Bodrum, western Turkey, engineer Mehmet Dayanc, 38, said he feared that “in the end we’ll be like Russia, a country without an opposition, where only a single man participates in elections.”

At the time of Sunday night’s protest, the vote count had reached around 15 million people, of which around a little over 13 million were from non-party members voting in solidarity. In a post on social media, Imamoglu praised the result from Silivri Prison, writing that the people had told Erdogan “enough is enough.” “That ballot box will arrive, and the nation will deliver a slap to the administration it will never forget.”

“Honestly, we are embarrassed in the name of our legal system,” Ankara Mayor Mansur Yavas, a fellow member of Imamoglu’s CHP, told reporters after casting his vote, criticizing the lack of confidentiality in the proceedings.

CHP leader Ozgur Ozel said Imamoglu’s imprisonment was reminiscent of “Italian mafia methods.” Speaking at Istanbul City Hall, he added: “Imamoglu is on the one hand in prison and on the other hand on the way to the presidency.”

The Council of Europe, which focuses on promoting human rights and democracy, slammed the decision and demanded Imamoglu’s immediate release.

The German government called the mayor’s imprisonment “a serious setback for democracy in Turkey,” adding that “political competition must not be conducted with courts and prisons.”

Soner Cagaptay, director of the Turkish Research Program at the Washington Institute for Near East Policy and an author of a biography of Erdogan, said the president was “determined to do whatever it takes to end Imamoglu’s career.”

Before his detention, Imamoglu had already faced multiple criminal cases that could result in prison sentences and a political ban. He was also appealing a 2022 conviction for insulting members of Turkey’s Supreme Electoral Council.

Earlier in the week, a university nullified his diploma, citing alleged irregularities in his transfer from a private university in northern Cyprus some 30 years ago. The decision effectively bars him from running for president, since the position requires candidates to be university graduates. Imamoglu had vowed to challenge the decision.

Imamoglu was elected mayor of Turkey’s largest city in March 2019, in a major blow to Erdogan and the president’s Justice and Development Party, which had controlled Istanbul for a quarter-century. Erdogan’s party pushed to void the municipal election results in the city of 16 million, alleging irregularities.

The challenge resulted in a repeat of the election a few months later, which Imamoglu also won.

The mayor retained his seat following local elections last year, during which the CHP made significant gains against Erdogan’s governing party.

ISTANBUL (AP) — Protests erupted across multiple Turkish cities on Friday as people rallied against the arrest of Istanbul’s mayor and top rival to President Recep Tayyip Erdogan, despite the Turkish leader’s stern warning that street protests would not be tolerated.

In Istanbul, police used pepper spray, tear gas and rubber bullets to push back hundreds of protesters who tried to break through a barricade in front of the city’s historic aqueduct and threw flares, stones and other objects at them.

Police also broke up demonstrations in Ankara, the capital, as well as in the Aegean coastal city of Izmir, resorting to forceful measures at times, according to images shown on the private Halk TV. Thousands marched in several other cities calling on the government to resign, the station reported.

At least 97 people were detained nationwide during the protests, Interior Minister Ali Yerlikaya said.

Mayor Ekrem Imamoglu was arrested in a dawn raid on his residence on Wednesday over alleged corruption and terror links, escalating a crackdown on opposition figures and dissenting voices. Several other prominent figures, including two district mayors, were also detained.

Many view the arrest as a politically driven attempt to remove a popular opposition figure and key challenger to Erdogan in the next presidential race, currently scheduled for 2028. Government officials reject accusations that legal actions against opposition figures are politically motivated and insist that Turkey’s courts operate independently.

Imamoglu was questioned by police for four hours over corruption accusations, during which he denied all the charges, the Cumhuriyet newspaper and other media reported. He was expected to be transferred to a courthouse Saturday evening for questioning by prosecutors.

His arrest has sparked the largest protests since 2013, when Turkey was rocked by mass anti-government demonstrations that left eight people dead.

Earlier on Friday, the leader of Turkey’s main opposition party, Ozgur Ozel, renewed a call on supporters to take to the streets for peaceful demonstrations, while authorities widened a ban on protests and criticized the appeal as irresponsible.

“I invite tens of thousands, hundreds of thousands, and millions, to peacefully demonstrate, express our democratic reaction, and exercise our constitutional rights,” he said.

