These were foreigners studying in the U.S., and they’d discovered in early April their legal status had been terminated with little notice. To their knowledge, none of the students had committed a deportable offense.

In recent days, the calls have begun flooding in. Hundreds of students have been calling to say they have lost legal status, seeking advice on what to do next.

“We thought it was going to be something that was unusual,” said Matthew Maiona, a Boston-based immigration attorney who is getting about six calls a day from panicked international students. “But it seems now like it’s coming pretty fast and furious.”

The speed and scope of the federal government’s efforts to terminate the legal status of international students have stunned colleges across the country. Few corners of higher education have been untouched, as schools ranging from prestigious private universities, large public research institutions and tiny liberal arts colleges discover status terminations one after another among their students.

At least 600 students at more than 90 colleges and universities have had their visas revoked or their legal status terminated in recent weeks, according to an Associated Press review of university statements and correspondence with school officials. Advocacy groups collecting reports from colleges say hundreds more students could be caught up in the crackdown.

Around 1.1 million international students were in the United States last year — a source of essential revenue for tuition-driven colleges. International students are not eligible for federal financial aid, and their ability to pay tuition often factors into whether they will be admitted to American schools. Often, they pay full price.

Many of the students losing their legal status are from India and China, which together account for more than half the international students at American colleges. But the terminations have not been limited to those from any one part of the world, lawyers said.

Four students from two Michigan universities are suing Trump administration officials after their F-1 student status was terminated last week. Their attorney with the American Civil Liberties Union, Ramis Wadood, said the students never received a clear reason why.

“We don’t know, and that’s the scary part,” he said.

The students were informed of the terminations by their universities via email, which came as a shock, Wadood said. The reason given was that there was a “criminal records check and/or that their visa was revoked,” Wadood said, but none of them were charged or convicted of crimes. Some had either speeding or parking tickets, but one didn’t have any, he said. Only one of the students had known their entry visa was revoked, Wadood said.

Students have filed similar lawsuits in several other states, arguing they were denied due process.

In New Hampshire, a federal judge last week granted a temporary restraining order to restore the status of a Ph.D. student at Dartmouth College, Xiaotian Liu, while he challenges the revocation of his visa.

At many colleges, officials learned the legal immigration status of some international students had been terminated when staff checked a database managed by the Department of Homeland Security. In the past, college officials say, legal statuses typically were updated after colleges told the government the students were no longer studying at the school.

The system to track enrollment and movements of international students came under the control of Immigration and Customs Enforcement after 9/11, said Fanta Aw, CEO of NAFSA, an association of international educators. She said recent developments have left students fearful of how quickly they can be on the wrong side of enforcement.

“You don’t need more than a small number to create fear,” Aw said. “There’s no clarity of what are the reasons and how far the reach of this is.”

Her group says as many as 1,300 students have lost visas or had their status terminated, based on reports from colleges.

The Department of Homeland Security and State Department did not respond to messages seeking comment.

Foreigners who are subject to removal proceedings are usually sent a notice to appear in immigration court on a certain date, but lawyers say affected students have not received any notices, leaving them unsure of next steps to take.

Some schools have told students to leave the country to avoid the risk of being detained or deported. But some students have appealed the terminations and stayed in the United States while those are processed.

Still others caught in legal limbo aren’t students at all. They had remained in the U.S. post-graduation on “optional practical training,” a one-year period — or up to three for science and technology graduates — that allows employment in the U.S. after completing an academic degree. During that time, a graduate works in their field and waits to receive their H-1B or other employment visas if they wish to keep working in the U.S.

Around 242,000 foreigners in the U.S. are employed through this “optional practical training.” About 500,000 are pursuing graduate degrees, and another 342,000 are undergraduate students.

Among the students who have filed lawsuits is a Georgia Tech Ph.D. student who is supposed to graduate on May 5, with a job offer to join the faculty. His attorney Charles Kuck said the student was likely targeted for termination because of an unpaid traffic fine from when the student lent his car to a friend. Ultimately, the violation was dismissed.

“We have case after case after case exactly like that, where there is no underlying crime,” said Kuck, who is representing 17 students in the federal lawsuit. He said his law firm has heard from hundreds of students.

“These are kids who now, under the Trump administration, realize their position is fragile,” he said. “They’ve preyed on a very vulnerable population. These kids aren’t hiding. They’re in school.”

