GENEVA — Myanmar’s people are already feeling the “crushing impact” from the “sudden, chaotic withdrawal” of U.S. and other humanitarian aid, an independent human rights expert said Monday, calling on the world community to do more.

Tom Andrews, a monitor on rights in Myanmar commissioned by the U.N.-backed Human Rights Council, said he would appeal to its 47 member countries to issue a “declaration of conscience against this unfolding disaster” — a humanitarian crisis — “and I will urge them to follow up those words with action.”

“Action that includes funding vital, life-sustaining programs that are being slashed and burned and jeopardized,” he told reporters on Monday, before addressing the council on Wednesday. ”If the Human Rights Council does not (take action), then who will?”

Andrews, a former Democratic congressman from the U.S. state of Maine, acknowledged that the specific fallout wasn’t clear so far. The American embassy in Myanmar said on its website, in a statement dated Oct. 25, that the U.S. had provided $141 million in humanitarian aid since Oct. 1, 2023.

Andrews said the cut in aid was “unnecessary and cruel” and ill-timed: A strong movement of national resistance and a weakening of Myanmar’s military rulers has raised hopes of its people.

Myanmar has been in turmoil since the army seized power from the elected government of Aung San Suu Kyi on Feb. 1, 2021, triggering widespread popular opposition. After peaceful demonstrations were put down with lethal force, many opponents of military rule took up arms, and large parts of the country are now embroiled in conflict.

The violence is continuing: An airstrike Friday reportedly killed and injured dozens in a village held by resistance forces.

Tuberculosis and HIV patients have been missing their medication for weeks; disabled children have been locked out of rehabilitation centers; rights groups have faced cuts in their ability to distribute food and water to people, he said.

“The sudden, chaotic withdrawal of support — support principally by the government of the United States — is already having a crushing impact on the people of Myanmar,” Andrews said

The Trump administration and many of its supporters have argued that the United States, the world’s single largest humanitarian aid provider, has shouldered too much of the burden for too long.

Andrews alluded to efforts by a chainsaw-wielding Elon Musk through the Department of Government Efficiency to reduce waste and spending in the U.S. government, including at the U.S. Agency for International Development, known as USAID — which has distributed many billions of dollars in foreign aid over the years.

“You have this incredible rhetoric that is based upon nothing except creating headlines,” Andrews said, to show how “this entire program is going to be thrown into a wood chipper … Well, it’s innocent people who are being tossed into that wood chipper.”

“We need to take a stand about this,” he added.

WASHINGTON — Secretary of State Marco Rubio said Monday the Trump administration had finished its six-week purge of programs of the six-decade-old U.S. Agency for International Development, and said he would move the 18% of aid and development programs that survived under the State Department.

Rubio made the announcement in a post on X. It marked one of his relatively few public comments on what has been a historic shift away from U.S. foreign aid and development, executed by Trump political appointees at State and Elon Musk’s Department of Government Efficiency teams.

Rubio in the post thanked DOGE and “our hardworking staff who worked very long hours to achieve this overdue and historic reform” in foreign aid.

President Donald Trump on Jan. 20 issued an executive order directing a freeze of foreign assistance funding and a review of all of the tens of billions of dollars of U.S. aid and development work abroad. Trump charged that much of foreign assistance was wasteful and advanced a liberal agenda.

Rubio’s social media post Monday said that review was now “officially ending,” with some 5,200 of USAID’s 6,200 programs eliminated.

Those programs “spent tens of billions of dollars in ways that did not serve, (and in some cases even harmed), the core national interests of the United States,” Rubio wrote.

“In consultation with Congress, we intend for the remaining 18% of programs we are keeping … to be administered more effectively under the State Department,” he said. Democratic lawmakers and others call the shutdown of congressionally-funded programs illegal, saying such a move requires Congress’ approval.

The State Department in one of multiple lawsuits it is battling over its rapid shutdown of USAID had said earlier this month it was killing more than 90% of USAID programs. Rubio gave no explanation for why his number was lower, and no details of what programs were spared or how the State Department would run them.

