BANGKOK (AP) — Rescue workers saved a 63-year-old woman from the rubble of a building in Myanmar’s capital on Tuesday, but hope was fading of finding many more survivors of the violent earthquake that killed more than 2,700 people, compounding a humanitarian crisis caused by a civil war.

The fire department in Naypyitaw said the woman was successfully pulled from the rubble 91 hours after being buried when the building collapsed in the 7.7 magnitude earthquake that hit midday Friday. Experts say the likelihood of finding survivors drops dramatically after 72 hours.

Death toll numbers forecast to increase

The head of Myanmar’s military government, Senior Gen. Min Aung Hlaing, told a forum for relief donations in Naypyitaw that 2,719 people have now been found dead, with 4,521 others injured and 441 missing, Myanmar’s state MRTV television reported.

He said Friday’s earthquake was the second most powerful in the country’s recorded history after a magnitude 8 quake east of Mandalay in May 1912.

The casualty figures are widely expected to rise. The earthquake hit a wide swath of the country, leaving many areas without power, telephone or cell connections and damaging roads and bridges, making the full extent of the devastation hard to assess.

Most of the reports so far have come from Mandalay, Myanmar’s second-largest city, which was near the epicenter of the earthquake, and Naypyitaw, the capital.

“The needs are massive, and they are rising by the hour,” said Julia Rees, UNICEF’s deputy representative for Myanmar.

Myanmar’s fire department said 403 people have been rescued in Mandalay and 259 bodies have been found so far. In one incident, 50 Buddhist monks who were taking a religious exam in a monastery were killed when the building collapsed, and 150 more are thought to be buried in the rubble.

Structural damage is extensive

The World Health Organization said more than 10,000 buildings overall are known to have collapsed or been severely damaged by the quake.

The earthquake also rocked neighboring Thailand, causing a high-rise building under construction to collapse and burying many workers.

Two bodies were pulled from the rubble Monday and another was recovered Tuesday, but dozens were still missing. Overall, there were 21 people killed and 34 injured in Bangkok, primarily at the construction site.

In Myanmar, search and rescue efforts across the affected area paused briefly at midday Tuesday as people stood for a minute in silent tribute to the dead.

Relief efforts moving at a sluggish pace

Foreign aid workers have been arriving slowly to help in the rescue efforts, but progress lagged due to a lack of heavy machinery in many places.

In one site in Naypyitaw on Tuesday, workers formed a human chain, passing chunks of brick and concrete out hand-by-hand from the ruins of a collapsed building.

The state Global New Light of Myanmar newspaper reported Tuesday that a team of Chinese rescuers saved four people the day before from the ruins of an apartment complex. They included a 5-year-old and a pregnant woman who had been trapped for more than 60 hours.

It also reported that two teenagers were able to crawl out of the rubble of the same building using their cellphone flashlights to help guide them. Rescue workers were then able to use details from what they told them to locate their grandmother and sibling.

A small U.S. Agency for International Development disaster assessment team arrived Tuesday to determine how best to respond given limited U.S. resources due to the slashing of the foreign aid budget and dismantling of the agency as an independent operation.

A U.S. official said the three-person team had waited for visas before making the trip from neighboring Thailand following a weekend decision to provide $2 million in emergency assistance to Myanmar. The official spoke on condition of anonymity because the team’s arrival has not yet been publicly announced.

Aid pledges pouring in as officials warn of disease risk

Meantime, multiple countries have pledged millions in assistance to help Myanmar and humanitarian aid organizations with the monumental task ahead.

Even before the earthquake, more than 3 million people had been displaced from their homes by Myanmar’s brutal civil war, and nearly 20 million were in need, according to the U.N.

Many were already lacking in basic medical care and standard vaccinations, and the destruction of water and sanitation infrastructure by the earthquake and the movement of people into overcrowded shelters raises the risk of disease outbreaks, warned the U.N.’s Office for the Coordination of Humanitarian Affairs.

“Vulnerability to respiratory infections, skin diseases, vector-borne illnesses such as dengue fever, and vaccine-preventable diseases like measles is escalating,” OCHA said in its latest report.