Addressing a large rally outside the city hall, Ozel accused Erdogan of using the judiciary as tool after failing to defeat the mayor “in a fair way.”

Erdogan, increasingly authoritarian after more than two decades in office, said the government would not tolerate street protests and accused the opposition party of links to corruption and terror organizations.

“An anti-corruption operation in Istanbul is being used as an excuse to stir unrest in our streets. I want it to be known that we will not allow a handful of opportunists to bring unrest to Turkey just to protect their plundering schemes,” Erdogan said.

“Pointing to the streets instead of courtrooms to defend theft, plunder, lawlessness and fraud is a grave irresponsibility,” Erdogan said. “Just as we have not surrendered to street terrorism until now, we will not bow to vandalism in the future either.”

On Friday, authorities in Ankara and Izmir announced a five-day ban on demonstrations, following a similar measure imposed earlier in Istanbul. Authorities on Friday announced more road closures in Istanbul and shuttered metro stops near a university in Ankara, where violent clashes occurred a day earlier.

Imamoglu’s arrest came just days before he was expected to be nominated as the opposition Republican People’s Party’s presidential candidate in a primary on Sunday. Ozel has said that the primary, where around 1.5 million delegates can vote, will go ahead as planned.

The opposition party has also urged citizens to participate in a symbolic election on Sunday — through improvised ballot boxes to be set up across Turkey — to show solidarity with Imamoglu.

Analysts say Imamoglu could be removed from office and replaced by a “trustee mayor,” if he is formally charged with links to the outlawed Kurdistan Workers’ Party, or PKK, which is listed as a terrorist organization by Turkey and its Western allies.

Meanwhile, Ozel also said the opposition party would hold an extraordinary party congress on April 6, to thwart any attempts by the authorities to appoint a “trustee chairman” to lead the party. The decision came amid speculation that authorities could annul the party’s last congress, held in 2023, over alleged vote-buying and other irregularities, and appoint a handpicked leader.

Also Friday, gunmen opened fire on the Iraqi consulate in Istanbul, the Turkish and Iraqi foreign ministries said. No injuries were reported.

Iraq’s foreign ministry said in a statement that unknown assailants riding on a motorcycle and armed with an assault rifle, fired eight shots at the building before fleeing.

The Turkish foreign ministry said in a statement that “the necessary investigation is being carried out meticulously by our security units” and “those responsible will be brought to justice.” It said that measures had been taken to secure Iraqi diplomatic missions in Ankara, Istanbul and Gaziantep.

It was not clear what may have motivated the shooting.

ISTANBUL (AP) — Turkish authorities detained 37 people for sharing “provocative” content on social media, the interior minister said Thursday, pressing ahead with a crackdown on dissenting voices that escalated with the arrest of the mayor of Istanbul, a potential challenger to President Recep Tayyip Erdogan.

Mayor Ekrem Imamoglu was arrested after a dawn raid on his residence on Wednesday as part of investigations into alleged corruption and terror links. Several other prominent figures, including two district mayors, were also detained.

The detention of a popular opposition leader and key Erdogan rival deepened concerns over democracy and sparked protests in Istanbul and elsewhere, despite a four-day ban on demonstrations in the city and road closures. Several people were detained following a student protest in the capital, Ankara, that continued into the night.

It also caused a shockwave in the financial market, triggering temporary halts in trading to prevent panic selling.

Critics see the crackdown as an effort by Erdogan to extend his more then two-decade rule following significant losses by the ruling party in local elections last year. Government officials reject claims that legal actions against opposition figures are politically motivated and insist that the courts operate independently.

Interior Minister Ali Yerlikaya said authorities identified 261 social media accounts that shared provocative posts inciting public hatred or crime, including 62 that are run by people based abroad. At least 37 of the suspected owners were detained in a operation police and cyber crime teams, he wrote on the X social media platform. Efforts to detain other suspects were continuing, he said.

Imamoglu’s arrest came just days before he was expected to be nominated as the opposition Republican People’s Party’s presidential candidate in a primary scheduled for Sunday. The party’s leader has said the primary will go ahead as planned.

