Three people rejoined active duty Army service, and more than 20 came back either to the National Guard or the Reserve, the Army said. The soldiers have signed their contracts and were sworn in, and the active duty troops were reporting to their units, the Army said.

None of the other services has completed reenlistments yet, but all are reaching out to former troops. The Marine Corps, Air Force, Army and Navy set up new websites on Monday to provide information for service members looking to reenlist. And they are sending letters and emails and making calls to those who were discharged.

Trump has argued that the vaccine mandate wrongly pushed troops out and suggested that many would return. In an executive order signed a week after he took office, Trump said the vaccine mandate cost the military “some of our best people” and he vowed to “rehire every patriot who was fired from the military with … backpay.”

Those who may have been attracted by the offer of back pay will likely get far less money than they initially thought when Trump announced his plan. Under the details of the Pentagon offer, any wages earned during their time as civilians would be deducted from the back pay total, along with other payments they may have received.

The Pentagon made the COVID-19 vaccine mandatory in August 2021 for all service members, including those in the National Guard and Reserve. Then-Defense Secretary Lloyd Austin said getting the vaccine was critical to maintaining a healthy, ready force. The Pentagon dropped the mandate in January 2023.

The initial reenlistments come as the Pentagon last week formally increased the new minimum service commitment from two to four years for those discharged for refusing a lawful order to take the vaccine.

A Feb. 7 memo sent to the secretaries of the military services said troops would be required to sign up for two years. But a memo signed April 1 by Jules Hurst III, who is doing the job of defense undersecretary for personnel, said “reinstatement will not be afforded to those who are unwilling or unable to return to active service or active status, as applicable, for four years.”

The Army said the bulk of the soldiers who reenlisted were those ordered out for refusing the shot, and they signed on for four years. They will be entitled to get some back pay. Several, however, left the Army voluntarily to avoid the shot, so they are allowed to reenlist for two years and will not get back pay.

According to the new memo, there is an exception for anyone who would have been eligible for retirement within two years of the date they were originally discharged. Those service members also can reenlist for at least two years.

Roughly 8,200 troops were discharged for refusing to obey the vaccine order. They have been allowed to rejoin since 2023, but that did not include any back pay. Just 113 reenlisted.

The Army and Marine Corps have been sending out emails, texts and phone calls to service members for several weeks. The Navy and the Air Force had been waiting for the additional guidance.

According to Army spokesman Christopher Surridge, about 400 soldiers have inquired so far about the reenlistment program. Of those, about 100 are in the application process. The Army did not have estimates on how much it has given the soldiers in total back pay.

As of Friday, 472 Marines have indicated interest in learning more about returning. The Navy said about a half dozen sailors had so far expressed interest or sought more information, and the Air Force said it had not yet gotten any feedback from service members.

The limited interest reflects what service leaders said early on, which was that many troops used the vaccine as a reason to leave and have moved on with their lives.

Those eligible for back pay could get an amount that includes their basic salary, bonus payments, cost-of-living allowances and some health benefit costs. But that total will be reduced by any wages, veterans benefits, separation payments, debts and other amounts that were earned during that time.

Service members will have to provide verified tax records and other paperwork as part of the process.

According to the memo, the services must provide each person with an estimate of the amount of back pay they will receive. Service members will then have 60 days to decide whether to reenlist.

Everyone who wants to reenlist must meet all military standards, including health, fitness and moral requirements. Service members have until Feb. 28, 2026, to seek reinstatement.

While some GOP senators have indicated they are all-in for Trump’s picks, others have withheld support, for now, especially on some of his more controversial nominees. The dynamic is injecting uncertainty into the process as Republicans prepare to take the Senate majority in January with a four-seat margin and as Trump aggressively challenges them to confirm his Cabinet immediately.

It’s not unusual for senators to wait until after confirmation hearings to publicly announce a decision. But Republicans are under more pressure than usual as Trump and his allies make clear that they will confront senators who don’t fall in line.

“You only have control of the Senate because of Donald Trump,” the president-elect’s son, Donald Trump Jr., warned during a media appearance this month. “Without that, you’d be relegated to insignificance.”

There has been one casualty of the process so far — former Rep. Matt Gaetz of Florida, who withdrew from contention as attorney general after senators relayed private concerns. But Trump has enthusiastically stood by the rest, including Kennedy for secretary of Health and Human Services, Hegseth for secretary of Defense and Gabbard for director of national intelligence.

With hearings starting by mid-January, before Trump is even inaugurated, senators will soon have to decide how closely they will scrutinize the nominees and whether they are willing to vote against any of them. Republicans will have a 53-47 majority, so Trump cannot lose more than three votes on any nomination if Democrats are united in opposition.