Some international students have been adapting their daily routines.

A Ph.D. student from China at University of North Carolina at Chapel Hill said she has begun carrying around her passport and immigration paperwork at the advice of the university’s international student office. The student, who spoke on condition of anonymity for fear of being targeted by authorities, said she has been distressed to see the terminations even for students like her without criminal records.

“That is the most scary part because you don’t know whether you’re going to be the next person,” she said. ___

Seminera reported from Raleigh, N.C., and Keller reported from Albuquerque, N.M.

The twelve people, current and former Stanford students, have been charged with felony vandalism and felony conspiracy to trespass, the Santa Clara County District Attorney’s Office said Thursday in a news release.

Those charged range in age from 19 to 32, the DA’s office said. They will be arraigned later this month at the Hall of Justice in San Jose.

A student journalist, who was arrested with the protesters but was not accused of participating in the vandalism, was not charged.

The Stanford takeover began around dawn on June 5, 2024, the last day of spring classes at the university in California’s Silicon Valley. Some protesters barricaded themselves inside the building, which houses the university president’s office. The group chanted “Palestine will be free, we will free Palestine.”

The takeover ended three hours later.

Prosecutors accuse the demonstrators of spray-painting on the building, breaking windows and furniture, disabling security cameras and splattering a red liquid described as fake blood on items throughout the building. Damages were estimated in the hundreds of thousands of dollars, according to prosecutors.

Cellphones belonging to those arrested showed communications about the planning of the operation, including a “do-it-yourself occupation guide,” prosecutors said.

WASHINGTON — More than $1 billion in federal funding for Cornell University and around $790 million for Northwestern University have been frozen while the government investigates alleged civil rights violations at both schools, the White House says.

It’s part of a broader push to use government funding to get major academic institutions to comply with President Donald Trump ’s political agenda. The White House confirmed the funding pauses late Tuesday night, but offered no further details on what it entails, or what grants to the schools are being affected.

The moves come as the Trump administration has increasingly begun using governmental grant funding as a spigot to try and influence campus policy — previously cutting off money to schools including Columbia University and the University of Pennsylvania.

That has left universities across the country struggling to navigate cuts to grants for research institutions.

In a statement, Cornell said it had received more than 75 stop work orders earlier Tuesday from the Defense Department related to research “profoundly significant to American national defense, cybersecurity, and health” but that it had not otherwise received any information confirming $1 billion in frozen grants.

“We are actively seeking information from federal officials to learn more about the basis for these decisions,” said the statement from Michael I. Kotlikoff, the university president, and other top school officials.

In an email to the Northwestern community, university president Michael Schill said it had not been notified by the federal government of the cuts, according to The Daily Northwestern, the campus newspaper.

Last month, the Education Department sent letters to more than 60 universities — including Cornell and Northwestern — warning of “potential enforcement actions if they do not fulfill their obligations” under federal law to “protect Jewish students on campus, including uninterrupted access to campus facilities and educational opportunities.”

The Trump administration has threatened to cut off federal funding for universities allowing alleged antisemitism to go unchecked at campus protests last year against Israel’s war with Hamas in Gaza — accusations the universities have denied.

Officials have already singled out Columbia University, making an example of it with threats to withhold $400 million in federal funds.

The administration repeatedly accused Columbia of failing to stop antisemitism during protests against Israel that began at the New York City university last spring and quickly spread to other campuses — a characterization disputed by those involved in the demonstrations.

As a precondition for restoring that money — along with billions more in future grants — the Republican administration demanded unprecedented changes in university policy.

Columbia’s decision to bow to those demands, in part to salvage ongoing research projects at its labs and medical center, has been criticized by some faculty and free speech groups as capitulating to an intrusion on academic freedom.

Nearly $510 million in federal contracts and grants are on the line, said the official, who was not authorized to speak publicly about the plan and spoke on condition of anonymity.

In an email Thursday to campus leaders, Brown Provost Frank Doyle said the university was aware of “troubling rumors” about government action on its research money. “At this moment, we have no information to substantiate any of these rumors,” Doyle said.

It comes two days after President Donald Trump’s administration halted research grants at Princeton University. Dozens of universities are facing federal investigations into antisemitism following a wave of pro-Palestinian protests last year, but the administration has focused special attention on elite colleges.

