Trump will visit Macomb County on Tuesday, the White House press secretary said. The region just north of Detroit, known as an automotive hub.

“President Trump is excited to return to the great state of Michigan next Tuesday, where he will rally in Macomb County to celebrate the FIRST 100 DAYS!” Karoline Leavitt said Wednesday on social media.

The rally will take place one day before Trump’s 100th day in office — a traditional early milestone in which a president’s progress is measured against campaign promises. Michigan was one of the key battleground states Trump flipped last year from Democrats on his path back to the White House.

Trump has not traveled much since taking office outside of personal weekend trips. His only other official trip in his second term was during the first week, when he visited disaster zones in North Carolina and California and held an event in Las Vegas to promote his plan to eliminate taxes on tips.

But later this week, Trump will travel to Pope Francis’ funeral in Rome, the first foreign trip in his second term.

Trump’s upcoming trip to Michigan follows a series of meetings and phone calls with the state’s high-profile Democratic governor, Gretchen Whitmer. Once a sharp critic of Trump, Whitmer has said that she hopes to find common ground with the president in his second term.

A key area of potential cooperation that Whitmer has pointed to is Selfridge Air National Guard Base, long a concern for Whitmer and Michigan lawmakers amid uncertainty over its future as the A-10 aircraft stationed there are phased out. The base is located in Macomb County, where he is set to appear Tuesday.

Trump mentioned Selfridge during an April 9 executive order signing in the Oval Office, an event that Whitmer was present for, saying he hoped to keep the base “open, strong, thriving.”

“I think we’re going to be successful, Governor. I think we’ll be very successful there,” Trump said about Selfridge.

Whitmer — whom Trump praised during his remarks — later said she was unexpectedly brought into the Oval Office during her visit. A photo captured her trying to shield her face from cameras with a folder.

Asked Wednesday if Whitmer would appear with the president in Michigan, a spokesperson for the governor said they “don’t have anything to share at this time.”

Whitmer and other Michigan officials have long advocated for a new fighter mission to replace the outgoing A-10 squadron at Selfridge.

In a 2023 letter sent during President Joe Biden’s administration, Whitmer urged the secretary of the Air Force to act, writing, “I repeat and reiterate what I stated in November and many times before over the past year: a fighter mission at Selfridge to recapitalize the A10s is the right path forward for the State of Michigan, the Air Force, and the nation.”

VATICAN CITY — The death of a pope sets in motion a series of carefully orchestrated rites and rituals well before the conclave to elect his successor begins. They involve the certification of death and public display of his body for the faithful to pay their respects, followed by the funeral and burial.

Pope Francis, who died on Monday, revised various rites last year, simplifying the funeral rituals to emphasize his role as a mere bishop and allowing for burial outside the Vatican in keeping with his wishes. But the core elements remain, including the three key moments that must be observed between the death of a pope and his burial.

The reforms are incorporated into the slim red volume “Ordo Exsequiarum Romani Pontificis,” Latin for “Rite of Burial for Roman Pontiffs.”

While popes often tinker with the rules regulating the conclave that elects their successor, a revision of the papal funeral rites hadn’t been undertaken since 2000.

The changes became necessary after Francis expressed his own wishes, and after Emeritus Pope Benedict XVI died on Dec. 31, 2022. For Benedict, the Vatican had to work out the novelty of a funeral for the first retired pope in 600 years.

A few months later, Francis revealed he was working with the Vatican’s master of liturgical ceremonies, Archbishop Diego Ravelli, to overhaul the entire book of rites to simplify them.

In explaining the reforms, Ravelli said the changes aimed “to emphasize even more that the Roman Pontiff’s funeral is that of a pastor and disciple of Christ and not of a powerful man of this world.”

The three main stations, or moments, occur first in his home, then in St. Peter’s Basilica, and then in the place of burial.

The reform allows for the formal confirmation of death to occur in Francis’ personal chapel rather than his bedroom. It is unclear why, the change may be more practical than anything since Francis chose to live in a small suite in the Vatican’s Santa Marta hotel rather than the Apostolic Palace. He has a personal chapel at Santa Marta.

Upon the pope’s death, the head of the Vatican health service examines the body, ascertains the cause of death and writes a report. The body is dressed in white.

The body rests in the pope’s personal chapel for the ritual pronouncement of death, presided over by the camerlengo, the Vatican official who runs the Holy See administration between the death or resignation of one pope and the election of another. The camerlengo is American Cardinal Kevin Farrell, one of Francis’ most trusted aides.

