WASHINGTON — The infighting and backstabbing that plagued President Donald Trump’s first term have returned as a threat to his second, with deepening fissures over trade, national security and questions of personal loyalty.

The latest turmoil threatens to engulf the Pentagon, where Defense Secretary Pete Hegseth has pushed out top advisers and faces fresh controversy over sharing sensitive information about airstrikes in Yemen outside of classified channels. A former Pentagon spokesperson who was ousted last week wrote in Politico that Trump should fire Hegseth for presiding over a “full-blown meltdown.”

The interpersonal drama is not — at least yet — a dominant plot line of Trump’s return to the White House. But its reemergence after a period of relative discipline in his ranks reflects a turbulent management style that has been suppressed or papered over, not reformed.

Trump’s national security team was recently rattled by an Oval Office visit from Laura Loomer, a far-right conspiracy theorist who has been questioning his staff’s trustworthiness. The Republican president fired some of the officials, emboldening Loomer to continue scrutinizing people across the administration.

In an interview with independent journalist Tara Palmeri released on Monday, Loomer mocked the idea that the White House is “one big happy family.”

“The advisers don’t get along with each other,” she said. “The heads of agencies don’t get along with each other.”

Much of the tension is connected to Trump’s determination to use tariffs to rebalance the global economy, with officials often contradicting each other and occasionally turning to insults. Trump adviser Elon Musk, the billionaire entrepreneur whose companies could suffer from higher costs brought on by import taxes, sharply criticized Peter Navarro, Trump’s top counselor on trade, as “dumber than a sack of bricks.”

White House press secretary Karoline Leavitt dismissed the idea of growing dissension within the administration, saying there are “far more examples of the president’s team working together enthusiastically and collaboratively to advance the administration’s goals.”

“The numbers and results of this administration speak for themselves,” she said. “The president and his team are getting work done.”

Trump has always had a high tolerance for chaos, shunning traditional policy deliberations to entertain divergent opinions and viewing unpredictability as a negotiating tool. He’s spent years fostering a competitive atmosphere among his staff members, who are often chosen for their devotion and penchant for aggression.

But now the increasing strife underscores the risks for more turmoil in the months ahead, as Trump presses forward with a dramatic overhaul of the federal bureaucracy, international trade, foreign policy and more.

John Bolton, who served as national security adviser in Trump’s first term before writing a tell-all book critical of the president’s inner circle, said the drama reflects the lack of a consistent ideology and the inexperience of many administration officials.

“The only thing they have in common is the belief that they should show personal fealty to Trump,” Bolton said. “That got them the job. That may in fact keep them in the job. But it shows how fundamentally unserious they are.”

The situation is a test for Susie Wiles, the White House chief of staff, who helped run Trump’s presidential campaign last year. She earned a reputation for imposing an unusual level of order on Trump’s chaotic orbit — though she carefully avoided trying to control Trump or his impulses — and he praised her as “the ice maiden.”

During Trump’s first term, he had four chiefs of staff — one of them serving in an acting capacity for more than a year. The second, former U.S. Marine Gen. John Kelly, became a sharp critic of the president after he left the job, describing him as a fascist during the 2024 election.

With his new administration, Trump has surrounded himself with loyalists, and he’s been reluctant to throw anyone overboard in response to negative coverage from the mainstream media, which he considers to be an enemy. Allies say the hesitance to make personnel changes in this term is meant to deny giving a win to critics, even if it means leaving troubled officials in place.

On Monday, the president brushed off reports that Hegseth participated in a second group chat to talk about pending airstrikes in Yemen last month. The first chat, which used the encrypted messaging application Signal, involved top administration officials as well as the editor of The Atlantic, who was accidentally included in the discussion.

The second, first reported by The New York Times on Sunday, included Hegseth’s wife, who does not have a government job, and his brother and his personal lawyer, both of whom work at the Pentagon.

“Same old stuff,” Trump said when reporters questioned him about it during the White House Easter egg roll. He said Hegseth is “doing a great job” and “it’s just fake news.”

Leavitt, in an appearance on Fox News Channel, defended Hegseth with a swipe at the people who work for him.

“This is what happens when the entire Pentagon is working against you and against the monumental change that you are trying to implement,” she said. Leavitt’s comment was shared by an official Defense Department social media account.

