KYIV, Ukraine (AP) — A planned meeting Wednesday between top U.S., British, French and Ukrainian diplomats to push forward a peace deal between Russia and Ukraine was scrapped at the last minute, with U.S. Vice President JD Vance saying negotiations are reaching a moment of truth.

“We’ve issued a very explicit proposal to both the Russians and the Ukrainians, and it’s time for them to either say yes or for the United States to walk away from this process,” Vance told reporters during a visit Wednesday to Agra, India.

He said it was “a very fair proposal” that would “freeze the territorial lines at some level close to where they are today,” with both sides having to give up some territory they currently hold. He did not provide further details of the proposal.

Vance’s comments came a day after Ukrainian President Volodymyr Zelenskyy ruled out ceding territory to Russia as part of any potential peace agreement, calling it a nonstarter. The Ukrainian leader spoke Tuesday in response to reports the Trump administration was proposing a deal that would allow Russia to keep occupied Ukrainian territory as part of a potential peace agreement.

Zelenskyy said Wednesday that Ukraine is ready for any format of negotiations that might bring a ceasefire and open the door to full peace negotiations, as he mourned nine civilians killed when a Russian drone struck a bus earlier in the day.

“We insist on an immediate, complete and unconditional ceasefire,” Zelenskyy wrote on his Telegram page, in accordance with a proposal he said the United States tabled six weeks ago.

Ukraine and some Western European governments have accused Putin of dragging his feet on that proposal as his army tries to capture more Ukrainian land. Western analysts say Moscow is in no rush to conclude peace talks because it has battlefield momentum.

U.K. Foreign Secretary David Lammy announced the talks in London to find an end to the more than three-year war would involve only lower-ranking officials after the U.S. State Department said Tuesday that Secretary of State Marco Rubio was unable to attend because of a scheduling issue.

Rubio’s abrupt cancelation raised doubts about the direction of the negotiations.

Commenting on those attending the London talks, Kremlin spokesman Dmitry Peskov said that “as far as we understand, they so far have failed to bring their positions closer on some issues.”

He said the Kremlin was still in consultations with American officials but wouldn’t publicly discuss details.

U.S. special envoy Steve Witkoff is expected to visit Moscow again later this week, according to Russian officials.

Even achieving a limited, 30-day ceasefire has been beyond the reach of negotiators, as both sides have continued to attack each other in a grinding war of attrition along the 1,000-kilometer (620-mile) front line and launch long-range strikes.

A Russian drone struck a bus carrying workers in Marganets, in eastern Ukraine’s Dnipropetrovsk region on Wednesday morning, killing eight women and one man, regional head Serhii Lysak wrote on his Telegram channel. More than 40 people were injured, he said.

Lysak published photos of a bus with its windows blown out and shards of glass mixed with blood spattered on the bus floor.

President Donald Trump has pushed for an end to the war and said last week that negotiations were “coming to a head.” That comment came after Rubio suggested that the U.S. might soon back away from negotiations if they don’t progress.

Rubio had indicated that Wednesday’s meeting could be decisive in determining whether the Trump administration remains engaged.

Those still attending the meeting included retired Lt. Gen. Keith Kellogg, Trump’s envoy for Ukraine and Russia.

Andrii Yermak, the head of Ukraine’s presidential office, said on X that a delegation including him, Foreign Minister Andrii Sybiha and Defense Minister Rustem Umerov had arrived in London for the talks despite the alterations.

“The path to peace is not easy, but Ukraine has been and remains committed to peaceful efforts,” Yermak said. Officials would “discuss ways to achieve a full and unconditional ceasefire as the first step toward a comprehensive settlement and the achievement of a just and lasting peace,” he said.

During similar talks last week in Paris, U.S. officials presented a proposal that included allowing Russia to keep control of occupied Ukrainian territory as part of a deal, according to a European official familiar with the matter.

Zelenskyy pushed back against that during an appearance in Kyiv, saying: “There is nothing to talk about — it is our land, the land of the Ukrainian people.”

Ukraine’s Deputy Prime Minister and Economy Minister, Yuliia Svyrydenko, said Wednesday: “Ukraine is ready to negotiate — but not to surrender.”

Russia, meanwhile, has effectively rejected a U.S. proposal for an immediate and full 30-day halt in the fighting by imposing far-reaching conditions.

Trump said repeatedly during his election campaign last year that he would be able to end the war “in 24 hours” upon taking office. But he has expressed frustration with Zelenskyy and Russian President Vladimir Putin.

Some European allies are wary of the American proposal for Ukraine to exchange land for peace. But an official said there’s also acknowledgment by some allies that Russia is firmly entrenched wholly or partially in five regions of Ukraine — Crimea, Luhansk, Donetsk, Zaporizhzhia and Kherson.

