DEIR AL-BALAH, Gaza Strip (AP) — An Israeli airstrike flattened a three-story home in Gaza City on Saturday, killing 10 people — half of them children — as Arab mediators scrambled to restart a ceasefire.

Israeli strikes killed at least 49 people in the past 24 hours, according to health officials.

The dead in the early morning airstrike in a neighborhood in western Gaza City included three women and five children, according to Shifa Hospital, which received the bodies.

Israel’s military said that it had struck a Hamas militant and the structure where he operated collapsed, adding that the collapse was under review.

“There is no one from the resistance among them,” said Saed Al-Khour, who lost his family in the strike. “Since 1 o’clock until now we have been pulling out the remains of children, women and elderly people.” He stood amid the rubble, under a tilted ceiling.

Three other people were killed in the Shati refugee camp along Gaza City’s shoreline.

Hamas said Saturday that it had sent a high-level delegation to Cairo to try and get the ceasefire, shattered last month by Israeli bombardment, back on track.

Israel has vowed to continue the war until all hostages are returned and Hamas is destroyed or disarmed and sent into exile. It says it will hold parts of Gaza indefinitely and implement U.S. President Donald Trump’s proposal for the resettlement of the population in other countries, which has been widely rejected internationally.

Hamas has said that it will only release the dozens of hostages it holds in return for Palestinian prisoners, a complete Israeli withdrawal and a lasting ceasefire, as called for in the now-defunct agreement reached in January.

Hamas said that its delegation will discuss with Egyptian officials the group’s vision to end the war, which also includes reconstruction.

Earlier this week, other Hamas officials arrived in Cairo to discuss a proposal that would include a five-to-seven year truce and the release of all remaining hostages, officials said.

Egypt and Qatar are developing the proposal, which would include the gradual withdrawal of Israeli forces from Gaza and the release of Palestinian prisoners, according to an Egyptian official and a Hamas official who spoke on condition of anonymity because they weren’t authorized to brief media.

Israel has continued its nearly two-month blockade of Gaza, even as aid groups warn that supplies are dwindling.

On Friday, the World Food Program said that its food stocks in Gaza had run out, ending a main source of sustenance for hundreds of thousands of Palestinians. It said the dozens of charity kitchens it supports are expected to run out of food in the coming days.

About 80% of Gaza’s population of more than 2 million relies primarily on charity kitchens for food because other sources have shut down under Israel’s blockade, according to the U.N.

“Meanwhile, nearly 3,000 UNRWA trucks of lifesaving aid are ready to enter Gaza,” the U.N. agency for Palestinian refugees said on social media. “The siege must stop.”

Hamas on Saturday called on the Trump administration to immediately reverse its decision that the U.N. agency for Palestinian refugees isn’t immune from being sued, calling it a dangerous step by Israel’s close ally.

Israel’s offensive has killed more than 51,000 Palestinians, mostly women and children, according to Gaza’s Health Ministry, which doesn’t say how many of the dead were fighters or civilians. Israel says it has killed around 20,000 militants, without providing evidence.

The war began when Hamas-led militants stormed into southern Israel on Oct. 7, 2023, killing around 1,200 people, mostly civilians, and abducting 251. The militants still have 59 hostages, 24 believed to be alive, after most of the rest were released in ceasefire agreements or other deals.

TEL AVIV, Israel (AP) — Israel announced Saturday it had completed construction of a new security corridor cutting off the southern city of Rafah from the rest of Gaza, and the military said it would soon expand “vigorously” in most of the small coastal territory.

Palestinians were further squeezed into shrinking areas.

“Activity will expand rapidly to additional locations throughout most of Gaza and you will have to evacuate the fighting zones,” Defense Minister Israel Katz said in a statement, without saying where Palestinians were meant to go.

The statement urged Palestinians to remove Hamas and release the remaining hostages, saying: “This is the only way to stop the war.”

Israeli troops were deployed last week to the new security corridor referred to as Morag, the name of a Jewish settlement that once stood between Rafah and Khan Younis, after the army ordered sweeping evacuations covering most of Rafah — an indication it could soon launch another major ground operation.

The Rafah municipality in a statement called Israel’s actions a “flagrant breach of international legitimacy.”

Israel has vowed to seize large parts of Gaza to pressure Hamas to release the remaining 59 hostages, 24 of them believed to be alive, and accept proposed new ceasefire terms.