Columbia University was the first one targeted, losing $400 million in federal money with threats to terminate more if it didn’t make the campus safer for Jewish students.
Trump’s administration has promised a more aggressive approach against campus antisemitism, accusing former President Joe Biden of letting schools off the hook. It has opened new investigations at colleges and detained and deported several foreign students with ties to pro-Palestinian protests.

WASHINGTON — Schools and colleges across the U.S. face a Friday deadline to end diversity programs or risk having their federal money pulled by the Trump administration, yet few are openly rushing to make changes. Many believe they’re on solid legal ground, and they know it would be all but unprecedented — and extremely time-consuming — for the government to cut off funding.

State officials in Washington and California urged schools not to make changes, saying it doesn’t change federal law and doesn’t require any action. New York City schools have taken the same approach and said district policies and curriculum have not changed.

Leaders of some colleges shrugged the memo off entirely. Antioch University ’s chief said “most of higher education” won’t comply with the memo unless federal law is changed. Western Michigan University’s president told his campus to “please proceed as usual.”

A memo issued Feb. 14 by President Donald Trump’s administration, formally known as a Dear Colleague Letter, gave schools two weeks to halt any practice that treats people differently because of their race.

Opponents say it’s an overreach meant to have a chilling effect. The guidance appears to forbid everything from classroom lessons on racism to colleges’ efforts to recruit in diverse areas, and even voluntary student groups like Black student unions.

Education organizations have been urging a measured approach, warning institutions not to make any hasty cuts that would be difficult to undo. Ted Mitchell, president of the American Council on Education, is telling colleges that if they were in compliance with federal law before the memo, they still are.

“There’s nothing to act on until we see the administration or its agencies try to stop something,” Mitchell said. “And then we’ll have the argument.”

A loss of federal money would be devastating for schools and colleges, but imposing that penalty would not be quick or simple.

The Education Department office that conducts civil rights investigations had fewer than 600 employees last year — before the Trump administration began cutting staff — while the U.S. has more than 18,000 school districts and 6,000 colleges.

Even when a school or state faces an investigation, it can take years to terminate funding. Under former President Joe Biden, the Education Department tried to pull federal money from Michigan’s education agency after finding it violated the rights of students with disabilities. The investigation began in 2022 and is still tied up in federal court.

“I hope very much that schools charged with providing inclusive, equal education to every student in their school community will stand for that principle,” said Catherine Lhamon, who led the department’s Office for Civil Rights under Biden.

Still, some education leaders say resistance is too risky. At the University of Cincinnati, President Neville G. Pinto said officials are evaluating jobs related to diversity, equity and inclusion, and removing DEI references from school websites.

“Given this new landscape, Ohio public and federally supported institutions like ours have little choice but to follow the laws that govern us,” Pinto wrote.

Tony Frank, chancellor of the Colorado State University system, wrote in a campus letter that he weighed taking a stand against the department. But he advised the system’s campuses to comply, saying there’s too much at stake for students and staff. “If we gamble here and are wrong, someone else will pay the price,” he wrote.

In many Republican-led states, education chiefs applauded the memo.

“We never felt it was appropriate to use race in making these types of decisions in the first case, so I do not foresee any interruptions in our day-to-day business,” Alabama’s state superintendent, Eric G. Mackey, said in a statement released by the Trump administration.

The memo said schools have promoted DEI efforts often at the expense of white and Asian American students.

It doesn’t carry the weight of law but explains how the new administration will interpret nondiscrimination laws. It dramatically expands a 2023 Supreme Court decision barring the use of race in college admissions to all aspects of education — including, hiring, promotion, scholarships, housing, graduation ceremonies and campus life.

The guidance is being challenged in court by the American Federation of Teachers, which said the memo violates free speech laws.

While some schools are keeping quiet out of fear of being targeted, many leaders also are still struggling to grasp the implications.

“We are looking to our attorney general for guidance because it’s very confusing,” said Christine Tucci Osorio, superintendent of the North St. Paul School District in Minnesota. When a teacher asked if their school could still mark African American History Month, she assured them they could.

Despite concerns that schools would rush to comply, it appears “cooler heads are largely prevailing,” said Liz King, senior director for the education equity program at the Leadership Conference on Civil and Human Rights.

“Once a school sends the message that they are not going to stand up for a member, a community within their school, that is broken trust, that is a lost relationship,” King said.