If the goal is to obtain a ceasefire immediately, “it should be based on the line of contact as it is,” said a senior French official. The official was not authorized to be publicly named and spoke on the condition of anonymity according to French presidential policy.

PARIS (AP) — U.S. Secretary of State Marco Rubio said Friday that the U.S. may “move on” from trying to secure a Russia-Ukraine peace deal if there is no progress in the coming days, after months of efforts have failed to bring an end to the fighting.

He spoke in Paris after landmark talks among U.S., Ukrainian and European officials produced outlines for steps toward peace and appeared to make some long-awaited progress. A new meeting is expected next week in London, and Rubio suggested that could be decisive in determining whether the Trump administration continues its involvement.

“We are now reaching a point where we need to decide whether this is even possible or not,” Rubio told reporters upon departure. “Because if it’s not, then I think we’re just going to move on.”

“It’s not our war,” Rubio said. “We have other priorities to focus on.” He said the U.S. administration wants to decide “in a matter of days.”

His comments came as the U.S. and Ukraine are nearing a long-delayed deal granting the U.S. access to Ukraine’s vast mineral resources, which has been intertwined with President Donald Trump’s peace push. Trump said Thursday, “We have a minerals deal,″ and Ukraine’s economy minister said Friday that the two countries signed a memorandum of intent ahead of a possible fuller agreement later.

The deal, which Ukrainian Economy Minister Yuliia Svyrydenko said she signed with U.S. Treasury Secretary Scott Bessent, is expected to pave the way for significant investments, infrastructure modernization and long-term cooperation.

The framework of the mineral deal had stalled in February following a contentious Oval Office meeting between Trump, U.S. Vice President JD Vance, and Ukrainian President Volodymyr Zelenskyy. Negotiations have since resumed.

Despite apparent growing U.S. impatience with the peace efforts, Rubio called Thursday’s Paris talks constructive. “Nobody rejected anything, nobody got up from the table or walked away.”

Rubio didn’t single out Russia or Ukraine as blocking peace efforts. He said he informed Russian Foreign Minister Sergey Lavrov about the outlines that emerged when they spoke after the Paris talks, but wouldn’t say how Lavrov reacted.

When asked about Rubio’s comments on Friday, Kremlin spokesman Dmitry Peskov told reporters that “fairly complex” negotiations are ongoing between Russia and the U.S. He did not give details but said no direct talks between Trump and Putin are scheduled in the coming days.

“Russia is striving toward resolving this conflict, securing its own interests, and is open to dialogue. We are continuing to do this,” he said.

After weeks of tensions with European allies, Rubio told reporters in Paris that the European negotiators proved helpful. “The U.K. and France and Germany can help us move the ball on this.”

European concerns are growing about Trump’s readiness to draw closer to Russia. These talks were the first time since Trump’s inauguration that top American, Ukrainian and European officials met to discuss an end to the war, which has posed the biggest security challenge to Europe since World War II.

The meetings addressed security guarantees for Ukraine in the future, but Rubio wouldn’t discuss any possible U.S. role in that. Some kind of U.S. support for Ukraine is seen as crucial to ensuring that Russia would not attack again after a peace deal is reached.

Rubio and presidential envoy Steve Witkoff have helped lead U.S. efforts to seek peace, and Witkoff has met three times with Putin, Rubio said. Several rounds of negotiations have been held in Saudi Arabia.

Moscow has effectively refused to accept a comprehensive ceasefire that Trump has pushed and Ukraine has endorsed. Russia has made it conditional on a halt in Ukraine’s mobilization efforts and Western arms supplies, which are demands rejected by Ukraine.

Meanwhile, Russia kept up a series of deadly strikes on Ukrainian cities, according to officials there, wounding scores of civilians days after missiles killed at least 34 during Palm Sunday celebrations in the northern city of Sumy.

One person died and 98 others, including six children, were hurt as Russia hit Kharkiv, Ukraine’s second-largest city, early in the day, its mayor Ihor Terekhov reported on Friday. He said cluster munitions struck a “densely populated” neighborhood four times.

Russian drones also targeted a bakery in Sumy, less than a week after the deadly Palm Sunday strike there, killing a customer and wounding an employee, the regional prosecutor’s office said. Photos released by the agency showed rows of Easter cakes stacked inside a devastated building, covered in thick dust, as a huge hole gaped in the wall behind them and rubble piled up on the floor.

Last Sunday’s strike on Sumy, resulting in mass casualties, was the second large-scale missile attack to claim civilian lives in just over a week. Some 20 people, including nine children, died on April 4 as missiles struck Zelenskyy’s hometown of Kryvyi Rih.

