DAMASCUS, Syria (AP) — President Donald Trump said Saturday that “there will be very serious retaliation” after two U.S. service members and one American civilian were killed in an attack in Syria that the United States blames on the Islamic State group.

“This was an ISIS attack against the U.S., and Syria, in a very dangerous part of Syria, that is not fully controlled by them,” he said in a social media post.

The American president told reporters at the White House that Syria’s president, Ahmed al-Sharaa, was “devastated by what happened” and stressed that Syria was fighting alongside U.S. troops. Trump, in his post, said al-Sharaa was “extremely angry and disturbed by this attack.”

U.S. Central Command said three service members were wounded in an ambush Saturday by a lone IS member in central Syria. Trump said the three “seem to be doing pretty well.” The U.S. military said the gunman was killed.

The attack on U.S. troops in Syria was the first with fatalities since the fall of President Bashar Assad a year ago.

“There will be very serious retaliation,” Trump said on his Truth Social platform.

The Pentagon’s chief spokesman, Sean Parnell, said the civilian killed was a U.S. interpreter. Parnell said the attack targeted soldiers involved in the ongoing counter-terrorism operations in the region and is under active investigation.

The shooting took place near historic Palmyra, according to the state-run SANA news agency, which earlier said two members of Syria’s security force and several U.S. service members had been wounded. The casualties were taken by helicopter to the al-Tanf garrison near the border with Iraq and Jordan.

The Britain-based Syrian Observatory for Human Rights said the attacker was a member of the Syrian security force.

Syria’s Interior Ministry spokesman Nour al-Din al-Baba said a gunman linked to IS opened fire at the gate of a military post. He added that Syrian authorities are looking into whether the gunman was an IS member or only carried its extreme ideology. He denied reports that suggested that the attacker was a security member.

U.S. Defense Secretary Pete Hegseth posted on X: “Let it be known, if you target Americans — anywhere in the world — you will spend the rest of your brief, anxious life knowing the United States will hunt you, find you, and ruthlessly kill you.”

The U.S. has hundreds of troops deployed in eastern Syria as part of a coalition fighting IS.

The U.S. had no diplomatic relations with Syria under Assad, but ties have warmed since the fall of the five-decade Assad family rule. Al-Sharaa, made a historic visit to Washington last month where he held talks with Trump. It was the first White House visit by a Syrian head of state since the Middle Eastern country gained independence from France in 1946 and came after the U.S. lifted sanctions imposed on Syria during the Assads’ rule.

Al-Sharaa led the rebel forces that toppled Bashar Assad in December 2024 and was named the country’s interim leader in January. Al-Sharaa once had ties to al-Qaida and had a $10 million U.S. bounty on his head.

Last month, Syria joined the international coalition fighting against the IS as Damascus improves its relations with Western countries following the ouster of Assad when insurgents captured his seat of power in Damascus.

IS was defeated on the battlefield in Syria in 2019 but the group’s sleeper cells still carry out deadly attacks in the country. The United Nations says the group still has between 5,000 and 7,000 fighters in Syria and Iraq.

U.S. troops, which have maintained a presence in different parts of Syria — including Al-Tanf garrison in the central province of Homs — to train other forces as part of a broad campaign against IS, have been targeted in the past. One of the deadliest attacks occurred in 2019 in the northern town of Manbij when a blast killed two U.S. service members and two American civilians as well as others from Syria while conducting a patrol.

WASHINGTON, D.C., Nov 22 (Reuters) – The United States is poised to launch a new phase of Venezuela-related operations in the coming days, four U.S. officials told Reuters, as the Trump administration escalates pressure on President Nicolas Maduro’s government.

Reuters was not able to establish the exact timing or scope of the new operations, nor whether U.S. President Donald Trump had made a final decision to act. Reports of looming action have proliferated in recent weeks as the U.S. military has deployed forces to the Caribbean amid worsening relations with Venezuela.

