BANGKOK — China on Thursday denied U.S. President Donald Trump’s assertion that the two sides were involved in active negotiations over tariffs, saying that any suggestion of progress in this matter was as groundless as “trying to catch the wind.”

China’s comments come after Trump said Tuesday that the final tariff rate on China’s exports would come down “substantially” from the current 145%.

“China’s position is consistent and we are open to consultations and dialogues, but any form of consultations and negotiations must be conducted on the basis of mutual respect and in an equal manner,” said Ministry of Commerce spokesman He Yadong. “Any claims about the progress of China-U.S. trade negotiations are groundless as trying to catch the wind and have no factual basis.”

Trump had told reporters earlier in the week that “everything’s active” when asked if he was engaging with China, although his Treasury Secretary had said there were no formal negotiations.

Trump had put 145% tariffs on imports from China, while China hit back with 125% tariffs on U.S. products. While Trump has given other countries a 90-day pause on the tariffs, as their leaders pledged to negotiate with the U.S., China remained the exception. Instead, Beijing raised its own tariffs and deployed other economic measures in response while vowing to “fight to the end.” For example, China restricted exports of rare earth minerals and raised multiple cases against the U.S. at the World Trade Organization.

China also made it clear that talks should involve the cancellation of all tariffs it currently faces.

“The unilateral tariff increase measures were initiated by the United States. If the United States really wants to solve the problem, it should face up to the rational voices of the international community and all parties at home, completely cancel all unilateral tariff measures against China, and find ways to resolve differences through equal dialogue,” said He, the spokesman.

Despite the economic measures leveled against China, Trump said Tuesday that he would be “very nice” and not play hardball with Chinese President Xi Jinping.

“We’re going to live together very happily and ideally work together,” Trump said.

LONDON — Officials from Britain, the U.S., European nations and Ukraine will meet in London on Wednesday to push for a peace deal between Moscow and Kyiv, amid growing report

British Defense Secretary John Healey said the meeting follows talks last week in Paris and will include “what a ceasefire might look like and how to secure peace in the long term.”

But a plan for the talks to involve foreign ministers was scrapped at the last minute after the U.S. State Department said Secretary of State Marco Rubio, who attended the Paris talks, was unable to come because of a scheduling issue.

U.K. Foreign Secretary David Lammy posted on X that the talks would now include “officials.” Those attending include retired Lt. Gen. Keith Kellogg, President Donald Trump’s envoy for Ukraine and Russia.

It came amid growing speculation that the U.S. will press Ukraine to cede territory to Russia as part of a potential peace agreement.

During similar talks last week in Paris, U.S. officials presented a proposal that included allowing Russia to keep control of occupied Ukrainian territory as part of a deal, according to a European official familiar with the matter.

Ukraine’s President Volodymyr Zelenskyy pushed back against that idea, saying: “There is nothing to talk about — it is our land, the land of the Ukrainian people.”

Some European allies are wary of the American proposal. But there’s also acknowledgment by some allies that Russia is firmly entrenched wholly or partially in five regions of Ukraine — Crimea, Luhansk, Donetsk, Zaporizhzhia and Kherson.

If the goal is to obtain a ceasefire immediately, “it should be based on the line of contact as it is,” said a senior French official. The official was not authorized to be publicly named and spoke on the condition of anonymity according to French presidential policy.

Still, Ukraine’s territorial integrity and aspirations to strengthen ties with the rest of the continent are a top priority for the Europeans, the European official said.

It remains to be seen whether the latest diplomatic efforts can lead to an endgame after more than three years of war since Russia’s full-scale invasion of its neighbor.

Britain downplayed expectations of a breakthrough, but says this is an important week for diplomatic efforts to stop more than three years of fighting since Russia’s full-scale invasion of its neighbor.

Trump said last week that negotiations were “coming to a head” and the U.S. might “take a pass” if either of the two sides didn’t move toward peace.

Rubio has also indicated the U.S. might soon back away from negotiations if they don’t progress, and suggested that Wednesday’s meeting could be decisive in determining whether the Trump administration continues its involvement.

Putin’s foreign affairs adviser, Yuri Ushakov, said U.S. special envoy Steve Witkoff was expected to visit Moscow again this week. Ushakov provided no further details.

Western analysts say Moscow is in no rush to conclude peace talks, because it has battlefield momentum and wants to capture more Ukrainian land.