The outcome of the confirmation process, and the level of dissent in the Senate, will likely set the tone for Trump’s presidency and his relationship with Congress, which was frequently tumultuous during his first term. He often clashed with the Senate, in particular, but has signaled he expects Republican senators to be more compliant this time around.

“It’s not about putting yeses on the board, it’s about keeping nos off the board,” said Oklahoma Sen. Markwayne Mullin, one of Trump’s top allies in the Senate, who speaks with him frequently.

While most Senate Republicans have scrambled to display as much loyalty to Trump as possible, a handful have made clear that they are willing to defend the body’s “advise and consent” role. Among the senators to watch are moderate Republicans Lisa Murkowski of Alaska, Susan Collins of Maine and incoming freshman Sen. John Curtis of Utah.

“Anybody who wants to give me heat for doing my job, bring it on,” Curtis said Sunday on ABC’s “This Week” when asked about vetting Trump’s nominees. “This is my job. It’s my constitutional responsibility.”

Still, even moderate senators have shied away from directly criticizing Trump’s picks. And not a single Republican has gone on the record against a nominee.

Several of Trump’s picks are expected to sail to confirmation, perhaps even with some Democratic votes. Sen. John Fetterman, D-Pa., has indicated he will support Florida Sen. Marco Rubio for secretary of State and Rep. Elise Stefanik for United Nations ambassador, as have a few other Democrats.

For the more controversial nominees, though, party unity will be key.

One of Trump’s most embattled picks is Hegseth, a Fox News host and veteran who some see as inexperienced and has publicly questioned whether women should serve in combat. He has also faced allegations of sexual assault and excessive drinking that he has denied. But it’s all given some senators pause, despite Trump’s enthusiastic support.

Hegseth has faced particular pressure from Iowa Sen. Joni Ernst, herself a combat veteran who has worked to address sexual assault in the military. She has met with Hegseth several times, and has not yet said she will support him. She will have a chance to question him, publicly and face-to-face, in a Senate Armed Services Committee confirmation hearing that is scheduled for Jan. 14.

Though a hearing for Gabbard has not yet been set, senators will also be able to question her publicly and in a classified setting about her trip to Syria after the U.S had severed diplomatic relations. Gabbard has defended the trip, saying it’s important to open dialogue, but critics hear echoes of Russia-fueled talking points in her commentary. Assad fled to Moscow earlier this month after opposition forces overtook Syria in a surprise attack, ending his family’s five decades of rule.

While Republican senators have mostly refrained from publicly expressing concerns about Gabbard’s ties abroad, nearly 100 former senior U.S. diplomats and intelligence and national security officials have urged Senate leaders to schedule closed-door hearings to allow a full review of the government’s files on her.

Senators have been a bit more openly skeptical of Kennedy, who has long questioned the use of some vaccines.

After a report in the New York Times that one of his advisers filed a petition to revoke approval for the polio vaccine in 2022, Senate Republican leader Mitch McConnell issued a statement saying that “efforts to undermine public confidence in proven cures are not just uninformed — they’re dangerous,” and that “anyone seeking the Senate’s consent to serve in the incoming administration would do well to steer clear of even the appearance of association with such efforts.”

McConnell, who had polio as a child, is leaving leadership next year but will stay in the Senate. His votes will also be closely watched after years of tension with Trump as he assumes a new role free from the responsibilities of leadership.

Like McConnell, many senators have taken an “advice” approach, telling the nominees what they need to do to be confirmed.

North Carolina Sen. Thom Tillis says he’s told all of the nominees he’s met with so far, “go out and see what the press is saying about you, find your top 10 and disarm the conversation by having a good solution for why that isn’t you.”

In addition, Tillis said, “you’ve got to have a good showing in committee.”

Mejia, a 75-year-old retiree, says she’s also had her own weight struggles on the scale.

That’s why Robert F. Kennedy Jr.’s pledge to “Make America Healthy Again” as he campaigned alongside Donald Trump caught her attention. She liked the questions Kennedy raised about the role of processed foods in America’s obesity epidemic.

“I’m a junk food person,” said Mejia, an ardent Trump supporter. “I started wondering where those extra pounds came from.”

After hearing Kennedy out, she concluded: “We cannot trust the health organizations we’ve trusted for years to tell us that our foods are safe.”

Republicans such as Mejia have embraced Kennedy, whose alliance with the president-elect could make the prominent environmentalist and vaccine skeptic the nation’s top health official next year. Republicans hold an overwhelmingly positive view of Kennedy, with most approving of Trump’s decision to put him in his administration, according to recent polling from The Associated Press-NORC Center for Public Affairs Research and AP VoteCast, a survey of more than 120,000 voters in the 2024 presidential election.

But Americans overall are less positive about Kennedy, and there isn’t broad support for some of his views, which include closer scrutiny of vaccines.