In a change from the past, the rite no longer requires the body to be placed in the traditional three coffins made of cypress, lead and oak. Now, the pope’s body is placed in a wooden coffin, with a zinc coffin inside. The pope is dressed in red liturgical vestments, his miter — the traditional headdress of bishops — and the pallium woolen stole, a kind of scarf. The Pasqual candle, a large, decorated candle used at Easter, is placed nearby.

The camerlengo drafts the formal declaration of death, attaching the certificate that had been prepared by the health service chief.

The master of liturgical celebrations, Ravelli, then decides when other faithful can pay their respects before the coffin is moved to St. Peter’s Basilica for public viewing.

When the body is brought into the basilica, the Litany of Saints chant is sung. The camerlengo leads the procession.

In another change, the pope’s body is no longer placed on an elevated bier. Rather, the simplified wooden coffin is placed facing the pews, with the Pasqual candle nearby.

The night before the funeral, the camerlengo presides over the closing and sealing of the coffin, in the presence of other senior cardinals. A white cloth is placed over the pope’s face.

A bag containing coins minted during his papacy is placed in the coffin along with a one-page written account of his papacy — known in Italian as a “rogito,” a word indicating an official deed. It is read aloud by the master of liturgical ceremonies and then rolled up and slipped inside a cylindrical tube that is placed inside the coffin. Another copy is kept in the Vatican archives. The covers of both the zinc coffin and the wooden one bear a cross and the papal coat of arms.

Francis’ coat of arms, which he kept from when he was bishop, features a shield and the monogram of his Jesuit order, with the words “Miserando atque eligendo,” Latin for “Having had mercy, he called him.” It comes from an episode in the Gospel where Christ picks a seemingly unworthy person to follow him.

The funeral is presided over by the dean of the College of Cardinals or, if that is not possible, by the vice dean or another senior cardinal. The current dean is Italian Cardinal Giovanni Battista Re, 91. The vice dean is Argentine Cardinal Leonardo Sandri, 81. Francis earlier this year extended both of their five-year terms rather than appoint new ones.

Francis’ reform allows for burial outside the Vatican, with the camerlengo presiding. Various seals are impressed on the coffin, and it is placed inside the tomb.

Francis has said he wants to be buried not in St. Peter’s Basilica or its grottoes, where most popes are buried, but in the St. Mary Major Basilica across town. His choice reflects his veneration of an icon of the Virgin Mary that is located there, the Salus Populi Romani (Salvation of the people of Rome).

After every foreign trip, Francis would go to the basilica to pray before the Byzantine-style painting that features an image of Mary, draped in a blue robe, holding the infant Jesus who in turn holds a jeweled golden book.

“It’s my great devotion,” Francis told Mexico’s N+ in revealing his future burial plans. “The place is already prepared.”

With the burial, the Catholic Church begins nine days of official mourning, known as the “novemdiales” and the conclave begins.

The AP recently sat down with Pence to discuss his efforts and his relationship with Trump — including a closely watched handshake at the funeral of President Jimmy Carter and his wife’s lack of reaction as the 45th and 47th president took his seat.

Here is a transcript of that conversation, which has been lightly edited for space and clarity:

Pence: “To be an anchor to windward … I came across that line I think in a Herman Melville book a long time ago.”

“The wind blows in the direction of more government. And I think it’s a role of conservatives to anchor the party so that when the wind blows, you put the anchor to windward so you stay grounded and hopefully do some small part to hold, you know, hold the ship of state on the principles that really minted my career in this movement.”

“A strong defense, to American leadership of the free world, limited government, fiscal responsibility, growth, the right to life, traditional values — those were the values that drew me to the Republican Party. And I still think that they are the timeless ideals of the party of Lincoln. And so I want to do my part, even as a former elected official, to use whatever remains of my bully pulpit to be a champion for those principles.”

Pence: “Well, for me, it’s always principles first. It’s not personal. I went to the inauguration last month and I was very moved in the outpouring of kind words and expressions of appreciation from former colleagues, including many members of the new administration who I encountered in hallways. And I saw Secretary of State (Marco) Rubio. I gave him a hug, told him how proud I was of him. We had praised him from here when he was selected. I must have seen about or interacted with about half the incoming Cabinet.”