ISTANBUL (AP) — Turkish police on Wednesday arrested Istanbul’s mayor — a popular opposition leader and key rival of President Recep Tayyip Erdogan — and several other prominent figures as part of investigations into alleged corruption and terror links. It was a dramatic escalation in an ongoing crackdown on the opposition and dissenting voices in Turkey.

The state-run Anadolu Agency said prosecutors issued warrants for the mayor, Ekrem Imamoglu, and some 100 other people. Among those detained was Imamoglu’s close aide, Murat Ongun and two district mayors.

Authorities also closed several roads around Istanbul and banned demonstrations in the city for four days in an apparent effort to prevent protests following the arrest.

Critics say the crackdown follows significant losses by Erdogan’s ruling party in local elections last year amid growing calls for early national elections. Government officials insist that the courts operate independently and reject claims that legal actions against opposition figures are politically motivated.

“We are facing great tyranny, but I want you to know that I will not be discouraged,” Imamoglu said earlier in the day in a video post on social media.

Germany criticized the arrests, with Foreign Ministry spokesperson Sebastian Fischer describing them as “a serious setback for democracy.”

People gathered later Wednesday near Istanbul’s police headquarters, carrying posters of the mayor and banners with his photo around their shoulders. Others chanted slogans and raised their fists in the air as riot police cordoned off the facility.

Justice Minister Yilmaz Tunc told reporters the arrests had nothing to do with the government. “Linking investigations and cases initiated by the judiciary to our President is, at best, presumptuous and inappropriate,” he said.

Erdogan, a populist with increasingly authoritarian tendencies, has led Turkey as prime minister or president for more than 20 years. His current term runs until 2028 but he has indicated he’d like to serve longer — something he could achieve with a constitutional change or if early elections are called.

The Istanbul Stock Exchange’s main index dropped by 7% over the news, triggering a temporary halt in trading to prevent panic selling and stabilize the market. Trading later resumed but was again halted in the afternoon. The Turkish lira lost some 7% of its value against the dollar.

Anadolu, the news agency, said that Ekrem Imamoglu and several others are suspected of a multitude of financial irregularities.

Imamoglu is also suspected of aiding the outlawed Kurdistan Workers’ Party, or PKK, by allegedly forming an alliance with a Kurdish umbrella organization for the Istanbul municipal elections, the agency said. The PKK, behind a decadeslong insurgency in Turkey, is designated a terrorist organization by Ankara, Washington and other allies.

Imamoglu’s wife, Dilek, told the private Now television that police arrived at their residence around dawn and that the mayor was taken around 7:30 a.m.

A day earlier, Istanbul University invalidated Imamoglu’s diploma, effectively disqualifying him from the next presidential race — a university degree is a requisite for running in elections under Turkish law.

The mayor’s party — the main opposition Republican People’s Party, or CHP — was to hold a primary on Sunday where he was expected to be chosen for its candidate in future presidential elections.

With all the arrests Wednesday, that vote was in doubt but party chairman Ozgur Ozel said it would go ahead as planned.

In a social media post in English, Imamoglu said he stands “resolute, entrusting myself not only to the 16 million residents of Istanbul but to the 86 million citizens” of Turkey.

Hundreds also gathered outside CHP’s headquarters in Ankara, Turkey’s capital, as the party’s lawmakers protested inside the parliament, disrupting proceedings before marching out.

Turkey’s pro-Kurdish Peoples’ Equality and Democracy Party condemned the detentions and called for the immediate release of all taken into custody.

Imamoglu’s arrest was a “disgrace that will not be forgotten for centuries. This operation, which shatters faith in justice, is an attempt to redesign politics through the judiciary,” Tulay Hatimogullari, the party’s co-chairwoman, wrote on X.

Amnesty International said Imamoglu’s detention marked an escalation in Turkey’s crackdown on the opposition.

“While the weaponization of vague anti-terrorism allegations to detain and prosecute opponents is not new, these latest detentions and associated restrictions represent an alarming intensification of the targeting of real or perceived critics,” said Dinushika Dissanayake, Amnesty’s deputy director for Europe.

Ongun, the mayor’s aide, appealed for support on X even as he himself was being arrested, though at the time he apparently didn’t know that Imamoglu was also being taken into custody.

“I entrust Ekrem Imamoglu to the Turkish nation. Protect, watch over and support him. They cannot be defeat the nation,” Ongun said.