If confirmed by the Senate, Kennedy will be charged with leading the Department of Health and Human Services, a $1.7 trillion agency that researches cancer, approves prescription drugs and provides health insurance for roughly half the country.

About 6 in 10 Republicans approve of Kennedy’s appointment to Trump’s Cabinet and only about 1 in 10 disapprove, according to an AP-NORC poll conducted in December, while the rest aren’t familiar with him or didn’t have an opinion.

Kennedy’s talk of healthy foods is what captured the attention of Natalie Moralez, a 32-year-old engineer in Albuquerque, New Mexico, who identifies as an independent.

She likes his promises to take on powerful companies. And she’s eager to see him challenge the ingredients they use in the food she finds on supermarket shelves.

“Even just buying foods from the grocery store, like what else is in there?” Moralez said. “That’s my main concern, and hopefully he can figure out what the underlying issues are and see if we can do better.”

Kennedy doesn’t fare as well among Americans overall, with about 4 in 10 U.S. adults disapproving and about 3 in 10 approving of his appointment.

Although Kennedy is a member of one of the most powerful Democratic dynasties in the country, most Democrats said they don’t like that he’s been named to Trump’s Cabinet. About 6 in 10 Democrats “strongly disapprove” of the pick, the December poll found. That’s a higher share of disapproval than other high-profile picks such as Pete Hegseth to be defense secretary or Marco Rubio for secretary of state.

Kennedy started his career as an environmental lawyer and won big lawsuits against companies over the chemicals used in weed killers and heavy metal smelters.

But in recent years, he’s attracted a sizable and loyal following over his claims that vaccines, recommended and championed by the nation’s public health agencies, are dangerous. That’s despite decades of research, laboratory testing and real-world use that shows childhood vaccinations have prevented millions of deaths.

“There’s no vaccine that is safe and effective,” Kennedy said on a podcast in July 2023. During a Fox News interview the same year, he said he believes a repeatedly discredited idea that vaccines can cause autism. In recent days, Trump has increasingly suggested that the link between autism and vaccines should be studied — although decades of research has already concluded there is no connection between the two.

Trump and Kennedy allies have promised not to take away vaccines, instead saying they oppose government mandates and want to conduct more research on the vaccines.

But about half of voters want the government to be more involved in ensuring children are vaccinated for childhood diseases, according to AP VoteCast.

About one-quarter said the government’s current involvement on this is “about right,” and only about 2 in 10 wanted the government to be less involved. But parents of school-age children were somewhat more likely to support a smaller government role: Roughly 3 in 10 parents of children under 18 wanted the government less involved, compared with about 2 in 10 voters without children under 18.

Among Trump’s voters, about one-third wanted the government less involved in ensuring children are vaccinated for childhood diseases.

A similar share wanted the government more involved, and about 3 in 10 said its involvement was about right. Roughly 4 in 10 Trump voters who are parents of children under 18 said they want the government less involved in ensuring children are vaccinated, while about one-third said they wanted it more involved.

Kennedy’s anti-vaccine nonprofit group, Children’s Health Defense, currently has a lawsuit pending against a number of news organizations, among them the AP, accusing them of violating antitrust laws by taking action to identify misinformation, including about COVID-19 and COVID-19 vaccines. Kennedy took leave from the group when he announced his run for president but is listed as one of its attorneys in the lawsuit.

People who voted in the presidential race this November held divided views on Kennedy, according to AP VoteCast.

Kennedy had dropped out of the presidential race by that point, throwing his support behind Trump, but remained on the ballot in some states.

About 4 in 10 voters had a very or somewhat favorable opinion of Kennedy, and roughly 4 in 10 had a very or somewhat unfavorable view. Slightly more than 1 in 10 did not know enough about Kennedy to have an opinion.

Republican voters — about two-thirds — were more likely to hold a favorable view of Kennedy, much higher than the roughly 2 in 10 Democrats who viewed him positively. Meanwhile, about 7 in 10 Democrats had a negative opinion of Kennedy, with about half saying they had a “very unfavorable” view.

___

The AP-NORC poll of 1,251 adults was conducted Dec. 5-9, 2024, using a sample drawn from NORC’s probability-based AmeriSpeak Panel, which is designed to be representative of the U.S. population. The margin of sampling error for adults overall is plus or minus 3.7 percentage points.

AP VoteCast was a survey of the American electorate conducted by NORC at the University of Chicago for Fox News, PBS NewsHour, The Wall Street Journal and The Associated Press. The survey of more than 120,000 voters was conducted for eight days, concluding as polls closed. Interviews were conducted in English and Spanish. The survey combines a random sample of registered voters drawn from state voter files; self-identified registered voters using NORC’s probability based AmeriSpeak panel, which is designed to be representative of the U.S. population; and self-identified registered voters selected from nonprobability online panels. The margin of sampling error for voters overall is estimated to be plus or minus 0.4 percentage points.