Prime Minister Benjamin Netanyahu’s government has also imposed a monthlong blockade on food, fuel and humanitarian aid that has left the territory’s roughly 2 million Palestinians facing acute shortages as supplies dwindle — a tactic that rights groups say is a war crime.

Israel has claimed that enough supplies entered Gaza during the two-month ceasefire that it shattered last month. Aid groups have disputed that.

Netanyahu has said Morag would be “a second Philadelphi corridor,” referring to the Gaza side of the border with Egypt farther south, which has been under Israeli control since May 2024. Israel has also reasserted control of the Netzarim corridor, which cuts off Gaza’s northern third from the rest of the territory.

The corridors, coupled with a buffer zone that Israel has razed and expanded, give it more than 50% control of the territory.

Katz said Palestinians interested in “voluntarily” relocating to other countries would be able to as part of a proposal by U.S. President Donald Trump. Palestinians have rejected the proposal and expressed their determination to remain in their homeland.

Trump and Israeli officials have not said how they would respond if Palestinians refuse to leave Gaza. But Human Rights Watch and other groups say the plan would amount to “ethnic cleansing” — the forcible relocation of the civilian population of an ethnic group from a geographic area.

Many Palestinians have been crowding into squalid tent camps or the rubble of their previous homes, often displacing multiple times in response to Israel’s evacuation orders since the Hamas-led attack on Oct. 7, 2023, killed some 1,200 people, many of them civilians, and sparked the war.

Israel on Saturday ordered the evacuation of areas east of Khan Younis ahead of an attack. Military spokesperson Avichay Adraee added that militants had fired rockets into Israel from these areas. In the evening, several neighborhoods in Nuseirat in central Gaza were told to evacuate after Israel said it had intercepted a projectile from the territory.

Hamas has said the bombardment poses risks to the hostages as well. On Saturday, the family of the last living American held in Gaza responded to the release of a new video showing Edan Alexander speaking under duress.

“When you sit down to mark Passover, remember that this is not a holiday of freedom as long as Edan and the other 58 hostages are not home,” the family said in a statement.

Families and supporters again rallied in Tel Aviv for a deal to bring everyone home.

Israeli strikes across Gaza continued, killing at least 21 people in the last 24 hours, according to Gaza’s Health Ministry, which doesn’t distinguish between civilians and combatants but says most of the over 50,000 Palestinians killed in the war have been women and children.

The ministry said at least 1,500 people have been killed since Israel’s surprise bombardment resumed the war last month.

Israel says it has killed around 20,000 militants in the war, without providing evidence.

TEL AVIV, Israel (AP) — Israel has dramatically expanded its footprint in the Gaza Strip since relaunching its war against Hamas last month. It now controls more than 50% of the territory and is squeezing Palestinians into shrinking wedges of land.

The largest contiguous area the army controls is around the Gaza border, where the military has razed Palestinian homes, farmland and infrastructure to the point of uninhabitability, according to Israeli soldiers and rights groups. This military buffer zone has doubled in size in recent weeks.

Israel has depicted its tightening grip as a temporary necessity to pressure Hamas into releasing the remaining hostages taken during the Oct. 7, 2023, attack that started the war. But the land Israel holds, which includes a corridor that divides the territory’s north from south, could be used for wielding long-term control, human rights groups and Gaza experts say.

Prime Minister Benjamin Netanyahu said last week that even after Hamas is defeated, Israel will keep security control in Gaza and push Palestinians to leave.

The demolition close to the Israeli border and the systematic expansion of the buffer zone has been going on since the war began 18 months ago, five Israeli soldiers told The Associated Press.

“They destroyed everything they could, they shot everything that looks functioning … (the Palestinians) will have nothing to come back, they will not come back, never,” a soldier deployed with a tank squad guarding the demolition teams said. He and four other soldiers spoke to the AP on condition of anonymity for fear of reprisals.

A report documenting the accounts of soldiers who were in the buffer zone was released Monday by Breaking The Silence, an anti-occupation veterans group. A handful of soldiers ― including some who also spoke to AP ― described watching the army turn the zone into a vast wasteland.

“Through widespread, deliberate destruction, the military laid the groundwork for future Israeli control of the area,” said the group.

Asked about the soldiers’ accounts, the Israeli army said it is acting to protect its country and especially to improve security in southern communities devastated by the Oct. 7 attack, in which some 1,200 people were killed and 251 taken hostage. The army said it does not seek to harm civilians in Gaza, and that it abides by international law.