However, some of those speaking out were among Hegseth’s top advisers.

John Ullyot, who served as a Pentagon spokesperson until he was asked to resign, wrote in Politico that “it’s hard to see Defense Secretary Pete Hegseth remaining in his role for much longer.” He added that “the president deserves better” and “many in the secretary’s own inner circle will applaud quietly” if Hegseth is fired.

The disorder extends through the Pentagon’s senior ranks. Three officials — Dan Caldwell, Colin Carroll and Darin Selnick — were recently pushed out, and they issued a statement saying people “have slandered our character with baseless attacks on our way out the door.”

Hegseth did not deny the reports about his use of Signal. But he added: “What a big surprise that a few leakers get fired and suddenly a bunch of hit pieces come out.”

Trump’s tariff plans have also been a source of stress inside the administration, often leading to mixed messages and policy confusion. Navarro insisted there weren’t going to be any negotiations, contradicting Treasury Secretary Scott Bessent’s insistence that import taxes were about strengthening the White House’s negotiating position.

The president partially retreated from his plans, but not before Navarro and Musk began openly feuding. Navarro said Musk was “protecting his own interests” by opposing tariffs, and he described Musk’s electric automaker Tesla as a “car assembler” that’s dependent on importing parts from overseas.

Musk, who advises Trump on ways to downsize the federal bureaucracy, responded by saying that Navarro was “truly a moron.”

Leavitt downplayed the dispute by saying “boys will be boys.”

“We will let their public sparring continue,” she told reporters. “And you guys should all be very grateful that we have the most transparent administration in history.”

Trump often appears more interested in fealty than veracity. During part of last year’s campaign, he traveled with Loomer, who has a history of making racist attacks on Trump’s opponents and once claimed the Sept. 11, 2001, attacks were an inside job.

After Trump won, Loomer became frustrated that she wasn’t allowed to help vet administration personnel. She eventually secured an Oval Office meeting with the president, bringing research on national security officials whom she believed were disloyal.

After Trump fired some of them, Loomer has continued her work. Last week, she accused Bessent of inviting a “Trump hater” to work with him on financial literacy efforts.

“I am going to personally tell President Trump and personally show him these receipts,” Loomer wrote on social media, adding “shame on” Bessent.

Musk shared her post and chimed in with his support — “troubling,” he wrote.

OKLAHOMA CITY — Former Oklahoma Gov. David Boren, who became one of the nation’s youngest governors in the 1970s at age 33 and later helped shape national intelligence as a U.S. senator, has died. He was 83.

Boren, who went on to serve as president of the University of Oklahoma after retiring from politics, died early Thursday at his home near Newcastle, said Bob Burke, a longtime family friend. He said Boren’s death was the result of complications from diabetes.

The son of a Democratic congressman, Boren quickly followed in his father’s footsteps into elected office and oversaw a dramatic downsizing of government in Oklahoma, where over decades in legislative corridors and university offices he became one of the state’s most influential figures. His son, Dan Boren, also served four terms as an Oklahoma congressman.

In 2019, David Boren cut ties with the university he had led for 24 years amid a probe into allegations that he had sexually harassed male subordinates. Boren denied wrongdoing and the allegations never resulted in charges or civil litigation.

“He was the smartest person I ever knew,” Burke, an attorney and author who managed Boren’s first campaign for the U.S. Senate in 1978. “He was a Rhodes Scholar, yet he could communicate with a farmer in overalls on the Main Street of a small Oklahoma town.

“No Oklahoman had more influence on the state’s progress in its first century than David Boren,” he said.

Boren served in the U.S. Senate between 1979 and 1994 and was the longest-serving chairman of the Senate Select Committee on Intelligence. He became president of Oklahoma’s largest public university after leaving the Senate and held the position until stepping down in 2018.

“He saw public service as a noble calling and dedicated his life to it,” Boren’s son, Dan Boren, said in a statement. “The countless heartwarming stories I hear almost daily from people across this state who he helped are reminders of his remarkable life. We shall cherish the memory of his service and remarkable life.”

A year after leaving the University of Oklahoma, a former student alleged he was touched and kissed inappropriately by Boren on several occasions about a decade earlier, allegations that Boren repeatedly denied.