“We went to the Carter funeral. And the president and I had a very cordial exchange. You know, he was coming down the row in front of us at the National Cathedral and he said, ‘Hi, Mike.’ And I was standing up, extended my hand, and I said, ‘Congratulations, Mr. President.’ And I could see his countenance softened. And he said, ‘Thanks.’ And Melania reached out and I said, ‘Congratulations, Melania.’ And it was, you know, the people that know me know it’s not personal. I’ve long since forgiven the president for any differences that we had at the end of our administration. We still have those differences as the president still holds the view that, to my knowledge, that I had some authority that I did not have under the Constitution or laws of the country. But from my heart, I’ve prayed often for the president.”

“And so, to answer your question, I think that the way we want to approach this is with integrity to principle. And I’m very encouraged. I think the Trump administration is off to a great start … I’m very pleased about the president undoing Biden’s border policies and putting back into place the policies that we had negotiated and established that secured the border. But you know, with regard to the nomination of RFK … for me, it would begin and end with the right to life … I saw the nomination of an abortion rights supporter to be secretary of HHS to be a dramatic departure from 50 years of strong pro-life leadership at HHS under Republican administrations. So we thought it was important to speak out. And we got a lot of quiet encouragement about that.”

“Well, we got a lot of quiet encouragement from people that, for whatever reason, didn’t feel compelled to join us in that chorus. But I thought it was an important point for us to make. And, you know, we’ll continue to be a champion.”

Pence: “I never speculate on motives. You know, I’m not new to town. I’ve waged lonely battles before.”

“But you know, you have to be willing to step out and lead. And my hope is that even in the wake of this fight that, you know, the Senate has worked its will, the president will get his choice at HHS. My hope is that when the next issue of life comes up, that people will have been encouraged, emboldened to know that they’re not alone.”

Pence: “Well now you hit it. Now you’re on it. I don’t think — look, I think some of the prominent voices in the party have embraced a more populist thinking. I don’t believe the overwhelming majority of people that ever vote Republican think any differently than they thought during our administration when we hewed to a conservative agenda or the years before or since.”

“Let me give you one anecdote. So I’m at a town hall meeting when I’m running for president. And at the end of the town hall meeting — it was well-attended, it was in Iowa — a farmer walked up to me and he said, ‘It was a great town hall meeting. I agree with everything you say.’ You know, and I argued for — this was literally in the wake of the Oct. 7 attack. And I argued for strong American support for Israel, strong American leadership in the world, continued support for Ukraine in their fight and limited government and bringing about reforms to put our fiscal house in order and right to life.

And this farmer says to me, he said, ‘I agree with absolutely everything you said.’ So I said, ‘Well, can I count on your vote?’ And he said, ‘No, I got to be for Trump this time.’ And he goes, ‘But I’ll see you in four years. You’re going to be a great president someday.’ I said, ‘Would you mind telling me, you know, why?’ And he said words I never forgot, which was in effect: He lamented Biden’s failed record. And I saw that he was drawn to the need for a rematch. And then he said, ‘Plus, if they can do that to a former president, they can do that to me.’ And the ‘lawfare’ stuff went into higher relief.

“So I didn’t see in this last election a Republican Party that was embracing big government or a vision to pull back from America’s commitments on the world stage or marginalizing the right to life. I didn’t see that traveling all over the country and I still don’t see it. I think there were other factors that gave the former president a decided advantage in the election. He’d earned it. He’d won it. And then he won it in the fall. But I don’t think the party’s changed.”

(At the funeral, former second lady Karen Pence refused to acknowledge the then-president elect or shake Melania Trump’s hands — footage that ended up going viral online.)

Pence: “My wife loves her husband. And I love my wife and I have great respect for her. And so — but I’ve been really moved at how many people around the country have thanked us both for that day.

“But again, you know, I want to emphasize, we’re eyes forward here. You know, I’d always thought the president was going to come around on the position he took on Jan. 6. If you read the end of my book, which I’d be flattered if you did, you’ll read we actually parted on very amicable terms, very good terms. But in the spring, when he returned to the rhetoric about how I could have done something that neither the Constitution nor the law would ever permit any vice president to do, then I just decided it was important to go our separate ways. But hope springs eternal. And we want to be a constructive force for the conservative agenda. I think that’s good for the administration. It’s good for the Congress. More importantly, it’s good for America.”

WASHINGTON — WASHINGTON (AP) — Jimmy Carter’s memorial journey will end at his house in the tiny town of Plains, Georgia, where he grew up on a peanut farm. That is where his wife, Rosalynn, was laid to rest last year in a burial plot that they chose years ago.