The dismantling of USAID that followed Trump’s order upended decades of policy that humanitarian and development aid abroad advanced U.S. national security by stabilizing regions and economies, strengthening alliances and building goodwill.

In the weeks after Trump’s order, one of his appointees and transition team members, Pete Marocco, and Musk pulled USAID staff around the world off the job through forced leaves and firings, shut down USAID payments overnight and terminated aid and development contracts by the thousands.

Contractors and staffers running efforts ranging from epidemic control to famine prevention to job and democracy training stopped work. Aid groups and other USAID partners laid off tens of thousands of their workers in the U.S. and abroad.

Lawsuits brought by some of the nonprofit groups and businesses that had partnered with USAID say the form-letter contract terminations purge eliminated even programs that Rubio had said he wanted to save, violated the contract terms and stiffed aid groups and businesses of billions of dollars.

The shutdown has left many USAID staffers and contractors and their families still overseas, many of them awaiting U.S.-paid back payments and travel expenses back home.

TEL AVIV, Israel — Israel said Sunday it is stopping the entry of all goods and supplies into the Gaza Strip.

The prime minister’s office did not elaborate on the decision but warned of “additional consequences” if Hamas does not accept what Israel says is a U.S. proposal for an extension of the ceasefire. It was not immediately clear if the supply of aid has been completely halted.

The first phase of the Israel-Hamas ceasefire, which included a surge in humanitarian assistance, expired on Saturday. The two sides have yet to negotiate the second phase, in which Hamas was to release dozens of remaining hostages in return for an Israeli pullout and a lasting ceasefire.

Israel said earlier on Sunday that it supports a proposal to extend the first phase of the ceasefire through Ramadan and Passover, or April 20. It said the proposal came from the Trump administration’s Mideast envoy, Steve Witkoff.

Under that proposal, Hamas would release half the hostages on the first day and the rest when an agreement is reached on a permanent ceasefire, according to Israeli Prime Minister Benjamin Netanyahu’s office.

There was no immediate comment from the United States, Egypt or Qatar, who have been mediating between Israel and Hamas for over a year. Hamas has not yet responded to the proposal.

WASHINGTON — The State Department has informed Congress of a planned $8 billion weapons sale to Israel, U.S. officials say, as the American ally presses forward with its war against Hamas in Gaza.

Some of the arms in the package could be sent through current U.S. stocks but the majority would take a year or several years to deliver, according to two U.S. officials Saturday who spoke on condition of anonymity because the notification to Congress hasn’t been formally sent.

The sale includes medium-range air-to-air missiles to help Israel defend against airborne threats, 155 mm projectile artillery shells for long-range targeting, Hellfire AGM-114 missiles, 500-pound bombs and more.

The weapons package would add to a record of at least $17.9 billion in military aid that the U.S. has provided Israel since the Hamas attacks on Oct. 7, 2023, launched the war.

The Biden administration has faced criticism over mounting deaths of Palestinian civilians. There have been demonstrations on college campuses and unsuccessful efforts in Congress by Sen. Bernie Sanders, I-Vt., and some Democrats to block sales of offensive weapons to Israel.

The United States paused a shipment of 2,000-pound bombs to Israel in May over concerns about civilian casualties if the bombs were to be used during an assault on the southern Gaza city of Rafah. The Biden administration has demanded that Israel increase humanitarian aid into the enclave. But in November, citing some limited progress, it declined to limit arms transfers as it threatened to do if the situation did not improve.

In recent days, Israel has been conducting airstrikes in Gaza that have killed dozens of people, adding to the tens of thousands of deaths since the war began more than a year ago.

The Israeli army said Friday that it had struck dozens of Hamas gathering points and command centers throughout Gaza. Israel’s military says it only targets militants and blames Hamas for civilian deaths because its fighters operate in dense residential areas.

The war has caused widespread destruction and displaced about 90% of Gaza’s population of 2.3 million, many of them multiple times. Winter has now arrived, and hundreds of thousands are sheltering in tents near the sea.

The informal notice to Congress isn’t the final notification before a sale. Now the leaders of the House Foreign Affairs Committee or the Senate Foreign Relations Committee can review the package.