The onset of monsoon season also a worry

Shelter is also a major problem, especially with the monsoon season looming.

Since the earthquake, many people have been sleeping outside, either because homes were destroyed or out of fear of aftershocks.

Civil war complicates disaster relief

Myanmar’s military seized power in 2021 from the democratically elected government of Aung San Suu Kyi, sparking what has turned into significant armed resistance and a brutal civil war.

Government forces have lost control of much of Myanmar, and many places were dangerous or impossible for aid groups to reach even before the quake.

Military attacks and those from some anti-military groups have not stopped in the aftermath of the earthquake, though the shadow opposition National Unity Government has called a unilateral ceasefire for its forces.

The NUG, established by elected lawmakers who were ousted in 2021, called for the international community to ensure humanitarian aid is delivered directly to the earthquake victims, urging “vigilance against any attempts by the military junta to divert or obstruct humanitarian assistance,” saying that could have “devastating consequences.”

The ceasefire plan for the armed wing of the NUG, called the People’s Defense Force, would have little effect on the battlefield, but could draw more international condemnation of continuing operations by the military, including air attacks reported by independent media.

A second armed opposition group, a coalition of three powerful ethnic minority guerrilla armies called the Three Brotherhood Alliance, announced Tuesday that it would also implement a monthlong unilateral ceasefire.

However, Min Aung Hlaing seemed to reject implementing a ceasefire, saying in his speech on Tuesday that the military will continue to take necessary defensive measures against some ethnic armed groups that were currently not carrying out combat operations, but were conducting military training, which he said amounted to hostile action.

It wasn’t immediately clear whether the military has been impeding humanitarian aid. In the past, it initially refused to allow in foreign rescue teams or many emergency supplies after Cyclone Nargis in 2008, which resulted in well more than 100,000 deaths. Even once it did allow foreign assistance, it was with severe restrictions.

In this case, however, Min Aung Hlaing pointedly said on the day of the earthquake that the country would accept outside help.

Tom Andrews, a monitor on rights in Myanmar commissioned by the U.N.-backed Human Rights Council, said on X that to facilitate aid, military attacks must stop.

“The focus in Myanmar must be on saving lives, not taking them,” he said.

“It’s mainly been local volunteers, local people who are just trying to find their loved ones,” Bragg said after bring briefed by her colleague in Mandalay.

“I’ve also seen reports that now some countries are sending search and rescue teams up to Mandalay to support the efforts, but hospitals are really struggling to cope with the influx of injured people, there’s a shortage of medical supplies, and people are struggling to find food and clean water,” Bragg added.

The organization was sending a team by road on Sunday to assess peoples’ most pressing needs so that it could target its own response.

With the Mandalay airport damaged and the control tower toppled in the capital Naypitaw’s airport, all commercial flights into the cities have been shut down.

Official relief efforts in Naypitaw were prioritizing government offices and staff housing, leaving locals and aid groups to dig through the rubble by hand in residential areas, the hot sun beating down and the smell of death in the air.

A team sent from neighboring China rescued an older man who had been trapped for nearly 40 hours beneath the rubble of a Naypitaw hospital, and many others are believed to still be buried under, the official Xinhua news agency reported.

Myanmar sits on the Sagaing Fault, a major north-south fault that separates the India plate and the Sunda plate.

The earthquake occurred when a 200-kilometer (125-mile) section of the fault ruptured, causing widespread damage along a wide swath of territory down the middle of the country, including Sagaing, Mandalay, Magway and Bago regions and Shan State.

Foreign aid starts to arrive in Myanmar

Still, two Indian C-17 military transport aircraft were able to land late Saturday at Naypitaw with a field hospital unit and some 120 personnel who were then to travel north to Mandalay to establish a 60-bed emergency treatment center, according to the country’s Foreign Ministry. Other Indian supplies were flown into Yangon, Myanmar’s biggest city, which has been the hub of other foreign relief efforts.

On Sunday, a convoy of 17 Chinese cargo trucks carrying critical shelter and medical supplies was expected to reach Mandalay, after making the arduous journey by road from Yangon.