Trump has vowed to use education funding as political leverage on several fronts, threatening cuts for schools that do not get in line with his agenda on topics including transgender girls’ participation in girls’ sports and instruction related to race.

Usually, civil rights investigations by the Education Department take at least six months and often much longer. If a school is found in violation of federal law, department policy offers a chance to come into compliance and sign a resolution — typically a 90-day process.

Only if a school refuses to comply can the department move to revoke federal money. That can be done in the Education Department through a court-like process decided by an administrative law judge. If the judge decides the penalty is justified, the school can appeal it to the education secretary and, after that, challenge it in court.

Instead of handling it internally, the department can also refer cases to the Justice Department for prosecution. That route is no faster.

The last time the Education Department was granted approval to cut federal funding was in 1992, against the Capistrano Unified School District in California, which was found to have retaliated against a teacher for filing sex discrimination complaints.

Before the penalty was carried out, the district reinstated the teacher and effectively ended the case. It never lost any money.

In a memo to education institutions across the nation, the agency clarified that Title IX, a 1972 law barring discrimination based on sex, will be enforced according to a set of rules created by former Education Secretary Betsy DeVos. The rules govern how complaints of misconduct are investigated and how to settle cases where students present differing accounts.

Colleges already have been returning to DeVos’ 2020 rules in recent weeks since a federal judge in Kentucky overturned the Biden administration’s Title IX rules. The court’s decision effectively ordered a return to the earlier Trump administration rules.

A statement from the Education Department called Biden’s rules an “egregious slight to women and girls.”

“Under the Trump Administration, the Education Department will champion equal opportunity for all Americans, including women and girls, by protecting their right to safe and separate facilities and activities in schools, colleges and universities,” said Acting Assistant Secretary for Civil Rights Craig Trainor.

The Biden administration sought to overhaul the rules and expand Title IX to protect LGBTQ+ students. It expanded the type of behavior that’s considered sexual harassment — a reversal of the DeVos policy, which used a narrower definition.

But a federal judge in Kentucky overturned Biden’s rule on Jan. 9, saying it was a presidential overstep and violated constitutional free speech rights by telling schools to honor students’ preferred pronouns. The judge, U.S. District Judge Danny C. Reeves, said there was nothing in Title IX suggesting it should cover anything more than it did when Congress created it.

Even before the decision, Biden’s rule had been halted in half the states amid legal challenges from Republicans.

The full text of the Title IX law is just 37 words long, but the federal government has added rules over the years explaining how it’s interpreted. DeVos’ policy adds 500 pages detailing how schools must address complaints and how the Education Department makes sure schools comply.

Already, the Trump administration has taken a hard turn on its enforcement of Title IX: On Tuesday the Education Department said it opened an investigation into Denver schools after the district converted a girl’s restroom into an all-gender restroom while leaving another bathroom exclusive to boys.

The new memo says even investigations that started when Biden’s rules were in effect “should be immediately reoriented to comport fully with the requirements of the 2020 Title IX Rule.”

DeVos’ rules were welcomed by advocates who said colleges had become too quick to punish students accused of sexual misconduct without a fair trial. But the rules were condemned by victims’ rights groups who said they retraumatized victims and would deter many from reporting assaults.

Among the most controversial changes was a rule requiring colleges to hold live hearings where accused students could cross-examine their accusers through an adviser. The Biden rule eliminated the requirement and made live hearings optional, though some courts had previously upheld an accused student’s right to cross examination.

More broadly, the 2020 policy narrowed the definition of sexual harassment and the scope of cases that schools must address. It also reduced the liability for colleges, holding them responsible only if they acted with “deliberate indifference.”

Trump’s new pick for education secretary is Linda McMahon, a longtime Trump ally known for building the World Wrestling Entertainment professional wrestling empire with her husband, Vince McMahon. Her Senate confirmation hearing has yet to be scheduled.

WASHINGTON — Many colleges accused of tolerating antisemitism on their campuses have been settling with federal civil rights investigators in the weeks before the inauguration of President-elect Donald Trump, who urged a tougher response to campus protests against the war in Gaza.

By settling with the Education Department, the schools close the cases against them as long as they meet the terms of the agreements, which mostly have required training, policy updates and reviews of past complaints.

But many colleges at the center of the highest-profile cases — including Columbia and Cornell — face investigations that remain unresolved and could run the risk of harsher penalties after Trump takes office. Trump has not said what he would like to see come of the investigations, but he has threatened to revoke federal money for schools that fall short of his demands.