WASHINGTON (AP) — Secretary of State Marco Rubio embarks this weekend on his first foreign trip in office, heading to Central America to press President Donald Trump’s top priority — curbing illegal immigration — and bring the message that the U.S. wants to reclaim control over the Panama Canal despite intense resistance from regional leaders.

It’s an unusual destination for the maiden voyage of America’s top diplomat, whose predecessors have generally favored Europe or Asia for their initial outings. It reflects not only the personal interest that Rubio — the first Hispanic to hold the nation’s most senior Cabinet post — has in the region but also the Trump administration’s intent to focus much of its foreign policy energy close to home.

“It’s no accident that my first trip abroad as secretary of state will keep me in the hemisphere,” Rubio wrote in The Wall Street Journal on Friday.

Limiting immigration and fighting narcotics smuggling are major elements of that effort, but another key priority will be curbing China’s growing influence in the Western Hemisphere, topped by reasserting U.S. control over the Panama Canal. The American-built canal was turned over to the Panamanians in 1999 and they object strongly to Trump’s demand to hand it back.

Mass migration, drugs and hostile policies pursued by Cuba, Nicaragua and Venezuela have wreaked havoc, Rubio said in the Journal opinion piece. “All the while, the Chinese Communist Party uses diplomatic and economic leverage — such as at the Panama Canal — to oppose the U.S. and turn sovereign nations into vassal states.”

Indeed, Rubio’s first stop on the five-nation tour Saturday will be Panama, whose president, José Raúl Mulino, says there will be no negotiation with the United States over ownership of the canal. He said he hoped Rubio’s visit would instead focus on shared interests like migration and combating drug trafficking.

“It’s impossible, I can’t negotiate,” Mulino said Thursday. “The canal belongs to Panama.”

Yet Rubio said he will make clear Trump’s intent. In an interview Thursday with SiriusXM host Megyn Kelly, he said Trump’s desire to retake control of the Panama Canal is driven by legitimate national security interests stemming from growing concerns about Chinese activity and influence in Latin America.

“We’re going to address that topic,” he said. “The president’s been pretty clear he wants to administer the canal again. Obviously, the Panamanians are not big fans of that idea. That message has been brought very clear.”

Chinese investments in ports and other infrastructure and facilities at both the Pacific and Caribbean ends of the canal are a cause for major concern, leaving Panama and the critical shipping route vulnerable to China, he said.

Rubio added that “if China wanted to obstruct traffic in the Panama Canal, they could,” and that would be a violation of the 1977 treaty signed by former President Jimmy Carter under which the U.S. later ceded control.

Despite Mulino’s rejection of any negotiation over ownership, some believe Panama may be open to a compromise under which canal operations on both sides are taken away from the Hong Kong-based Hutchison Ports company that was given a 25-year no-bid extension to run them. An audit into the suitability of that extension is already under way and could lead to a rebidding process.

What is unclear is whether Trump would accept the transfer of the concession to an American or European firm as meeting his demands, which appear to cover more than just operations.

“In some ways, Trump is pushing on an open door,” said Ryan Berg, director of the Americas program at the Center for Strategic and International Studies, a Washington think tank. “But it will depend on how his red lines are defined.”

“There’s been a lot of heavy rhetoric and it will be up Rubio to clarify it,” Berg said, adding that some kind of compromise was possible “but we’ll have to see if he’s really serious about taking it back. If that’s the case then nothing short of that will satisfy him.”

Rubio will arrive in Panama on Saturday for meetings the following day with Mulino and the canal administrator. He will then travel to El Salvador, Costa Rica, Guatemala and the Dominican Republic.

His arrival will come just a day after the U.S. resumed visa processing at its embassy in Bogota, Colombia, which had been shut down Sunday after the Colombian government refused to accept two planeloads of Colombian deportees from the United States.

Previous secretaries of state have often traveled abroad with so-called “deliverables” — assistance packages, new cooperation initiatives and the like — that they can announce at each stop. However, such as with Colombia, Rubio may only be able to bring limited relief from a U.S. freeze on foreign assistance that Trump ordered pending a review of all programs.

In Latin America, such programs have generally focused on policing, counternarcotics operations and efforts to stem illegal migration. Rubio has made provisions for certain programs offering life-saving assistance to be exempted from the funding pause, and waiver applications for programs in several of the countries he will be visiting are under review.

Among the countries for which waivers for certain programs have been submitted are Panama, Costa Rica, the Dominican Republic and its neighbor, Haiti. Although Rubio will not be traveling to Haiti, the State Department has already allowed some $41 million in support of an international peacekeeping force there to go ahead.