Prime Minister Keir Starmer’s spokesman, Dave Pares said “the ball’s in Russia’s court.

“Now is the time for (Russian President Vladimir) Putin to show he’s serious about peace,” he said.

Zelenskyy said Tuesday that Ukraine’s delegation heading to the U.K. has a mandate to discuss only an unconditional or partial ceasefire with Russia. He said that “after a ceasefire, we’re prepared to sit down for talks in any format.”

Kremlin spokesman Dmitry Peskov cautioned that “the settlement issue is so complex that it would be wrong to put some tight limits to it and try to set some short time frame for a settlement, a viable settlement — it would be a thankless task.”

Delegations from Russia and Ukraine have held separate talks with U.S. officials in Saudi Arabia as Trump tries to make good on his campaign promise to end the wa r.

Western analysts say Moscow is in no rush to conclude peace talks because it has battlefield momentum and wants to capture more Ukrainian land.

Russia has effectively rejected a U.S. proposal for an immediate and full 30-day halt in the fighting by imposing far-reaching conditions.

Putin declared a 30-hour unilateral ceasefire on Saturday, but Ukraine and British officials said Russian attacks continued during the alleged pause. The Associated Press was unable to verify whether a ceasefire was in place along the roughly 1,000-kilometer (620-mile) front line.

Meanwhile, both Russia and Ukraine are preparing for the spring-summer military campaign, Ukrainian and Western officials say.

WASHINGTON — U.S. Secretary of State Marco Rubio travels this week to a gathering of top diplomats from NATO countries and is sure to find allies that are alarmed, angered and confused by the Trump administration’s desire to reestablish ties with Russia and its escalating rhetorical attacks on longtime transatlantic partners.

Allies are deeply concerned by President Donald Trump’s readiness to draw closer to Russian leader Vladimir Putin, who sees NATO as a threat, amid a U.S. effort to broker a ceasefire in Ukraine. Recent White House comments and insults directed at NATO allies Canada and Denmark — as well as the military alliance itself — have only increased the angst, especially as new U.S. tariffs are taking effect against friends and foes alike.

Rubio arrives in Brussels on Thursday for two days of meetings with his NATO counterparts and European officials, and he can expect to be confronted with questions about the future U.S. role in the alliance.

For 75 years, NATO has been anchored on American leadership, and based on what they have seen and heard since Trump took office in January, European officials have expressed deep concerns that Trump may upend all of that when he and other NATO leaders meet for a June summit in the Netherlands.

As Rubio did last month at a meeting of foreign ministers from the Group of 7 industrialized democracies, America’s top diplomat, who is regarded by many overseas as a more pragmatic and less dogmatic member of Trump’s administration, may be able to salvage a watered-down group consensus on the war in Ukraine.

That’s even as Trump said this week that Ukraine “was never going to be a member of NATO” despite leaders declaring at last year’s summit that the country was on an “irreversible” path to join.

But Rubio will be hard-pressed to explain Washington’s unprovoked verbal attacks on NATO allies Canada, which Trump says he wants to claim as a 51st state, and Denmark, whose territory of Greenland he says the U.S. should annex. Both have been accused of being “bad allies” by Trump and Vice President JD Vance.

“It’s pretty clear neither territory has any interest in joining a Trumpian America,” said Ian Kelly, U.S. ambassador to Georgia during the Obama and first Trump administration and now an international studies professor at Northwestern University in Evanston, Illinois.

“There’s going to be a lot of very anxious Euros about what Trump is going to call for and what announcements he’s going to make,” he said. “If he isn’t already, Rubio is going to be in a mode of trying to reassure European allies that we are not, in fact, not dependable.”

Yet, in just under two months, NATO has been shaken to its core, challenged increasingly by Russia and the biggest land war in Europe since 1945 from the outside, and by the Trump administration from within, breaking with decades of relatively predictable U.S. leadership.

Trump has consistently complained about NATO members’ defense spending and even raised doubts about the U.S. commitment to mutual defense in the alliance’s founding treaty, which says an attack on one NATO member is considered an attack on all.

Since Defense Secretary Pete Hegseth warned last month that U.S. security priorities lie elsewhere — in Asia and on its own borders — the Europeans have waited to learn how big a military drawdown in Europe could be and how fast it may happen.

In Europe and Canada, governments are working on “burden shifting” plans to take over more of the load, while trying to ensure that no security vacuum is created if U.S. troops and equipment are withdrawn from the continent.