In the early days of the war, Israeli troops forced Palestinians from communities near the border and destroyed the land to create a buffer zone more than a kilometer (0.62 miles) deep, according to Breaking The Silence.

Its troops also seized a swath of land across Gaza known as the Netzarim Corridor that isolated the north, including Gaza City, from the rest of the narrow, coastal strip, home to more than 2 million people.

When Israel resumed the war last month, it doubled the size of the buffer zone, pushing it as far as 3 kilometers (1.8 miles) into Gaza in some places, according to a map issued by the military.

The buffer zone and the Netzarim Corridor make up at least 50% of the strip, said Yaakov Garb, a professor of environmental studies at Ben Gurion University, who has been examining Israeli-Palestinian land use patterns for decades.

Last week, Netanyahu said Israel intends to create another corridor that slices across southern Gaza, cutting off the city of Rafah from the rest of the territory. Israel’s control of Gaza is even greater taking into account areas where it recently ordered civilians to evacuate ahead of planned attacks.

Hundreds of thousands of Palestinians used to live in the land that now makes up Israel’s buffer zone, an area that was key to Gaza’s agricultural output.

Satellite images show once-dense neighborhoods turned to rubble, as well as nearly a dozen new Israeli army outposts since the ceasefire ended.

When the ceasefire was announced in January, Nidal Alzaanin went back to his home in Beit Hanoun in northern Gaza. His property stood on the edge of the buffer zone and lay in ruins.

All that remains is a photo of him and his wife on their wedding day, a drawing of his son’s face on a porcelain plate and the carcass of a 150-year-old sycamore tree planted by his great-grandfather. His greenhouse was reduced to twisted scraps of metal.

The 55-year-old farmer pitched a tent in the rubble, hoping to rebuild his life. But when Israel resumed its campaign and seized his land, he was again uprooted.

“It took 20 years to build a house and within five minutes they destroyed all my dreams and my children’s dreams,” he said from Gaza City, where he now shelters.

Israel’s bombardment and ground offensives throughout the war have left vast swaths of Gaza’s cities and towns destroyed. But the razing of property inside the buffer zone has been more methodical and extensive, soldiers said.

The five soldiers who spoke to the AP said Israeli troops were ordered to destroy farmland, irrigation pipes, crops and trees as well as thousands of buildings, including residential and public structures, so that militants had nowhere to hide.

Several soldiers said their units demolished more buildings than they could count, including large industrial complexes. A soda factory was leveled, leaving shards of glass and solar panels strewn on the ground.

The soldiers said the buffer zone had no marked boundaries, but that Palestinians who entered were shot at.

The soldier with the tank squad said an armored bulldozer flattened land creating a “kill zone” and that anyone who came within 500 meters of the tanks would be shot, including women and children.

Visibly shaken, he said many of the soldiers acted out of vengeance for the Oct. 7 attack.

“I came there because they kill us and now we’re going to kill them. And I found out that we’re not only killing them. We’re killing them, we’re killing their wives, their children, their cats, their dogs, and we destroyed their houses,” he said.

The army said its attacks are based on intelligence and that it avoids “as much as possible, harm to non-combatants.”

It is unclear how long Israel intends to hold the buffer zone and other territory inside Gaza.

In announcing the new corridor across southern Gaza, Netanyahu said Israel aims to pressure Hamas to release the remaining 59 hostages, of whom 35 are believed dead. He also said the war can only end when Hamas is destroyed and its leaders leave Gaza, at which point Israel would take control of security in the territory.

Then, Netanyahu said, Israel would implement U.S. President Donald Trump’s call to move Palestinians from Gaza, what Israel calls “voluntary emigration.”

Some Israel analysts say the purpose of the buffer zone isn’t to occupy Gaza, but to secure it until Hamas is dismantled. “This is something that any sane country will do with regard to its borders when the state borders a hostile entity,” said Kobi Michael, a senior researcher at two Israeli think tanks, the Institute for National Security Studies and the Misgav Institute.

But rights groups say forcibly displacing people is a potential war crime and a crime against humanity. Within Gaza’s buffer zones, specifically, it amounts to “ethnic cleansing,” because it was clear people would never be allowed to return, said Nadia Hardman, a researcher at Human Rights Watch.

Israel called the accusations baseless and said it evacuates civilians from combat areas to protect them.