“Colleges will and must end the antisemitic propaganda or they will lose their accreditation and federal support,” Trump said in a virtual address to Jewish donors in September. “No money will go to them if they don’t.”

Settlements with the Education Department’s civil rights branch have piled up in recent weeks with the University of Washington, the University of California, Johns Hopkins, Rutgers and the University of Cincinnati. Those follow other voluntary agreements signed by Brown and Temple universities, along with the University of Michigan.

The flurry of recent deals has drawn outrage from Republicans in Congress who say the Biden administration is letting colleges off the hook.

Rep. Tim Walberg, R-Mich., chair of the House Education and Workforce Committee, said the settlements are “toothless” and fail to hold colleges accountable for permitting antisemitism. In a statement, he said the Trump administration should “examine these agreements and explore options to impose real consequences on schools.”

One of the committee’s priorities will be “calling out woke higher education institutions — especially those that allow antisemitism to run rampant,” Walberg said at a Wednesday meeting.

More than 100 U.S. colleges and school districts remain under investigation over alleged antisemitism or Islamophobia following the Oct. 7 attack by Hamas on Israel. That includes Columbia, Cornell, Yale, Princeton and other prestigious schools targeted by a Republican campaign against antisemitism.

The Department of Education investigations stem from complaints that schools violated Title VI, which bars discrimination or harassment on the basis of race, color and national origin at colleges and universities that receive federal funding.

Several colleges facing investigations declined to comment on their status.

Presidents of several universities were called before Congress last year over their handling of pro-Palestinian protests, contributing to the resignations of Claudine Gay at Harvard, Liz Magill at Penn and Minouche Shafik at Columbia.

The vast majority of Education Department civil rights investigations end with voluntary deals negotiated with schools. If they can’t reach a settlement, the agency can refer the case to the Justice Department or move to cut off the school’s federal money — an extreme sanction that has almost never been used.

Whether Trump pushes the Education Department to use the so-called “nuclear option” is still in question. But without a deal before Jan. 20, colleges raise the risk that they could become test cases for Trump, who has been openly hostile to universities that he sees as hotbeds of liberalism.

Losing access to federal money is usually seen as a death sentence for colleges, though if there’s any exception it would be Harvard and its $53 billion endowment, the wealthiest college in the world. A total cutoff would also mean that students could not use federal financial aid at the university.

It couldn’t happen instantly, however. The Education Department can terminate federal money only if it fails to gain voluntary compliance from the school and only if it’s approved by an administrative law judge. There would have to be a hearing, and there would be opportunities for the school to appeal the decision.

As Republicans take control of both chambers of Congress, there’s also a renewed push for legislation on the subject. A December report coordinated by House Speaker Mike Johnson, R-La., found that colleges across the U.S. failed to stop antisemitism amid last year’s demonstrations, highlighting cases at Harvard, Columbia and UCLA.

The report called for new legislation “to support students and ensure accountability,” and it endorsed legislation to cut off federal money at schools that support divestment from Israel. It called on the executive branch to “aggressively enforce” civil rights laws, saying universities that fail to curb antisemitism “are unfit stewards of taxpayer dollars should be treated accordingly.”

Nearly a decade ago, intense protests over racial injustice rocked the University of Missouri’s flagship campus, leading to the resignation of two top administrators. The university then hired its first-ever vice chancellor for inclusion, diversity and equity. Tensions were so high that football players were threatening a boycott and a graduate student went on hunger strike.

Today, the entire diversity office is gone, an example of changes sweeping universities in states led by conservatives, and a possible harbinger of things to come nationwide.

“I feel like that is the future, especially for the next four years of Trump’s presidency,” said Kenny Douglas, a history and Black studies major on the campus in Columbia, Missouri.

As President-elect Donald Trump prepares to take office, both conservative and liberal politicians say higher education changes in red parts of America could be a road map for the rest of the country.

Dozens of diversity, equity and inclusion programs have already closed in states including Alabama, Florida, Kentucky, North Carolina, Iowa, Nebraska and Texas. In some cases, lessons about racial and gender identity have been phased out. Supports and resources for underrepresented students have disappeared. Some students say changes in campus climate have led them to consider dropping out.

During his campaign, Trump vowed to end “wokeness” and “leftist indoctrination” in education. He pledged to dismantle diversity programs that he says amount to discrimination, and to impose fines on colleges “up to the entire amount of their endowment.”