These allies are keen to hear from Rubio what the Trump administration’s intentions are and hope to secure some kind of roadmap that lays out what will happen next and when, so they can synchronize planning and use European forces to plug any gaps.

At the same time, NATO’s deterrent effect against an adversary like Russia is only credible when backed by U.S. firepower. For the Europeans and Canada, this means that U.S. nuclear weapons and the 6th Fleet must remain stationed in Europe.

“America is indispensable for credible deterrence,” a senior NATO diplomat told reporters on condition of anonymity to speak ahead of the meeting.

Around 100,000 U.S. troops are deployed across the continent. European allies believe at least 20,000 personnel sent by the Biden administration after Russia launched its full-scale invasion of Ukraine three years ago could be withdrawn.

Another priority for U.S. allies is to understand whether Trump believes that Russia still poses the greatest security threat. In their summit statement last year, NATO leaders insisted that “Russia remains the most significant and direct threat to Allies’ security.”

But Trump’s receptiveness to Putin and recent favorable remarks by some U.S. officials have raised doubts. The question, diplomats say, is why allies should spend 5% of their gross domestic product on their defense budgets if Russia is no longer a threat.

At the same time, the Europeans and Canada know they must spend more — not least to protect themselves and keep arming Ukraine. At their next summit in June, NATO leaders are expected to raise the alliance’s military budget goal from at least 2% to more than 3%.

Rubio “is in a very difficult position,” said Jeff Rathke, president of the American-German Institute at Johns Hopkins University. Trump “has tried to convince allies that a U.S. realignment with Russia is in the best interests of the U.S. and presumably Europe, and at the same time tell them that they need to double their defense spending to deal with threats posed by Russia,” he said. “The logical question they will ask is ‘why?’”

KYIV, Ukraine — Russian drones pummeled the Ukrainian Black Sea port city of Odesa, injuring three people and sparking massive fires, officials said Friday, an attack that underlined Moscow’s intention to pursue aerial attacks even as it agreed to temporarily halt strikes on energy facilities.

The strike came shortly before Czech Republic President Peter Pavel visited Odesa early Friday morning and held meetings with the city’s leaders and officials from other southern regions.

“This is another reminder to the whole world: the war continues and Ukraine continues to fight,” the head of the Odesa region, Oleh Kiper, said in a statement.

He reported blazes at at least three locations after the attack late Thursday. “Civilian infrastructure, commercial facilities are on fire, cars damaged,” Kiper said.

Over 70 people and 20 fire engines were involved in extinguishing what the emergency services called “massive fires.”

In another attack, Russian glide bombs injured at least six people, including a child, in the Zaporizhzhia region overnight Thursday to Friday. Regional head Ivan Fedorov published photos showing fire fighters extinguishing flames at multiple damaged residential buildings.

The Ukrainian air force reported that Russia fired 214 exploding drones and decoys in the latest wave of attacks. It said 114 of them were intercepted and another 81 were jammed.

Russia’s Defense Ministry said air defenses shot down 43 Ukrainian drones, 34 of them over the Volgograd region and others over Rostov, Kursk and Belgorod regions. The authorities didn’t report any casualties or significant damage.

Meanwhile, a massive blaze at an oil depot in the Krasnodar region has continued to rage since it was hit by a Ukrainian drone attack late Wednesday.

Ukraine and Russia agreed in principle Wednesday to a limited ceasefire after U.S. President Donald Trump spoke with the countries’ leaders this week, though it remained to be seen what possible targets would be off limits to attack.

After a roughly hourlong call with Trump on Wednesday, Ukrainian President Volodymyr Zelenskyy told reporters that “technical” talks in Saudi Arabia this weekend would seek to resolve what types of infrastructure would be protected from attack under the agreement.

The three sides appeared to hold starkly different views about what the deal covered. While the White House said “energy and infrastructure” would be covered, the Kremlin declared that the agreement referred more narrowly to “energy infrastructure.” Zelenskyy said he would also like railways and ports to be protected.

Kremlin spokesman Dmitry Peskov emphasized Friday that the agreement reached between Trump and Putin referred only to energy facilities, adding that the Russian military is fulfilling Putin’s order to halt such attacks for 30 days.

“The Russian military are currently refraining from strikes on Ukraine’s energy infrastructure in accordance with the agreement reached between Russia and the United States,” Peskov said in a conference call with reporters.