The 650-kilometer (400-mile) journey has been taking 14 hours or longer, with clogged roads and traffic diverted from the main highway to skirt damage from the earthquake.

At the same time, the window of opportunity to find anyone alive is rapidly closing. Most rescues occur within the first 24 hours after a disaster, and then survival chances drop as each day passes.

An initial report on earthquake relief efforts issued Saturday by the U.N. Office for the Coordination of Humanitarian Affairs noted the severe damage or destruction of many health facilities, and warned that a “severe shortage of medical supplies is hampering response efforts, including trauma kits, blood bags, anesthetics, assistive devices, essential medicines, and tents for health workers.”

China said it has sent more than 135 rescue personnel and experts along with supplies like medical kits and generators and pledged around $13.8 million in emergency aid. Russia’s Emergencies Ministry said it had flown in 120 rescuers and supplies to Yangon, and the country’s Health Ministry said Moscow had sent a medical team to Myanmar.

Teams from Singapore have been working already in Naypitaw. Malaysia dispatched a team of 50 personnel on Sunday with trucks, search and rescue equipment and medical supplies. Thailand said 55 of its soldiers arrived in Yangon on Sunday to help with search and rescue operations, while Britain announced a $13 million aid package to help its locally-funded partners already in Myanmar respond to the crisis.

“We’re hearing reports of hundreds of people trapped in different areas,” said Bragg. “Right now we’re at 1,600 (known fatalities) and we don’t have a lot of data coming out but you’ve got to assume it will be increasing in the thousands based on what the impacts are.
BANGKOK (AP) — A unilateral partial ceasefire to facilitate earthquake relief efforts was announced on Saturday by Myanmar’s shadow National Unity Government, which coordinates the popular struggle against the ruling military. The country’s death toll from the disaster soared to 1,644.

The figure was a sharp rise compared to the 1,002 announced just hours earlier, highlighting the difficulty of confirming casualties over a widespread region and the likelihood that the numbers will continue to grow from Friday’s 7.7 magnitude quake. The number of injured increased to 3,408, while the missing figure rose to 139.

The number of dead also rises in Thailand

In neighboring Thailand, the death toll increased to 10. The quake rocked the greater Bangkok area, home to around 17 million people, and other parts of the country. Many places in the north reported damage, but the only casualties were reported in Bangkok, the capital.

Nine of the fatalities were at the site of the collapsed high-rise under construction near Bangkok’s Chatuchak market, while 78 people were still unaccounted for.

On Saturday, more heavy equipment was brought in to move the tons of rubble, but hope was fading among friends and relatives.

“I was praying that that they had survived, but when I got here and saw the ruin — where could they be? said 45-year-old Naruemol Thonglek, sobbing as she awaited news about her partner, who is from Myanmar, and five friends who worked at the site.

But even though teams and equipment have been flown in from other nations, they are hindered by damage to airports. Satellite photos from Planet Labs PBC analyzed by The Associated Press show that the earthquake toppled the air traffic control tower at Naypyitaw International Airport as if sheered from its base.

Myanmar’s civil war also an obstacle

Another major complication is the civil war roiling much of the country, including the quake-affected areas. In 2001, the military seized power from the elected government of Aung San Suu Kyi, sparking what has since turned into significant armed resistance.

Government forces have lost control of much of Myanmar, and many places are incredibly dangerous or simply impossible for aid groups to reach. More than 3 million people have been displaced by the fighting and nearly 20 million are in need, according to the United Nations.

The interplay of politics and disaster was demonstrated Saturday night, when Myanmar’s shadow National Unity Government announced a unilateral partial ceasefire to facilitate earthquake relief efforts.

It said its armed wing, the People’s Defense Force, will implement a two-week pause in offensive military operations starting Sunday in earthquake-affected areas and it would also collaborate with the U.N. and international nongovernmental organizations “to ensure security, transportation, and the establishment of temporary rescue and medical camps,” in the areas it controls.

Extensive damage in cities

The earthquake struck midday Friday with an epicenter not far from Mandalay, followed by several aftershocks, including one measuring 6.4. It sent buildings in many areas toppling to the ground, buckled roads and caused bridges to collapse.