BUDAPEST, Hungary (AP) — Hungary will begin the process of withdrawing from the International Criminal Court, an official said Thursday, just as Israeli Prime Minister Benjamin Netanyahu arrived to red carpet treatment in the country’s capital despite an arrest warrant from the world’s only permanent global tribunal for war crimes and genocide.

Prime Minister Viktor Orbán gave the Israeli leader a welcome with full military honors in Budapest’s Castle District. The two close allies stood side by side as a military band played and an elaborate procession of soldiers on horseback and carrying swords and bayoneted rifles marched by.

As the ceremony unfolded, Orbán’s chief of staff, Gergely Gulyás, released a brief statement saying that “the government will initiate the withdrawal procedure” for leaving the court, which could take a year or more to complete.

Orbán later said that he believes the ICC is “a political court.”

Netanyahu’s visit to Hungary, which is scheduled to last until Sunday, was only his second foreign trip since the ICC issued the warrant against him in November.

The ICC, based in The Hague, Netherlands, said when issuing its warrant that there was reason to believe Netanyahu and former Israeli Defense Minister Yoav Gallant had committed crimes against humanity in connection with the war in Gaza.

After the ICC issued the warrant, Orbán invited Netanyahu to Budapest, and accused the court of “interfering in an ongoing conflict for political purposes.” That invitation was in open defiance of the court’s ruling and contradicted Hungary’s obligations as a signatory to arrest any suspects facing a warrant if they set foot on their soil.

All countries in the 27-member European Union, including Hungary, are signatories, but the court relies on member countries to enforce its rulings. Hungary joined the court in 2001 during Orbán’s first term as prime minister.

At a news conference following their meeting, Orbán said that he believes the ICC is “no longer an impartial court, not a court of law, but a political court. And this was most clearly shown by the decisions regarding Israel.”

“I am convinced that this otherwise important international judicial forum has been degraded into a political tool, with which we cannot and do not want to engage,” Orbán said.

The Hungarian leader, regarded by critics as the EU’s most intransigent spoiler in the bloc’s decision-making, is seen as using some of the tactics that Netanyahu has been accused of employing in Israel: subjugation of the judiciary, antagonism toward the EU and cracking down on civil society and human rights groups.

During the news conference, where journalists weren’t permitted to ask questions, Netanyahu praised Hungary’s decision, thanking Orbán for taking a “bold and principled decision.”

“The ICC directs its actions against us fighting a just war with just means,” Netanyahu said, calling Hungary “the first state that walks out of this corruption and this rottenness, and I think it’ll be deeply appreciated, not only in Israel but in many, many countries around the world.”

Netanyahu’s visit to Hungary was his second opportunity to travel abroad following the issuance of the warrant — the first was when he met with U.S. President Donald Trump in Washington in February. It was also a chance to project an image of statesmanship while he faces mounting discontent at home.

He has faced mass protests by Israelis who fear his decision to resume the war in Gaza endangers the lives of the remaining hostages held by Hamas. He has also sparked anger by trying to fire or sideline top officials in what critics view as a power grab and an attack on state institutions.

Along with resuming its offensive in Gaza last month, Israel halted all imports of food, fuel and humanitarian aid to the territory’s 2 million Palestinians to pressure Hamas to release more hostages and accept proposed changes to the truce agreement.

The ICC has criticized Hungary’s decision to defy its warrant for Netanyahu, with the court’s spokesperson, Fadi El Abdallah, saying on Thursday that the court “recalls that Hungary remains under a duty to cooperate with the ICC.”

Hamas said in a statement that it considers the move by Hungary an “immoral stance that shows collusion with a war criminal who is running away from justice.” The militant group called on Hungary to reverse its decision and hand Netanyahu over to the ICC to stand trial.

DEIR AL-BALAH, Gaza Strip (AP) — Israel said Wednesday that it planned to seize large areas of the Gaza Strip and add them to its “security zones” as it launched a wave of strikes that killed more than 40 people, including several women and children, according to Palestinian health officials.

Israel has vowed to escalate the nearly 18-month war with Hamas until the militant group returns dozens of remaining hostages, disarms and leaves the territory. Israel ended a ceasefire in March and has imposed a monthlong halt to all imports of food, fuel and humanitarian aid.

Israeli Defense Minister Israel Katz said in a statement that the offensive is now aimed at “seizing large areas that will be added to the security zones,” without elaborating. Israel controls a buffer zone along Gaza’s entire border and recently ordered the full evacuation of the southern city of Rafah.