MONTGOMERY, Ala. — Alabama lawmakers on Tuesday approved a ban on Glock switches and other conversion devices that convert semi-automatic weapons into machine guns, after a deadly year that included multiple mass shootings.

A bipartisan coalition pushed the Alabama legislation after several multiple mass shootings last year, including the shooting deaths of four people outside a Birmingham nightclub in September. The devices are already banned under federal law, but there’s currently no state law that bans them.

The Alabama Senate voted 24-2 to accept the House of Representatives changes to the bill. The measure now goes to Alabama Gov. Kay Ivey, who is expected to sign it after calling for its passage in her State of the State address.

“Passing gun safety legislation in Alabama is not easy. But the hard work of building a bipartisan coalition has resulted in the passage of this life-saving legislation,” said state Rep. Phillip Ensler, a Montgomery Democrat, who had urged the measure for three years.

“While laws cannot bring back victims of gun violence, this ban can help save lives moving forward,” he said.

Republican state Sen. Will Barfoot of Pike Road sponsored the bill that was approved this year. Possessing or selling the devices would be a Class C felony punishable by up to 10 years in prison.

The measure will take effect immediately if it is signed into law.

The devices are banned under federal law and in 23 states, according to Everytown for Gun Safety. Supporters said a state ban will allow local law enforcement to prosecute people for the possession of the devices. Police say the devices produce a rapid, hard-to-control spray of bullets that increase the number of casualties during a shooting.

The bill passed without significant opposition, a rare consensus on gun legislation in the deeply red state. Alabama lawmakers in 2022 voted to end the requirement to get a permit to carry a concealed handgun in public.

Alabama has one of the highest rates of gun violence in the U.S. In 2022, there were 1,278 gun-related deaths in Alabama, which was the fourth-highest gun death rate in the country, ranking below Mississippi, Louisiana and New Mexico.

CAIRO — The Hamas militant group on Thursday brushed off President Donald Trump’s latest threat and reiterated that it will only free the remaining Israeli hostages in exchange for a lasting ceasefire in the Gaza Strip.

Hamas accused Trump and Israeli Prime Minister Benjamin Netanyahu of trying to back out of the ceasefire agreement they reached in January. The agreement calls for negotiations over a second phase in which the hostages would be released in exchange for more Palestinian prisoners, a permanent ceasefire and an Israeli withdrawal from Gaza.

Hamas spokesman Abdel-Latif al-Qanoua said the “best path to free the remaining Israeli hostages” is through negotiations on that phase, which were supposed to begin in early February. Only limited preparatory talks have been held so far.

On Wednesday, Trump issued what he said was a “last warning” to Hamas after meeting with eight former hostages. The White House meanwhile confirmed it had held unprecedented direct talks with the militant group, which Israel and Western countries view as a terrorist organization.

“Release all of the Hostages now, not later, and immediately return all of the dead bodies of the people you murdered, or it is OVER for you,” Trump wrote on his Truth Social platform. “Only sick and twisted people keep bodies, and you are sick and twisted!”

Both Israel and Hamas have a longstanding practice of holding onto the remains of their adversaries in order to trade them in hostage-prisoner deals.

Hamas is believed to still have 24 living hostages taken in the Oct. 7, 2023, attack that triggered the war, including Israeli-American Edan Alexander. It is also holding the bodies of 34 others who were either killed in the initial attack or in captivity, as well as the remains of a soldier killed in the 2014 war.

Hamas released 25 Israeli hostages and the bodies of eight more in exchange for nearly 2,000 Palestinian prisoners in the first, 42-day phase of the ceasefire, which ended on Saturday.

Israel supports what it says is a new U.S. plan for the second phase in which Hamas would release half the remaining hostages immediately and the rest when a permanent ceasefire is negotiated. Hamas has rejected the proposal and says it is sticking with the agreement signed in January.

Israel has cut off the delivery of food, fuel, medicine and other supplies to Gaza’s roughly 2 million Palestinians in an attempt to pressure Hamas into accepting the new arrangement. It has threatened “additional consequences” if Hamas does not resume the release of hostages.

It’s unclear if the U.S.-Hamas talks made any progress. The Trump administration has pledged full support for Israel’s main war goals of returning all the hostages and eradicating Hamas, which may be incompatible.

Hamas-led militants killed some 1,200 people, mostly civilians, in the Oct. 7 attack and took a total of 251 people hostage. Most have been released in ceasefire agreements or other arrangements. Israeli forces have rescued eight living hostages and recovered the bodies of dozens more.