Separately, police also detained a prominent investigative journalist, Ismail Saymaz, for questioning, the opposition-aligned Halk TV reported.

Meanwhile, internet-access advocacy group netblocks.org reported Wednesday that access has been restricted in Turkey to popular social media platforms.

In nullifying Imamoglu’s diploma, the university cited alleged irregularities in his 1990 transfer from a private university in northern Cyprus to its business faculty, a decision Imamoglu said he would challenge.

Later Wednesday, students at the university held a protest to denounce Imamoglu’s arrest. No violence was immediately reported.

ISTANBUL (AP) — A young gorilla rescued from a plane’s cargo hold is recovering at an Istanbul zoo, officials said Sunday, while wildlife officers consider returning him to his natural habitat.

The 5-month-old gorilla was discovered in a box on a Turkish Airlines flight from Nigeria to Thailand last month. After a public competition, he has been named Zeytin, or Olive, and is recuperating at Polonezkoy Zoo.

“Of course, what we want and desire is for the baby gorilla … to continue its life in its homeland,” Fahrettin Ulu, regional director of Istanbul Nature Conservation and National Parks, said Sunday.

“What is important is that an absolutely safe environment is established in the place it goes to, which is extremely important for us.”

In the weeks since he was found, Zeytin has gained weight and is showing signs of recovering from his traumatic journey.

“When he first came, he was very shy, he would stay where we left him,” said veterinarian Gulfem Esmen. “He doesn’t have that shyness now. He doesn’t even care about us much. He plays games by himself.”

Both gorilla species — the western and eastern gorillas, which populate central Africa’s remote forests and mountains — are classified as endangered by the International Union for Conservation of Nature.

As Istanbul emerges as a major air hub between continents, customs officials have increasingly intercepted illegally traded animals.

In October, 17 young Nile crocodiles and 10 monitor lizards were found in an Egyptian passenger’s luggage at the city’s Sabiha Gokcen Airport.

BEIRUT (AP) — Syria’s embassy in Lebanon suspended consular services Saturday, a day after two relatives of deposed Syrian President Bashar Assad were arrested at the Beirut airport with allegedly forged passports.

Also on Saturday, Lebanese authorities handed over dozens of Syrians — including former officers in the Syrian army under Assad — to the new Syrian authorities after they were caught illegally entering Lebanon, a war monitor and Lebanese officials said.

The embassy announced on its Facebook page that consular work was suspended “until further notice” at the order of the Syrian foreign ministry. The announcement did not give a reason for the suspension.

Two Lebanese security officials, who spoke on condition of anonymity because they were not authorized to speak publicly, said the suspension was ordered because the passports belonging to Assad’s relatives — the wife and daughter of one of his cousins — were believed to have been forged at the embassy.

Assad’s uncle, Rifaat Assad — who has been indicted in Switzerland on charges of war crimes and crimes against humanity — had flown out the day before on his real passport and was not stopped, the officials said.

The U.K.-based Syrian Observatory for Human Rights reported Saturday that 70 Syrians, including former army officers, were handed over by a Lebanese security delegation to the security forces of the new Syrian government, led by the former insurgent group Hayat Tahrir al-Sham, or HTS. Three Lebanese judicial officials, speaking on condition of anonymity, confirmed the report.

Regional countries have been quick to establish ties with Syria’s new rulers. Delegations of Libyan and Bahraini officials arrived in Damascus on Saturday on official visits.

HTS leader Ahmad al-Sharaa, formerly known as Abu Mohammed al-Golani, has largely succeeded in calming fears within and outside of Syria that his group would unleash collective punishment against communities that supported Assad’s rule or attempt to impose strict Islamic law on the country’s religious minorities.

However, in recent days, sporadic clashes have broken out between the HTS-led security forces and pro-Assad armed groups. The country’s new security forces have launched a series of raids targeting officials affiliated with Assad and have set up checkpoints in areas with significant populations of the Alawite religious minority to which the former president belongs to search for weapons.

There have also been ongoing tensions and clashes in northeastern Syria between Kurdish-led forces and armed groups backed by Turkey. Many Kurds have viewed the new order in Damascus, which appears to have strengthened Turkey’s hand in Syria, with anxiety.