In northern Gaza, an Israeli airstrike hit a U.N. building in the built-up Jabaliya refugee camp, killing 15 people, including nine children and two women, according to the Indonesian Hospital. The Israeli military said it struck Hamas militants in a command and control center.

The building, previously a clinic, had been converted into a shelter for displaced people, with more than 700 residing there, according to Juliette Touma, a spokesperson for the U.N. agency for Palestinian refugees, the main aid provider in Gaza. No U.N. staff were wounded in the strike.

She said U.N. staff warned people about the dangers of remaining there after Wednesday’s strike but that many chose to stay, “simply because they have absolutely nowhere else to go.”

More than 60% of Gaza is now considered a “no-go” zone because of Israeli evacuation orders, according to Olga Cherevko, a spokesperson for the U.N. humanitarian aid office. Hundreds of thousands people are living in squalid tent camps along the coast or in the ruins of their destroyed homes.

Katz, the defense minister, called on Gaza residents to “expel Hamas and return all the hostages,” saying “this is the only way to end the war.”

On Sunday, Prime Minister Benjamin Netanyahu said Israel plans to maintain overall security control of Gaza after the war and implement President Donald Trump’s proposal to resettle much of its population elsewhere through what the Israeli leader referred to as “voluntary emigration.”

Palestinians have rejected the plan, viewing it as expulsion from their homeland after Israel’s offensive left much of it uninhabitable, and human rights experts say implementing the plan would likely violate international law.

Hamas has said it will only release the remaining 59 hostages — 24 of whom are believed to be alive — in exchange for the release of more Palestinian prisoners, a lasting ceasefire and an Israeli pullout. The group has rejected demands that it lay down its arms or leave the territory.

The decision to resume the war has fueled protests in Israel, where many fear it has put the hostages at grave risk and are calling for another ceasefire and exchange with Hamas.

The Hostage Families Forum, which represents most captives’ families, said they were “horrified to wake up this morning to the Defense Minister’s announcement about expanding military operations in Gaza.”

The group called on the Trump administration, which took credit for brokering the ceasefire but has supported Israel’s decision to end it, to do everything possible to free the remaining captives.

“Our highest priority must be an immediate deal to bring ALL hostages back home — the living for rehabilitation and those killed for proper burial — and end this war,” the group said.

In addition to the 15 killed in northern Gaza, Israeli airstrikes overnight into Wednesday killed another 28 people across the territory, according to local hospitals. The Nasser Hospital in the southern city of Khan Younis said the dead included five women, one of them pregnant, and two children.

Israel says it targets only militants and makes every effort to spare civilians, blaming Hamas for their deaths because the militants operate in densely populated areas.

DEIR AL-BALAH, Gaza Strip (AP) — Israel’s military on Monday issued sweeping evacuation orders covering Rafah and nearby areas, indicating it could soon launch another major ground operation in the Gaza Strip’s southernmost city.

Israel ended its ceasefire with the Hamas militant group and renewed its air and ground war earlier this month. At the beginning of March it cut off all supplies of food, fuel, medicine and humanitarian aid to the territory’s roughly 2 million Palestinians to pressure Hamas to accept proposed changes to the truce agreement.

Israel’s military ordered Palestinians to head to Muwasi, a sprawl of squalid tent camps along the coast. The orders came during Eid al-Fitr, a normally festive Muslim holiday marking the end of the fasting month of Ramadan.

Last May, Israel launched a major operation in Rafah, on the border with Egypt, leaving large parts in ruins. The military seized a strategic corridor along the border as well as the Rafah crossing with Egypt, Gaza’s only gateway to the outside world that was not controlled by Israel.

Israel was supposed to withdraw from the corridor under the ceasefire it signed with Hamas in January under U.S. pressure, but it later refused to do it, citing the need to prevent weapons smuggling.

Dozens gathered at a funeral for some of the 15 emergency responders killed by Israeli fire during a ground operation in Rafah last week. The International Federation of Red Cross and Red Crescent Societies called it the deadliest attack on its medics in several years.

Raed al-Nems, a spokesperson for the Palestinian Red Crescent, said the paramedics were “killed in cold blood” despite wearing uniforms and operating in clearly labeled ambulances. At funeral prayers, their shrouds were draped with Red Crescent banners.

Israel’s military has said its forces opened fire on several vehicles that raised suspicions by advancing without headlights or emergency signals. The military said a Hamas operative and eight other militants were among those killed.