Israel’s military offensive has killed over 48,000 Palestinians, mostly women and children, according to Gaza’s Health Ministry, which does not say how many of the dead were militants. Israel says it has killed over 17,000 fighters, without providing evidence.

The offensive destroyed vast areas in Gaza and displaced most of its population. Hundreds of thousands of people are living in tents, schools-turned-shelters or war-damaged buildings, and the population relies on international aid.

TEL AVIV, Israel — Israel said Sunday it is stopping the entry of all goods and supplies into the Gaza Strip.

The prime minister’s office did not elaborate on the decision but warned of “additional consequences” if Hamas does not accept what Israel says is a U.S. proposal for an extension of the ceasefire. It was not immediately clear if the supply of aid has been completely halted.

The first phase of the Israel-Hamas ceasefire, which included a surge in humanitarian assistance, expired on Saturday. The two sides have yet to negotiate the second phase, in which Hamas was to release dozens of remaining hostages in return for an Israeli pullout and a lasting ceasefire.

Israel said earlier on Sunday that it supports a proposal to extend the first phase of the ceasefire through Ramadan and Passover, or April 20. It said the proposal came from the Trump administration’s Mideast envoy, Steve Witkoff.

Under that proposal, Hamas would release half the hostages on the first day and the rest when an agreement is reached on a permanent ceasefire, according to Israeli Prime Minister Benjamin Netanyahu’s office.

There was no immediate comment from the United States, Egypt or Qatar, who have been mediating between Israel and Hamas for over a year. Hamas has not yet responded to the proposal.

BANGKOK — U.S. President Donald Trump’s abrupt reversal of three years of American policy toward Ukraine has raised concerns China might become emboldened to push its territorial claim on Taiwan, though experts say Beijing is most likely in a wait-and-see mode right now to see how the situation in Europe plays out.

In the past two weeks, Trump has falsely claimed Ukraine “should have never started the war,” said Ukraine “may be Russian someday” and questioned the legitimacy of President Volodmyr Zelenskyy’s government, while upending the longstanding American position of isolating Russia over its aggression by beginning direct talks with Moscow and voicing positions sounding remarkably like the Kremlin’s own.

Before heading to Washington for talks with Trump on Monday, French President Emmanuel Macron said he would emphasize “you can’t be weak in the face of President Putin.”

“It’s not you, it’s not your trademark, it’s not in your interest,” Macron said he would tell Trump. “How can you, then, be credible in the face of China if you’re weak in the face of Putin?”

Like Moscow’s claim Ukraine is rightfully Russian territory, China claims the self-governing island of Taiwan as its own. Chinese President Xi Jinping has not ruled out taking it by force.

Trump on Friday appeared to walk back his earlier comments inaccurately blaming Ukraine for starting the war, but his administration’s overall abrupt shift in policy on the conflict could cause some in Taiwan to question “whether the United States could pull the rug out from underneath them as well,” said Russell Hsiao, executive director of the Global Taiwan Institute in Washington.

Still, while Beijing is certainly paying close attention to Trump’s comments, it is unlikely to act in haste, he said.

“I don’t think Xi Jinping will be so brash as to roll the iron die on the conclusion that just because Trump acted in a certain way concerning Ukraine he would do the same over Taiwan,” Hsiao said. “Trump is too unpredictable.”

Trump was quite popular in Taiwan when he left office in 2021 and was widely credited with bringing the U.S. and the democratically governed island closer together.

By American law, the U.S. is obligated to supply Taiwan with sufficient hardware and technology to fend off invasion from the mainland, but maintains a policy of “strategic ambiguity” on whether it would come to Taiwan’s defense.

Recently, Trump has been more critical of Taiwan, saying it should pay the U.S. for its military defense. On several occasions, he also has accused Taiwan of taking computer chip manufacturing business away from the U.S. and suggested earlier this month he might impose tariffs on semiconductors.

At the same time, Trump has appointed many China hawks in his administration, including in top-level positions such as Secretary of State Marco Rubio and Defense Secretary Pete Hegseth.

After meeting NATO allies in Brussels earlier this month, Hegseth stressed that if the U.S. were to pull back support from Ukraine, it would be to concentrate on the Asia-Pacific region and leave European defense primarily to Europeans.

“The deterrent effect in the Pacific is one that really can only be led by the United States,” Hegseth said.