Ankara sees the Kurdish-led Syrian Democratic Forces — a key U.S. ally in the fight against the Islamic State group — as an affiliate of its sworn enemy, the Kurdistan Workers’ Party, or PKK, which it classifies as a terrorist organization.

The U.S. State Department said Saturday that Secretary of State Antony Blinken had spoken with Turkish Foreign Minister Hakan Fidan to “discuss the latest developments in Syria.”

“Secretary Blinken emphasized the need to support a Syrian-led and Syrian-owned political process that upholds human rights and prioritizes an inclusive and representative government,” the statement said, adding that they “also discussed the shared goal of preventing terrorism from endangering the security” of Turkey and Syria.

On Saturday, hundreds of protesters convened by Kurdish women’s groups participated in a demonstration in the northeastern city of Hasaka to demand women’s rights in the new Syria.

Perishan Ramadan, a participant from Hasaka, said the new government “is worse than Bashar” and that its leaders are Islamist extremists who “don’t accept any role for women.”

While the country’s new leaders have not attempted to impose Islamic dress or other conventions, it remains to be seen what role women will have in the new order and whether they will hold political or government positions.

“Women must be present in the new constitution for Syria,” said Rihan Loqo, spokeswoman for the Kongra Star women’s organization. ”… Women’s rights should not be ignored.”

DAMASCUS, Syria (AP) — Syria’s prime minister said Monday that most cabinet ministers were back at work after rebels overthrew President Bashar Assad, but some state workers failed to return to their jobs, and a United Nations official said the country’s public sector had come “to a complete and abrupt halt.”

Meanwhile, streams of refugees crossed back into Syria from neighboring countries, hoping for a more peaceful future and looking for relatives who disappeared during Assad’s brutal rule.

There were already signs of the difficulties ahead for the rebel alliance now in control of much of the country. The alliance is led by a former senior al-Qaida militant who severed ties with the extremist group years ago and has promised representative government and religious tolerance.

The rebel command said Monday they would not tell women how to dress.

“It is strictly forbidden to interfere with women’s dress or impose any request related to their clothing or appearance, including requests for modesty,” the command said in a statement on social media.

Nearly two days after rebels entered the capital, some key government services had shut down after state workers ignored calls to go back to their jobs, the U.N. official said, causing issues at airports and borders and slowing the flow of humanitarian aid.

Rebel leader Ahmad al-Sharaa, who was long known by his nom de guerre Abu Mohammed al-Golani, also met for the first time with Prime Minister Mohammad Ghazi Jalali, who stayed in Syria when Assad fled.

“You will see there are skills” among the rebels, al-Sharaa said in a video shared on a rebel messaging channel.

Israel said it carried out airstrikes on suspected chemical weapons sites and long-range rockets to keep them from falling into the hands of extremists. Israel also seized a buffer zone inside Syria after Syrian troops withdrew.

In northern Syria, Turkey said allied opposition forces seized the town of Manbij from Kurdish-led forces backed by the United States, a reminder that even after Assad’s departure, the country remains split among armed groups that have fought in the past.

The Kremlin said Russia has granted political asylum to Assad, a decision made by President Vladimir Putin. Kremlin spokesperson Dmitry Peskov declined to comment on Assad’s specific whereabouts and said Putin did not plan to meet with him.

Damascus was quiet Monday, with life slowly returning to normal, though most shops and public institutions were closed. In public squares, some people were still celebrating. Civilian traffic resumed, but there was no public transport. Long lines formed in front of bakeries and other food stores.

There was little sign of any security presence though in some areas, small groups of armed men were stationed in the streets.

Across swathes of Syria, families are now waiting outside prisons, security offices and courts, hoping for news of loved ones who were imprisoned or who disappeared.

Just north of Damascus in the feared Saydnaya military prison, women detainees, some with their children, screamed as rebels broke locks off their cell doors. Amnesty International and other groups say dozens of people were secretly executed every week in Saydnaya, and they estimate that up to 13,000 Syrians were killed between 2011 and 2016.

“Don’t be afraid,” one rebel said as he ushered women from packed cells. “Bashar Assad has fallen!”

In southern Turkey, Mustafa Sultan was among hundreds of Syrian refugees waiting at border crossings to head home. He was searching for his older brother, who was imprisoned under Assad.