Two of the U.S. officials said covert operations would likely be the first part of the new action against Maduro. All four officials quoted in this article spoke on the condition of anonymity because of the sensitivity of impending action by the United States.

The Pentagon referred questions to the White House. The CIA declined to comment.

A senior administration official on Saturday did not rule anything out regarding Venezuela.

“President Trump is prepared to use every element of American power to stop drugs from flooding into our country and to bring those responsible to justice,” said the official, speaking on the condition of anonymity.

The Venezuelan Communications Ministry did not immediately respond to a request for comment.

The Trump administration has been weighing Venezuela-related options to combat what it has portrayed as Maduro’s role in supplying illegal drugs that have killed Americans. He has denied having any links to the illegal drug trade.

Two U.S. officials told Reuters the options under consideration included attempting to overthrow Maduro.

Maduro, in power since 2013, has contended that Trump seeks to oust him and that Venezuelan citizens and the military will resist any such attempt. He also has characterized U.S. actions as an effort to take control of Venezuela’s oil.

A military buildup in the Caribbean has been underway for months, and Trump has authorized covert CIA operations in Venezuela. The U.S. Federal Aviation Administration on Friday warned major airlines of a “potentially hazardous situation” when flying over Venezuela and urged them to exercise caution.

Three international airlines cancelled flights departing from Venezuela on Saturday after the FAA warning.

The United States plans on Monday to designate the Cartel de los Soles a foreign terrorist organization for its alleged role in importing illegal drugs into the United States, officials said. The Trump administration has accused Maduro of leading Cartel de los Soles, which he denies.

Washington in August doubled its reward for information leading to Maduro’s arrest to $50 million. But U.S. Defense Secretary Pete Hegseth said last week that the terrorist designation “brings a whole bunch of new options to the United States.”

Trump has said the upcoming designation would allow the United States to strike Maduro’s assets and infrastructure in Venezuela, but he also has indicated a willingness to potentially pursue talks in hopes of a diplomatic solution.

Maduro said earlier this week that the countries’ differences should be resolved through diplomacy and that he is willing to hold face-to-face talks with anyone interested.

Two U.S. officials acknowledged conversations between Caracas and Washington. It was unclear whether those conversations could impact the timing or scale of potential U.S. operations.

The U.S. Navy’s largest aircraft carrier, the Gerald R. Ford, arrived in the Caribbean on November 16 with its strike group, joining at least seven other warships, a nuclear submarine and F-35 aircraft.

U.S. forces in the region so far have focused on counter-narcotics operations, even though the assembled firepower far outweighs anything needed for them. U.S. troops since September have carried out at least 21 strikes on alleged drug boats, killing at least 83 people, mostly in the Caribbean, although vessels in the Pacific Ocean also have been targeted.

Human rights groups have condemned the strikes as illegal extrajudicial killings of civilians, and some U.S. allies have expressed growing concerns that Washington may be violating international law.

The Trump administration has said for months that the attacks on boats are meant to curb trafficking of drugs it says kill millions of Americans. However, most drug overdose deaths in the United States are caused by fentanyl, which is largely manufactured in Mexico.

Drug traffickers move some cocaine through the Caribbean, according to international organizations, but much of the supply for North America moves on the Pacific.

The U.S. military dwarfs Venezuela’s, which is debilitated by a lack of training, low wages and deteriorating equipment.

That reality has led Maduro’s government to consider alternative strategies in the event of a U.S. invasion, including possibly a guerrilla-style response, which the government has termed “prolonged resistance” and mentioned in broadcasts on state television.

This approach would involve small military units at more than 280 locations carrying out acts of sabotage and other guerrilla tactics, Reuters has reported, citing sources and years-old planning documents. WASHINGTON (AP) — The U.S. is halting some shipments of weapons to Ukraine amid concerns that its own stockpiles have declined too much, officials said Tuesday, a setback for the country as it tries to fend off escalating attacks from Russia.