The United Nations humanitarian office said the dead included eight Red Crescent workers, six members of Gaza’s Civil Defense, which operates under the Hamas-run government, and a U.N. worker.

Rescuers were only allowed to access the area nearly a week later to recover the bodies. Footage of Sunday’s recovery operation released by the U.N. showed Civil Defense workers digging into a mound of sand and pulling out a body wearing the same orange vest as theirs.

Israel has vowed to intensify its military operations until Hamas releases the remaining 59 hostages it holds — 24 of them believed to be alive. DEIR AL-BALAH, Gaza Strip (AP) — Israel’s military struck the largest hospital in southern Gaza on Sunday night, killing one person, wounding others and causing a large fire, the territory’s Health Ministry said.

The strike hit the surgical building of Nasser Hospital in the city of Khan Younis, the ministry said, days after the facility was overwhelmed with dead and wounded when Israel resumed the war in Gaza last week with a surprise wave of airstrikes.

Israel’s military confirmed the strike on the hospital, saying it hit a Hamas militant operating there. Israel blames civilian deaths on Hamas because it operates in densely populated areas.

Like other medical facilities around Gaza, Nasser Hospital has been damaged by Israeli raids and strikes throughout the war.

More than 50,000 Palestinians have now been killed in the war, the Health Ministry said earlier Sunday.

The military claimed to have “eliminated” dozens of militants since Israel ended a ceasefire Tuesday with strikes that killed hundreds of people on one of the deadliest days in the 17-month war.

Israel’s unrest over Gaza and political issues grew Sunday, with anger at Prime Minister Benjamin Netanyahu as his government voted to express no confidence in the attorney general, seen by many as a check on the power of his coalition.

“I’m worried for the future of this country. And I think it has to stop. We have to change direction,” said Avital Halperin, one of hundreds of protesters outside Netanyahu’s office. Police said three were arrested.

Israel’s military ordered thousands of Palestinians to leave the heavily destroyed Tel al-Sultan neighborhood in the southern city of Rafah. They walked to Muwasi, a sprawling area of squalid tent camps. The war has forced most of Gaza’s population of over 2 million to flee within the territory, often multiple times.

“It’s displacement under fire,” said Mustafa Gaber, a journalist who left with his family. He said tank and drone fire echoed nearby.

“The shells are falling among us and the bullets are (flying) above us,” said Amal Nassar, also displaced. “The elderly have been thrown into the streets. An old woman was telling her son, ‘Go and leave me to die.’ Where will we go?”

“Enough is enough. We are exhausted,” said a fleeing Ayda Abu Shaer, as smoke rose in the distance.

The Palestinian Red Crescent emergency service said it lost contact with a 10-member team responding to the strikes in Rafah. Spokesperson Nebal Farsakh said some were wounded.

Israel’s military said it had fired on advancing “suspicious vehicles” and later discovered some were ambulances and fire trucks.

In Gaza City, an explosion hit next to a tent camp where people had been told to evacuate. “My husband is blind and started running barefoot, and my children were running,” said witness Nidaa Hassuna.

Hamas said Salah Bardawil, a well-known member of its political bureau, was killed in a strike in Muwasi that also killed his wife. Israel’s military confirmed it.

Hospitals in southern Gaza said they received a further 24 bodies from strikes overnight, including several women and children.

Gaza’s Health Ministry said 50,021 Palestinians have been killed in the war, including 673 people since Israel’s bombardment on Tuesday shattered the ceasefire.

Dr. Munir al-Boursh, the ministry’s general director, said the dead include 15,613 children, with 872 of them under 1 year old.

The ministry does not distinguish between civilians and combatants in its count but says women and children make up over half the dead. Israel says it has killed around 20,000 fighters, without providing evidence.

The ceasefire that took hold in January paused more than a year of fighting ignited by Hamas’ Oct. 7, 2023, attack into Israel, in which militants killed some 1,200 people, mostly civilians, and took 251 hostage. Most captives have been released in ceasefire agreements or other deals.

In the latest ceasefire’s first phase, 25 Israeli hostages and the bodies of eight others were released in exchange for nearly 2,000 Palestinian prisoners. Israeli forces allowed hundreds of thousands of people to return home. There was a surge in humanitarian aid until Israel cut off all supplies to Gaza earlier this month to pressure Hamas to change the ceasefire agreement.