In Naypyitaw, crews worked Saturday to repair damaged roads, while electricity, phone and internet services remained down for most of the city. The earthquake brought down many buildings, including multiple units that housed government civil servants, but that section of the city was blocked off by authorities on Saturday.

An initial report on earthquake relief efforts issued Saturday by the U.N. Office for the Coordination of Humanitarian Affairs said that it’s allocating $5 million from a Central Emergency Response Fund for “life-saving assistance.”

The immediate planned measures include a convoy of 17 cargo trucks carrying critical shelter and medical supplies from China that is expected to arrive on Sunday, it said.

It noted the severe damage or destruction of many health facilities, and warned of a “severe shortage of medical supplies is hampering response efforts, including trauma kits, blood bags, anaesthetics, assistive devices, essential medicines, and tents for health workers.”

Allies bringing in rescue crews and relief materials

Myanmar’s friends and neighbors have already brought in rescue personnel and relief materials. China and Russia are the largest suppliers of weapons to Myanmar’s military, and were among the first to step in with humanitarian aid.

In a country where prior governments sometimes have been slow to accept foreign aid, Senior Gen. Min Aung Hlaing, head of the military government, said that Myanmar was ready to accept outside assistance.

China said it has sent more than 135 rescue personnel and experts along with supplies like medical kits and generators, and pledged around $13.8 million in emergency aid. Russia’s Emergencies Ministry said that it had flown in 120 rescuers and supplies, and the country’s Health Ministry said Moscow had sent a medical team to Myanmar.

Other countries like India, South Korea, Malaysia and Singapore are also sending help, and U.S. President Donald Trump said Friday that Washington was going to help with the response.

The ceasefire plan announced by the opposition National Unity Government also proposed to provide health care professionals loyal to its resistance movement to work with international humanitarian organizations to deliver emergency rescue and medical services in areas under the military’s control, if provided with safety guarantees.

The military has heavily restricted much-needed aid efforts to the large population already displaced by war even before the earthquake. Sympathizers of the resistance have urged that relief efforts incorporate aid freely transported to areas under the control of the resistance, so it can’t be weaponized by the army.

There was no immediate comment by the military to the announcement.

Military forces continued their attacks even after the quake, with three airstrikes in northern Kayin state, also called Karenni state, and southern Shan — both of which border Mandalay state, said Dave Eubank, a former U.S. Army Special Forces soldier who founded the Free Burma Rangers, a private aid organization.

Eubank told the AP that in the area he was operating in, most villages have already been destroyed by the military so the earthquake had little impact.

“People are in the jungle and I was out in the jungle when the earthquake hit — it was powerful, but the trees just moved, that was it for us, so we haven’t had a direct impact other than that the Burma army keeps attacking, even after the quake,” he said.

Earthquakes are rare in Bangkok, but relatively common in Myanmar. The country sits on the Sagaing Fault, a major north-south fault that separates the India plate and the Sunda plate.

Brian Baptie, a seismologist with the British Geological Survey, said that the quake caused intense ground shaking in an area where most of the population lives in buildings constructed of timber and unreinforced brick masonry.

“When you have a large earthquake in an area where there are over a million people, many of them living in vulnerable buildings, the consequences can often be disastrous,” he said in a statement.

The elevated rapid transit system and subway shut down.

While the area where the quake struck is prone to earthquakes, they are usually not so big and it is rare for them to be felt in the Thai capital, which sits on a river delta and is at moderate risk for quakes.

April Kanichawanakul, who works in an office building in Bangkok, initially didn’t even realize it was an earthquake, the first she’d ever experienced. “I just thought I was dizzy,” she said.

She and her colleagues ran downstairs from the 10th floor of their building and waited outside for a signal that it was safe to go back in.

Crane-topped building collapsed in a cloud of dust

In Bangkok, at least three people were killed in the building collapse and 90 were missing, according to Defense Minister Phumtham Wechayachai. He offered no more details about the ongoing rescue efforts but first responders said that seven people had been rescued so far from the area.