An investigation into Boren’s alleged misconduct by the Jones Day law firm, which ended when Boren severed ties to the university in 2019, was never publicly released. The allegations against Boren tarnished his reputation and led him to withdraw from public life.

Boren served four terms in the Oklahoma House before being elected governor at the age of 33 in 1974, which at the time made him the youngest governor in the country. He ran a reformist campaign that became known as the “Boren Broom Brigade” to demonstrate his pledge to “sweep out the old guard.”

As governor, Boren worked to eliminate the inheritance tax, cut the state income tax and reorganize a state government he described as “cluttered” with 214 boards, agencies and commissions.

“This excessive red tape in government is a constant drain on taxpayer dollars,” Boren once said, adding that the government needed to “get out of the horse and buggy era.”

While in the U.S. Senate, Boren forged close relationships with the leaders of the nation’s intelligence community, including former CIA Director George Tenet, whom Boren tapped as the Intelligence Committee’s chief of staff prior to Tenet’s appointment as CIA director.

On the morning of Sept. 11, 2001, Boren was having breakfast with Tenet at a Washington hotel when Tenet, then CIA director, learned that an aircraft had flown into the World Trade Center tower in New York City. Boren later recalled that neither he nor Tenet was “totally shocked” by the terrorist attack because the two men had spoken frequently about the possibility of international terrorists launching an attack in the U.S.

“I thought George was obsessed with Osama bin Laden and terrorism around the world,” Boren told The Oklahoman months after the attacks. “I don’t think everything changed Sept. 11; only our perception and understanding changed.”

In the Senate, Boren also helped build bipartisan support to oppose South Africa’s oppressive racial apartheid regime ahead of Nelson Mandela’s release from prison in 1990. Shortly after his release, Mandela traveled to the U.S. and appeared as a guest on an ABC News town hall moderated by Ted Koppel. Boren was in the audience and Mandela led a standing ovation after Boren summed up the evils of apartheid and called for its end.

“He has said all the things that are required to be said in regards to the problems of South Africa,” Mandela said.

During his tenure in the U.S. Senate, Boren also said he was heavily involved with helping influence U.S. policy in Central America, particularly in Nicaragua, during conflict in that country between the right-wing Contras and the leftist Sandinistas, working as an “informal emissary” for former President George H.W. Bush.

“The fact that I was in a different party — and the fact that we trusted each other — was a big benefit,” Boren told The Oklahoman in 1994.

In 2016, Boren spearheaded a campaign in Oklahoma to adopt a 1 percent sales tax increase that would have raised about $550 million annually for public education, including pay raises for school teachers who were at the time among the lowest paid in the nation. But it was defeated in a statewide referendum.

David Lyle Boren was born on April 21, 1941, in Washington, the son of U.S. Rep. Lyle Hagler Boren and the former Christine McKown. He was married twice, to the late Janna Little Robbins and then to Molly Shi Boren, a former judge, English teacher and president emeritus of the Oklahoma Arts Institute.

Boren suffered from a minor stroke at a statue dedication ceremony in April 2018 and was hospitalized for several days. Boren also underwent heart bypass surgery in March 2017.

Boren is survived by two children, including Dan Boren, the former Oklahoma congressman who is currently secretary of commerce for the Chickasaw Nation.

DUBAI, United Arab Emirates — DUBAI, United Arab Emirates (AP) — Elon Musk called Thursday to “delete entire agencies” from the United States’ federal government as part of his push under President Donald Trump to radically cut spending and restructure its priorities.

Musk offered a wide-ranging survey via a videocall to the World Governments Summit in Dubai, United Arab Emirates, of what he described as the priorities of the Trump administration interspersed with multiple references to “thermonuclear warfare” and the possible dangers of artificial intelligence.

“We really have here rule of the bureaucracy as opposed to rule of the people — democracy,” Musk said, wearing a black T-shirt that read: “Tech Support.” He also joked that he was the “White House’s tech support,” borrowing from his profile on the social platform X, which he owns.

“I think we do need to delete entire agencies as opposed to leave a lot of them behind,” Musk said. “If we don’t remove the roots of the weed, then it’s easy for the weed to grow back.”