“I haven’t seen him for 13 years,” he said. “I am going to go see whether he’s alive.”

Jalali, the prime minister, has sought to project normalcy since Assad fled.

“We are working so that the transitional period is quick and smooth,” he told Sky News Arabia TV on Monday, saying the security situation had already improved from the day before.

At the court of Justice in Damascus, which was stormed by the rebels to free detainees, Judge Khitam Haddad, an aide to the justice minister in the outgoing government, said Sunday that judges were ready to resume work quickly.

“We want to give everyone their rights,” Haddad said outside the courthouse. “We want to build a new Syria and to keep the work, but with new methods.”

But a U.N. official said some government services had been paralyzed as worried state employees stayed home.

The public sector “has just come to a complete and abrupt halt,” said U.N. Resident and Humanitarian Coordinator for Syria Adam Abdelmoula, noting, for example, that an aid flight carrying urgently needed medical supplies had been put on hold after aviation employees abandoned their jobs.

“This is a country that has had one government for 53 years and then suddenly all of those who have been demonized by the public media are now in charge in the nation’s capital,” Abdelmoula told The Associated Press. “I think it will take a couple of days and a lot of assurance on the part of the armed groups for these people to return to work again.”

Britain and the U.S. are both considering whether to remove the main anti-Assad rebel group from their lists of designated terrorist organizations.

Hayat Tahrir al-Sham began as an offshoot of al-Qaida but cut ties with the group years ago and has worked to present a more moderate image.

The group’s leader, al-Sharaa, “is saying some of the right things about the protection of minorities, about respecting people’s rights,” British Cabinet minister Pat McFadden said, adding that a change would be considered “quite quickly.”

But British Prime Minister Keir Starmer, speaking later during a visit to Saudi Arabia, said it was “far too early” to make that decision.

In Washington, a Biden administration official noted that HTS will be an “important component” in Syria’s future and that the U.S. needs to “engage with them appropriately.”

Another administration official said the U.S. remains in a “wait and see” mode on whether to remove the designation.

Both officials requested anonymity to discuss the ongoing internal deliberations.

State Department spokesman Matthew Miller told reporters that such designations are constantly under review. Even while it is in place, the designation does not bar U.S. officials from speaking with members or leaders of the group, he said.

The U.S. also announced it was sending its special envoy for hostage affairs to Beirut to seek information about the whereabouts of Austin Tice, a journalist who vanished in Syria 12 years ago and who President Joe Biden has said is believed to be alive.

Israelis welcomed the fall of Assad, who was a key ally of Iran and Lebanon’s Hezbollah militant group, while expressing concern over what comes next. Israel says its forces temporarily seized a buffer zone inside Syria dating back to a 1974 agreement after Syrian troops withdrew in the chaos.

“The only interest we have is the security of Israel and its citizens,” Israeli Foreign Minister Gideon Saar told reporters Monday. Saar did not provide details about the targets, but the British-based Syrian Observatory for Human Rights said they included weapons warehouses, research centers, air defense systems and aircraft squadrons.

Israel has carried out hundreds of airstrikes in Syria in recent years, targeting what it says are military sites related to Iran and Hezbollah. Israeli officials rarely comment on individual strikes.

Syria agreed to give up its chemical weapons stockpile in 2013, after the government was accused of launching an attack near Damascus that killed hundreds of people. But it is widely believed to have kept some of the weapons and was accused of using them again in subsequent years.

Officials in Turkey, which is the main supporter of the Syrian opposition to Assad, say its allies have taken full control of the northern Syrian city of Manbij from a U.S.-supported and Kurdish-led force known as the Syrian Democratic Forces, or SDF.

The SDF said a Turkish drone struck in the village of al-Mistriha in eastern Syria, killing 12 civilians, including six children.

Turkey views the SDF, which is primarily composed of a Syrian Kurdish militia, as an extension of the banned Kurdistan Workers’ Party, or PKK, which has waged a decades-long insurgency in Turkey. The SDF has also been a key ally of the United States in the war against the Islamic State group.

Turkish Foreign Minister Hakan Fidan on Monday warned against allowing Islamic State or Kurdish fighters to take advantage of the situation, saying Turkey will prevent Syria from turning into a “haven for terrorism.”