Many conservatives have taken a similar view. Erec Smith, a research fellow at the free-market Cato Institute whose scholarship examines anti-racist activism and Black conservatism, said DEI sends the message that “whiteness is oppression.” Diversity efforts are “thoroughly robbing Black people and other minorities of a sense of agency,” he said.

The New College of Florida, a tiny liberal arts institution once known as the most progressive of Florida’s public campuses and a refuge for LGBTQ+ students, became a centerpiece for Republican Gov. Ron DeSantis’ “war on woke.” DeSantis overhauled the school’s Board of Trustees in 2023, appointing a new majority of conservative allies, including culture war strategist Christopher Rufo.

Many faculty departed last year, leaving vacancies that the new leadership has filled with a variety of conservative academics — and non-academics, including British comedian and conservative commentator Andrew Doyle, who will be teaching a new course this January called “The Woke Movement.”

“This is only the beginning,” Rufo wrote in the forward to school President Richard Corcoran’s new book, “Storming the Ivory Tower.”

Trump’s opponents dismiss his depictions of liberal indoctrination on campuses as a fiction. But conservatives point to diversity programs and the student debt crisis as evidence colleges are out of touch.

“What happens if you are an institution that’s trying to change society?” asked Adam Kissel of the conservative Heritage Foundation — the group behind Project 2025, a sweeping anti-DEI blueprint for a new GOP administration that Trump has disavowed while nominating some of its authors for administrative roles. “Society will push back on you.”

Pushback is exactly what DEI programs have faced.

Alabama Gov. Kay Ivey, a Republican, in March signed into law a bill barring state funding for public colleges that advocate for “divisive concepts” including that someone should feel guilty because of their race or gender. The law also states people at schools and colleges must use the bathroom that matches their gender assigned at birth.

The effects of the anti-DEI law rippled through campuses including the University of Alabama and Auburn University, the state’s two largest four-year colleges. DEI offices and designated areas for LGBTQ+ and Black students closed when classes started in late August — just before the law took effect.

Dakota Grimes, a graduate student in chemistry, was disappointed when Auburn University closed the campus’ Pride Center, a designated safe space for LGBTQ+ people and allies. Grimes’ organization, Sexuality and Gender Alliance, still meets regularly in the library, she said, but LGBTQ+ students don’t feel as welcome on campus. Students are subjected to homophobic and transphobic slurs, Grimes said.

“They don’t feel safe just sitting in the student center because of the kind of environment that a lot of students and even teachers create on campus,” Grimes said.

Julia Dominguez, a political science senior at the University of Alabama and president of the Hispanic-Latino Association, said funding for the group’s annual Hispanic Heritage Month festival was pulled two weeks before the event in September. Students who were once excited about being at a school that celebrates Latino culture, she said, are now feeling dejected and disillusioned.

The organization isn’t giving up, Dominguez said.

“We are still present,” Dominguez said. “We are still doing the work. It’s just harder now. But we’re not going to allow that to steal our joy because joy is resistance.”

In Idaho, DEI programs have been under attack for years, with Republican lawmakers blasting efforts to build an inclusive culture as “divisive and exclusionary.” In recent sessions, the Legislature has blocked colleges and universities from using taxpayer dollars on campus DEI programs. A 2024 law banned written “diversity statements” in higher education hiring and student admissions.

In December, the State Board of Education scrapped DEI offices, causing shockwaves at the University of Idaho. Doctoral student Nick Koenig is considering leaving the state.

“Where do your true values lie?” asked Koenig, who decided to move to Idaho to research climate change after a Zoom call with the then-director of the school’s LGBT center. “It’s not with the students that are most marginalized.”

So far, nearly all of the threats to DEI have come from state legislatures, said Jeremy Young, of the free-expression group PEN America.

“There hasn’t been much support at the federal level to do anything,” he said. “Now, of course, that’s going to change.”

Young anticipates that diversity considerations will be eliminated for research grants and possibly for accreditation. The Education Department’s Office for Civil Rights typically investigates discrimination against people of color, but under Trump, that office could start investigating diversity programs that conservatives argue are discriminatory.

Republicans also may have more leeway to take action at the state level, thanks to an administration that’s “going to get out of the way of red states and let them pursue these policies,” said Preston Cooper, a senior fellow who studies higher education policy at the American Enterprise Institute.