But before Carter reaches his humble final destination, there will be an interstate choreography of grief, ceremony and logistics that is characteristic of state funerals. Ever since the nation’s founding, America has bid farewell to former presidents with an intricate series of events weaving together longstanding traditions and personal touches.

Funerals often are planned by the presidents themselves, who usually have years after leaving the White House to ponder how they want to be memorialized.

“They are very much involved in the planning process, and the decisions that they make tell us a lot about who they are, how they see the presidency, and how they want to be remembered by the American people,” said Matthew Costello, senior historian for the White House Historical Association, who co-wrote a book called “Mourning the Presidents: Loss and Legacy in American Culture.”

Carter had more time to plan than most. He lived for 43 years after his presidency ended, the longest post-presidency in U.S. history, before dying Sunday at 100.

Many details of his funeral remain under wraps, at the discretion of the family and military units that are responsible for carrying out the plans. Most presidents lie in state in the U.S. Capitol, and there is usually a service at Washington National Cathedral.

President Joe Biden let slip last year that Carter had asked him to give a eulogy. (“Excuse me, I shouldn’t say that,” Biden admitted.)

Biden said Sunday his team is working with Carter’s family and others “to see to it that he is remembered appropriately, here in the United States and around the world.” Carter’s son Chip is his main point of contact, though Biden said he has spoken with all the Carter children.

He described a process underway “that will take a little time” but will result in a “major service in Washington, D.C.” for Carter, which Biden scheduled for Jan. 9.

Sometimes former presidents help with even the smallest details.

Jeffrey Engel, director of the Center for Presidential History at Southern Methodist University in Dallas, recalled meeting with George H.W. Bush shortly after the former president revised the seating chart for his funeral.

“And I said, ‘Is that weird? You know, it’s your own death,’” Engel recalled. “And he said, ‘You know, you do it every three months. You kind of get used to it.’”

President Dwight Eisenhower, who commanded Allied troops during World War II before becoming a politician, wanted to be buried in an $80 government-issued casket. Apart from a glass seal that was added to the design, it was indistinguishable from the casket of any other solider.

Details of the processions also can reflect aspects of a president’s life. Ronald Reagan’s casket was carried up the west steps of the U.S. Capitol, which face his home state of California. When Gerald Ford died, his casket was brought through the House side of the building, a nod to his years as a lawmaker.

The job of carrying out presidential funerals falls to the Joint Task Force-National Capital Region, which includes 4,000 military and civilian personnel. The unit said in a statement that it “is privileged to provide this support on behalf of the nation.”

Presidential funerals can leave lasting marks on the American consciousness. One of the most memorable descriptions of George Washington — “first in war, first in peace, and first in the hearts of his countrymen” — came from a eulogy that was widely reprinted when the country’s first leader died.

After John F. Kennedy was assassinated, his son John Jr. was photographed saluting the casket. Kennedy’s casket was transported down Pennsylvania Avenue on the same caisson that carried Abraham Lincoln after he was assassinated a century earlier, and a riderless horse was included in the procession.

Kennedy’s was the first presidential funeral to be widely televised.

“Technology has made mourning in a way more accessible, more democratic. More people have the opportunity to take a moment and reflect upon what this person meant,” Costello said. “And I think it also opens the door to more people being involved in the grieving process.”

In many democratic countries, the head of state and the head of government are two different people. The United States combines both roles, ceremonial and chief executive, into the office of the presidency.

“Since we have no national figure other than the president, we’ve essentially taken all the traditional weight and civic emotion that is put on to the death or the birth or a wedding for a sovereign or a king and placed it on the heads of the presidents,” Engel said. “And there aren’t that many of them, to be honest. So whenever one of them passes, it’s unusual and a big deal.”

He described funerals as a moment to remember “that we’re all in this together” and “this man was the president for all of us, whether you’re a Republican or a Democrat.”

However, in today’s divided politics, state funerals can produce awkward, even tense, moments.

During George H.W. Bush’s funeral in 2018, the audience included President Donald Trump. He shook hands with former President Barack Obama, his predecessor, but did not interact with Hillary Clinton, who he defeated in the 2016 election, or her husband, former President Bill Clinton.

“These funerals are always political,” Engel said. “Whatever happens in the Carter funeral is going to be political, frankly, whether people around the Carter family want it to be or not.”

___

Associated Press video journalist Nathan Ellgren contributed to this report.