At least two of the dead were construction workers who were killed by falling rubble or debris, rescue worker Songwut Wangpon told reporters. The building was being built by the China Railway Construction Corporation for Thailand’s government auditor general.

Elsewhere, people in Bangkok evacuated from their buildings were cautioned to stay outside in case there were more aftershocks.

The U.S. Geological Survey and Germany’s GFZ center for geosciences said the earthquake was a shallow 10 kilometers (6.2 miles), according to preliminary reports. Shallower earthquakes tend to cause more damage.

Screaming and panic as buildings swayed

Bangkok’s city hall declared the city a disaster area to facilitate the response. The greater metropolitan area is home to more than 17 million people, many of whom live in high-rise apartments.

“All of a sudden the whole building began to move. Immediately there was screaming and a lot of panic,” said Fraser Morton, a tourist from Scotland, who was in one of Bangkok’s many malls.

“I just started walking calmly at first but then the building started really moving, yeah, a lot of screaming, a lot of panic, people running the wrong way down the escalators.”

Like Morton, thousands of people poured into Benjasiri Park from nearby shopping malls, high rises and apartment buildings along Bangkok’s busy Sukhumvit Road.

Many were on phones trying to reach loved ones as others sought shade from the hot early afternoon sun.

Voranoot Thirawat, a lawyer working in central Bangkok, said her first indication that something was wrong came when she saw a light swinging back and forth. Then she heard the building creaking as it moved back and forth.

She and her colleagues ran down 12 flights of stairs. “In my lifetime, there was no earthquake like this in Bangkok,” she said.

Paul Vincent, a tourist visiting from England, was at a streetside bar when the quake struck.

As he came onto the street himself, he said he saw a high-rise building swaying and water falling from a rooftop pool.

“There was people crying in the streets and, you know, the panic was horrendous really,” he said.

Bridge and monastery collapse and dam bursts in Myanmar

In Mandalay, the earthquake reportedly brought down multiple buildings, including the Ma Soe Yane monastery, one of the largest in the city, and damaged the former royal palace. Meanwhile, Christian Aid said its partners and colleagues on the ground reported that a dam burst in the city, causing water levels to rise in the lowland areas in the area.

A video posted online showed robed monks in the street shooting video of the multistory monastery before it suddenly fell into the ground. It was not immediately clear whether anyone was harmed.

In the Sagaing region just southwest of the city, a 90-year-old bridge collapsed, and some sections of the highway connecting Mandalay and Myanmar’s largest city, Yangon, were also damaged.

Government forces have lost control of much of Myanmar, and many places are incredibly dangerous to access or simply out of reach for aid groups. More than 3 million people have been displaced by the fighting and nearly 20 million are in need, according to the United Nations.

The Red Cross said downed power lines added to challenges for their teams trying to reach several hard-hit areas.

“This disaster will have left people devastated and in need of drinking water, food and shelter,” said Julie Mehigan, head of Asia, Middle East & Europe for Christian Aid. “Myanmar is one of the least developed countries in the world. Even before this heartbreaking earthquake, we know conflict and displacement has left countless people in real need.”

Myanmar’s government declared a state of emergency in six regions and states including the capital Naypyitaw and Mandalay. It was not clear what the declaration meant since the entire country has been under a state of emergency since 2021.

Residents in Yangon rushed out of their homes when the quake struck. In the capital Naypyitaw, the quake damaged some homes and religious shrines, sending parts toppling to the ground.

Injuries reported in China

To the northeast, the earthquake was felt in Yunnan and Sichuan provinces in China and caused damage to houses and injuries in the city of Ruili on the border with Myanmar, according to Chinese media reports.

Videos that one outlet said it had received from a person in Ruili showed building debris littering a street and a person being wheeled in a stretcher toward an ambulance.

The shaking in Mangshi, a Chinese city about 100 kilometers (60 miles) northeast of Ruili, was so strong that people couldn’t stand, one resident told The Paper, an online media outlet.

Adam Schreck, Haruka Naga, Jerry Harmer, Grant Peck and Penny Wang in Bangkok, Jamey Keaten in Geneva and Ken Moritsugu in Beijing contributed to this report.