Certain munitions were previously promised to Ukraine under the Biden administration to aid its defenses during the more than three-year-old war. The pause reflects a new set of priorities under President Donald Trump and came after Defense Department officials scrutinized current U.S. stockpiles and raised concerns.

“This decision was made to put America’s interests first following a review of our nation’s military support and assistance to other countries across the globe,” White House spokesperson Anna Kelly said in a statement. “The strength of the United States Armed Forces remains unquestioned — just ask Iran.”

That was a reference to Trump recently ordering U.S. missile strikes against nuclear sites in Iran.

The Pentagon review determined that stocks were too low on some weapons previously pledged, so pending shipments of some items won’t be sent, according to a U.S. official who spoke on condition of anonymity to provide information that has not yet been made public.

The Defense Department did not provide details on what specific weapons were being held back.

“America’s military has never been more ready and more capable,” spokesman Sean Parnell said, adding that the major tax cut and spending package moving through Congress “ensures that our weapons and defense systems are modernized to protect against 21st century threats for generations to come.”

The halt of some weapons from the U.S. is a blow to Ukraine as Russia has recently launched some of its biggest aerial attacks of the war, in an escalating bombing campaign that has further dashed hopes for a breakthrough in peace efforts championed by Trump. Talks between the sides have ground to a halt.

The U.S. stoppage was first reported by Politico.

To date, the U.S. has provided Ukraine more than $66 billion worth of weapons and military assistance since Russia invaded its neighbor in February 2022.

Over the course of the war, the U.S. has routinely pressed for allies to provide air defense systems to Ukraine. But many are reluctant to give up the high-tech systems, particularly countries in Eastern Europe that also feel threatened by Russia.

Elbridge Colby, the Defense Department undersecretary for policy, said officials continue “to provide the president with robust options to continue military aid to Ukraine, consistent with his goal of bringing this tragic war to an end.”

“At the same time, the department is rigorously examining and adapting its approach to achieving this objective while also preserving U.S. forces’ readiness for Administration defense priorities,” Colby said in a statement.

Trump met with Ukrainian leader Volodymyr Zelenskyy on the sidelines of the NATO summit last week and had left open the possibility of sending Kyiv more U.S.-made Patriot air defense missile systems, acknowledging they would help the Ukrainian cause.

“They do want to have the antimissile missiles, OK, as they call them, the Patriots,” Trump said then. “And we’re going to see if we can make some available. We need them, too. We’re supplying them to Israel, and they’re very effective, 100% effective. Hard to believe how effective. They do want that more than any other thing.”

Those comments hinted at thinking about providing weapons to Ukraine that’s begun to change across the administration in recent months.

In testimony before lawmakers in June, Defense Secretary Pete Hegseth said he has moved quickly to quash wasteful programs and redirect funding to Trump’s top objectives.

Hegseth said a negotiated peace between Russia and Ukraine, which has been promoted for months by Trump, makes America look strong, even though Moscow is the aggressor in the conflict. He also said the defense budget includes hard choices and “reflects the reality that Europe needs to step up more for the defense of its own continent. And President Trump deserves the credit for that.”

The defense secretary told lawmakers last month that some U.S. security spending for Ukraine was still in the pipeline, without providing details. But he said such assistance — which has been robust for the past two years — would be reduced.

“This administration takes a very different view of that conflict,” Hegseth said. “We believe that a negotiated peaceful settlement is in the best interest of both parties and our nation’s interests.”

The change comes after Hegseth skipped a meeting last month of an international group to coordinate military aid to Ukraine that the U.S. created three years ago. Hegseth’s predecessor, Lloyd Austin, formed the group after Russia attacked Ukraine, and Hegseth’s absence was the first time the U.S. defense secretary wasn’t in attendance.

Under Austin’s leadership, the U.S. served as chair of the group, and he and the chairman of the Joint Chiefs of Staff attended monthly meetings, which were both in person and by video.

Hegseth had previously stepped away from a leadership role of the Ukraine Defense Contact Group — turning that over to Germany and the United Kingdom — before abandoning the gathering altogether.