A few days later, Rubio issued a joint statement with his counterparts from Japan and South Korea after they met on the sidelines of a security conference in Munich, stressing the “importance of maintaining peace and stability across the Taiwan Strait as an indispensable element of security and prosperity for the international community.”

In a move that irked Beijing, the State Department also removed a line on American opposition to independence for Taiwan in a revised U.S. government fact sheet on the island.

“If I were Beijing, I would be paying the most attention to what Hegseth said about why the U.S. is changing its support to Ukraine,” said Meia Nouwens, senior fellow for Chinese security and defense policy at the International Institute for Strategic Studies in London.

“Hegseth said this is about the Indo-Pacific, that the U.S. has priorities elsewhere, and I don’t think, from Beijing’s perspective, that would have been comforting,” Nouwens said.

The shift on Ukraine will give China the opportunity to push a message that the U.S. is an unreliable partner, she said, but it was unlikely Beijing would read Washington’s seeming willingness to concede Ukrainian territory as it being somehow open to Taiwan falling into Chinese hands.

“The broader trend lines of each country, of the U.S. and China, looking forward aren’t necessarily changing,” Nouwens said. “Neither wants to give up any space, both want to continue on a trajectory that increases their national strength.”

It is worth noting that in the early months of Trump’s first term, there were concerns his administration might be moving too close to China, but he actually took a much tougher approach than some before him, said Euan Graham, a senior defense analyst with the Australian Strategic Policy Institute.

Graham said that while all American allies “should be concerned by the Trump administration’s abandonment of Ukraine and willingness to deal with Putin,” it would be ”simplistic” to assume a similar arrangement would apply to the China-Taiwan situation.

“It’s more likely that the U.S. administration is attempting, misguidedly, to get Ukraine out of the way by making it a European problem, in order to face China from a relatively stronger position,” Graham said. “I think it’s a dangerous approach, because of the appalling precedent it sets. But it’s unlikely to be repeated with China.”

JERUSALEM — Israel issued a tender for the construction of nearly 1,000 additional settler homes in the occupied West Bank, an anti-settlement watchdog said Monday.

Peace Now says the development of 974 new housing units would allow the population of the Efrat settlement to expand by 40% and further block the development of the nearby Palestinian city of Bethlehem. Hagit Ofran, who leads the group’s settlement monitoring, said construction can begin after the contracting process and issuing of permits, which could take another year at least.

Israel captured the West Bank, along with the Gaza Strip and east Jerusalem, in the 1967 Mideast war. The Palestinians want all three territories for their future state and view the settlements as a major obstacle to peace, a position with wide international support.

President Donald Trump lent unprecedented support to the settlements during his previous term. Israel has also steadily expanded settlements during Democratic administrations, which were more critical but rarely took any action to curb them.

Israel has built well over 100 settlements across the West Bank, ranging from hilltop outposts to fully-developed communities that resemble small towns and suburbs, with apartment blocks, malls and parks.

Over 500,000 settlers live in the occupied West Bank, which is home to some 3 million Palestinians. The settlers have Israeli citizenship, while Palestinians live under military rule with the Western-backed Palestinian Authority administering population centers.

Major human rights groups have described the situation as apartheid, allegations rejected by the Israeli government, which views the West Bank as the historical and biblical heartland of the Jewish people and is opposed to Palestinian statehood.

Peace Now, which favors a negotiated two-state solution to the conflict, accused Prime Minister Benjamin Netanyahu’s government of pressing ahead with settlement construction while dozens of hostages captured in Hamas’ Oct. 7, 2023, attack languish in captivity in the Gaza Strip.

“While the people of Israel (set) their sights on the release of the hostages and an end to the war, the Netanyahu government is operating ‘on steroids’ to establish facts on the ground that will destroy the chance for peace and compromise,” it said in a statement.

BRUSSELS — U.S. Defense Secretary Pete Hegseth said Wednesday that NATO membership for Ukraine was unrealistic and in sweeping remarks suggested Kyiv should abandon hopes of winning all its territory back from Russia and instead prepare for a negotiated peace settlement to be backed up by international troops.

Hegseth’s strident comments came during the first trip to NATO by a member of the new Trump administration. Allies have been waiting to hear how much continued military and financial support Washington intends to provide to the Ukrainian government.