While Musk has spoken to the summit in the past, his appearance Thursday comes as he has consolidated control over large swaths of the government with Trump’s blessing since assuming leadership of the Department of Government Efficiency. That’s included sidelining career officials, gaining access to sensitive databases and inviting a constitutional clash over the limits of presidential authority.

Musk’s new role imbued his comments with more weight beyond being the world’s wealthiest person through his investments in SpaceX and electric carmaker Tesla.

His remarks also offered a more-isolationist view of American power in the Middle East, where the U.S. has fought wars in both Afghanistan and Iraq since the Sept. 11, 2001, terror attacks.

“A lot of attention has been on USAID for example,” Musk said, referring to Trump’s dismantling of the U.S. Agency for International Development. “There’s like the National Endowment for Democracy. But I’m like, ‘Okay, well, how much democracy have they achieved lately?’”

He added that the U.S. under Trump is “less interested in interfering with the affairs of other countries.”

There are “times the United States has been kind of pushy in international affairs, which may resonate with some members of the audience,” Musk said, speaking to the crowd in the UAE, an autocratically ruled nation of seven sheikhdoms.

“Basically, America should mind its own business, rather than push for regime change all over the place,” he said.

He also noted the Trump administration’s focus on eliminating diversity, equity and inclusion work, at one point linking it to AI.

“If hypothetically, AI is designed for DEI, you know, diversity at all costs, it could decide that there’s too many men in power and execute them,” Musk said.

On AI, Musk said he believed X’s newly updated AI chatbot, Grok 3, would be ready in about two weeks, calling it at one point “kind of scary.” He criticized Sam Altman’s management of OpenAI, which Musk just led a $97.4 billion takeover bid for, describing it as akin to a nonprofit aimed at saving the Amazon rainforest becoming a “lumber company that chops down the trees.”

Musk also announced plans for a “Dubai Loop” project in line with his work in the Boring Company — which is digging tunnels in Las Vegas to speed transit. However, he and the Emirati government official speaking with him offered no immediate details of the plan.

“It’s going to be like a wormhole,” Musk promised. “You just wormhole from one part of the city — boom — and you’re out in another part of the city.”

WASHINGTON — A military appeals court has ruled against Defense Secretary Lloyd Austin’s effort to throw out the plea deals reached for Khalid Sheikh Mohammed and two other defendants in the 9/11 attacks, a U.S. official said.

The decision puts back on track the agreements that would have the three men plead guilty to one of the deadliest attacks ever on the United States in exchange for being spared the possibility of the death penalty. The attacks by al-Qaida killed nearly 3,000 people on Sept. 11, 2001, and helped spur U.S. invasions of Afghanistan and Iraq in what the George W. Bush administration called its war on terror.

The military appeals court released its ruling Monday night, according to the U.S. official, who was not authorized to discuss the matter publicly and spoke on condition of anonymity.

Military prosecutors and defense attorneys for Mohammed, the accused mastermind of the attacks, and two co-defendants reached the plea agreements after two years of government-approved negotiations. The deals were announced late last summer.

Supporters of the plea agreement see it as a way of resolving the legally troubled case against the men at the U.S. military commission at Guantanamo Bay naval base in Cuba. Pretrial hearings for Mohammed, Walid bin Attash and Mustafa al-Hawsawi have been underway for more than a decade.

Much of the focus of pretrial arguments has been on how torture of the men while in CIA custody in the first years after their detention may taint the overall evidence in the case.

Within days of news of the plea deal this summer, Austin issued a brief order saying he was nullifying them.

He cited the gravity of the 9/11 attacks in saying that as defense secretary, he should decide on any plea agreements that would spare the defendants the possibility of execution.

Defense lawyers said Austin had no legal authority to reject a decision already approved by the Guantanamo court’s top authority and said the move amounted to unlawful interference in the case.

The military judge hearing the 9/11 case, Air Force Col. Matthew McCall, had agreed that Austin lacked standing to throw out the plea bargains after they were underway. That had set up the Defense Department’s appeal to the military appeals court.

Austin now has the option of taking his effort to throw out the plea deals to the U.S. Court of Appeals for the District of Columbia Circuit. There was no immediate word from the Pentagon on any next move.