Colleges are also cutting some programs or majors seen as unprofitable. Whether politics plays into decisions to eliminate certain courses of student remains to be seen.

Douglas, the University of Missouri student, is concerned. He said the promise of change that followed the earlier protests on the Columbia campus has dissipated.

This fall, a student group he is part of had to rename its Welcome Black BBQ because the university wanted it to be “welcoming to all.” The Legion of Black Collegians, which started in 1968 after students waved a Confederate flag at a football game, complained the change was erasing its visibility on campus.

For Douglas and many others, the struggle for civil rights that prompted diversity efforts isn’t a thing of the past. “White people might have moved past it, but Black people are still experiencing it,” he said.

The U.S. Department of Education said Friday it has reached an agreement with the University of California system resolving complaints from Jewish and Muslim students of discrimination and harassment during protests last spring over the war in Gaza.

The department’s Office for Civil Rights said it investigated nine complaints against University of California schools in Los Angeles (UCLA), Santa Barbara, San Diego, Davis and Santa Cruz. The complaints alleged the schools failed to respond effectively to antisemitic and anti-Arab harassment.

The civil rights office concluded the universities “appear not to have responded promptly or effectively” to allegations of discrimination and harassment that were brought to the administrations’ attention.

Under the agreement, the schools must step up reporting of complaints to the OCR office and review all complaints and reports of harassment from the past two academic years to determine if further action is needed. The agreement also calls for more training of university employees and campus police officers about their obligations under federal law.

The University of California system said the agreement is one of several steps it is taking to ensure its campuses are respectful and welcoming to all.

“Ensuring an inclusive University environment requires sustained focus and action,” the system said in a written statement.

Colleges and universities nationwide saw tension and at times violence erupt on campuses after the onset of the Israel-Hamas war, with dueling campus rallies and widespread allegations of antisemitism and anti-Arab harassment.

The Department of Education has been investigating dozens of complaints that campuses violated Title VI, which bars discrimination or harassment on the basis of race, color and national origin at colleges and universities that receive federal funding. Examples of harassment can include slurs, taunts, stereotypes, name-calling and racially motivated attacks or hateful conduct, according to the department’s website.

The department reached a similar agreement with Brown University in July.

A separate investigation found the University of Cincinnati did not respond appropriately to reports of harassment, the Office of Civil Rights said Friday. Examples from some two dozen complaints include a Palestinian student who reported receiving death threats, which the university did not investigate, and an anonymous complaint that a Jewish student’s home was egged and smeared with feces.

The University of Cincinnati said in a statement it will review its policies and previously filed complaints, and take steps “to practively enhance ongoing efforts to prevent discrimination and harassment.” The university said it investigated the complaint of vandalism at the Jewish student’s home, which was made directly to the federal office, but found no reports or evidence of the incident.

UCLA’s handling of dispersing its encampment in the spring drew widespread criticism. Chaos erupted after hundreds of protesters defied orders from campus police to leave the encampment. One night, counter-protesters attacked the pro-Palestinian encampment, throwing traffic cones and firing pepper spray, with fighting that continued for hours before police stepped in.

The investigation into UCLA stemmed partly from concerns of compliance related to about 150 reports the school received about rallies in October and November 2023 as well as a pro-Palestinian encampment in the spring, the department said.

“Of particular concern were reports of violence against students of Jewish ancestry … and of a violent assault by counter-protesters on pro-Palestinian protesters” at the encampment, the department said.

At rallies, protesters chanted “death to Israel” and “no peace until they’re dead,” the department said. At the encampment, protesters maintained checkpoints that excluded Jewish students from the protest area and parts of the campus, prompting the school’s chancellor to issue a statement saying Jewish students on campus, among others, felt “a state of anxiety and fear.”

Muslim and Palestinian students experienced “unwanted filming, doxing, and being followed” on or near the UCLA campus, the department said. A task force report cited by the department said counter-protesters heckled people inside the encampment, saying things like, “you’re a jihadist,” and “you’re a terrorist.”

The four other UC campuses also had “widely reported incidents” of alleged harassment against students, the civil rights office said. UC Santa Barbara was notified of antisemitic vandalism at a dorm and signs posted at a student center that targeted Jewish students by name; UC San Diego and UC Davis also received complaints about students experiencing or witnessing antisemitic comments or actions by students and professors.