What they heard was that President Donald Trump is intent on getting Europe to assume most of the financial and military responsibilities for the defense of Ukraine, including a possible peacekeeping force that would not include U.S. troops. Hegseth said the force should not have Article Five protections, which could require the U.S. or the 31 other nations of the NATO alliance to come to the aid of those forces if they end up in contact with Russian forces.

Hegseth’s stark message, and his insistence that Russia should keep some territory that Ukraine wants back, is likely to complicate talks later this week between Ukrainian President Volodymyr Zelenskyy and U.S. Vice President JD Vance and other senior American officials at a major security security conference in Munich.

“The United States does not believe that NATO membership for Ukraine is a realistic outcome of a negotiated settlement,” Hegseth said, as Kyiv’s backers gathered at NATO headquarters for a meeting to drum up more arms and ammunition for the war, which will soon enter its fourth year.

All 32 allies must agree for a country to join NATO, meaning that every member has a veto.

“Instead, any security guarantee must be backed by capable European and non-European troops,” Hegseth said. “To be clear, as part of any security guarantee, there will not be U.S. troops deployed to Ukraine.”

Hegseth insisted that NATO should play no role in any future military mission to police the peace in Ukraine and that any peacekeeping troops should not be covered by the part of NATO’s founding treaty that obliges all allies to come to the aid of any member under attack.

Article Five has been activated only once, when European allies and Canada used the collective security guarantee to help the United States in the wake of the Sept. 11, 2001, al-Qaida attacks on New York and Washington.

Hegseth also said Europe “must provide the overwhelming share of future lethal and nonlethal aid to Ukraine.” Ukraine currently relies equally on Europe and the U.S. for about 30% each of its defense needs. The rest is produced by Ukraine itself.

Addressing the allies of Ukraine known as the Ukraine Defense Contact Group, he also insisted that Ukraine’s Western backers must abandon the “illusionary goal” of returning the country to its pre-2014 borders, before Russia annexed the Crimean Peninsula and seized parts of eastern Ukraine.

“Members of this contact group must meet the moment,” Hegseth said to the approximately 50 member countries that have provided support to Ukraine since Russia’s full-scale invasion in 2022.

“We hear you,” U.K. Defense Secretary John Healey said in response to Hegseth’s opening remarks. Both Hegseth and Healey spoke in front of journalists at the top of a closed-door session in Brussels to discuss future aid to Ukraine.

Over nearly three years, those 50 countries have collectively provided Ukraine with more than $126 billion in weapons and military assistance, including more than $66.5 billion from the U.S., which has served as the chair of the group since its creation.

But the meeting this week was convened by the United Kingdom, and no decision has been made on who might chair the next meeting, if one is called.

Hegseth wasn’t expected to make any announcement on new weapons for Ukraine.

His trip comes less than two weeks before the third anniversary of Russia’s invasion on Feb. 24, 2022. Most U.S. allies fear that Russian President Vladimir Putin won’t stop at Ukraine’s borders if he wins, and that Europe’s biggest land war in decades poses an existential threat to their security.

Trump has promised to end the war quickly. He’s complained that it’s costing American taxpayers too much money and suggested that Ukraine should pay for U.S. support with access to its rare earth minerals, energy and other resources.

Hegseth in his remarks said that NATO member nations also need to significantly increase defense spending to 5% of their budgets — a high mark that the U.S. does not presently meet either.

“The United States will no longer tolerate an imbalanced relationship which encourages dependence. Rather, our relationship will prioritize empowering Europe to own responsibility for its own security,” Hegseth said.

European allies have hiked their military budgets since Putin ordered his troops into Ukraine, and 23 of them are estimated to have reached or exceeded last year’s target of spending 2% of gross domestic product, but a third still fall short.

Some U.S. allies worry that a hasty deal might be clinched on terms that aren’t favorable to Ukraine.

Before Hegseth spoke, NATO Secretary General Mark Rutte told The Associated Press that Putin will only negotiate a peace deal with Ukraine if its backers continue to provide enough weapons and ammunition.

“We have to make sure that he has no other option, and that means to force him to the table,” Rutte said. “He needs to understand that we will not give up on Ukraine. We have to make sure that we have maximum economic impact on Russia.”

Hegseth’s remarks come a day after American history teacher Marc Vogel returned safely to the U.S. after three years in a Russian prison. The White House suggested that his release could help to advance negotiations on ending the war.

Trump said another American, someone “very special,” would be released Wednesday, though he declined to name the person or say from what country. The president did not say what the United States exchanged for Fogel’s release.