The sides were supposed to begin negotiations in early February on the ceasefire’s next phase, in which Hamas was to release the remaining 59 hostages — 35 of them believed to be dead — in exchange for more Palestinian prisoners, a lasting ceasefire and an Israeli withdrawal. Those talks never began.

Israel’s cabinet passed a measure Sunday creating 13 new settlements in the occupied West Bank by rezoning existing ones, according to Bezalel Smotrich, Israel’s far-right finance minister, who is in charge of settlement construction.

This brings the number of settlements, considered illegal by the majority of the international community, to 140, said anti-settlement watchdog group Peace Now. They will now receive independent budgets from Israel and can elect their own local governments, the group said.

In a separate development, Iran-backed Houthi rebels in Yemen, who are allied with Hamas, launched another missile at Israel overnight. The Israeli military said it was intercepted, and there were no reports of casualties or damage.

The Houthis resumed attacks on Israel after it ended the Gaza ceasefire, portraying them as an act of solidarity with the Palestinians. Trump ordered the renewal of U.S. strikes on the rebels last week over its previous attacks on international shipping in the Red Sea.

The rebels have said they are trying to blockade Israel, but most of the ships they have targeted have no connection to the conflict.

DEIR AL-BALAH, Gaza Strip (AP) — Israel launched airstrikes across the Gaza Strip early Tuesday that killed more than 400 Palestinians, local health officials said, shattering a ceasefire in place since January as it vowed to force Hamas to release more hostages and relinquish control of the territory.

Prime Minister Benjamin Netanyahu ordered the strikes after Hamas refused Israeli demands to free half of the remaining hostages as a precondition for extending the ceasefire. Israel’s deadliest bombardment of the territory in the 17-month war killed mostly women and children, according to the Gaza Health Ministry.

Netanyahu said the attack was “only the beginning” and that Israel would press ahead until it achieves all of its war aims — destroying Hamas and freeing all hostages held by the militant group.

All further ceasefire negotiations will take place “under fire,” he said in a statement aired on national television. The White House said it had been consulted and voiced support for Israel’s actions.

The Israeli military ordered people to evacuate eastern Gaza and head toward the center of the territory, indicating that Israel could soon launch renewed ground operations. The new campaign comes as aid groups warn supplies are running out two weeks after Israel cut off all food, medicine, fuel and other goods to Gaza’s 2 million Palestinians.

The pre-dawn barrage across Gaza struck homes and shelters and set a tent camp ablaze as families slept or prepared the “sohour,” the meal Muslims eat before they start the daily fast in the holy month of Ramadan. In Gaza City, Omar Greygaa said that after the strikes, he ran out to help survivors in a nearby stricken building.

“In every room I found the dead. … I finish in one place and go to another, and I find more dead,” he said. “I don’t know if we’re in a state of war or truce.”

The attack could signal the full resumption of a war that has already killed tens of thousands of Palestinians and caused widespread destruction across Gaza. It also raised concerns about the fate of the roughly two dozen hostages held by Hamas who are believed to still be alive.

A senior Hamas official said Netanyahu’s decision to return to war amounts to a “death sentence” for the remaining hostages. Izzat al-Risheq accused Netanyahu of launching the strikes to save his far-right governing coalition.

There were no reports of any attacks by Hamas several hours after the bombardment.

But Yemen’s Houthi rebels fired rockets toward Israel for the first time since the ceasefire began. The volley set off sirens in Israel’s southern Negev desert but was intercepted before it reached the country’s territory, the military said. The U.S. over the weekend launched deadly strikes against the Iranian-backed Houthis.

Israel’s return to a military campaign came as Netanyahu faces mounting domestic pressure, with mass protests planned over his handling of the hostage crisis and his decision to fire the head of Israel’s internal security agency. His latest testimony in a long-running corruption trial was canceled after the strikes.

The strikes appeared to give Netanyahu a political boost. A far-right party led by Itamar Ben-Gvir that had bolted the government over the ceasefire announced Tuesday it was rejoining.

The main group representing families of the hostages accused the government of “deliberately dismantling” the ceasefire. Thousands of Israelis packed a Tel Aviv square Tuesday evening to protest Netanyahu’s intention to fire the country’s domestic security chief and demand the government to resume negotiations for a hostage deal.

“Today Netanyahu did not open the gates of hell on Hamas. He opened the gates of hell on our loved ones,” said Einav Zangauker, whose son is among the hostages.

After two months of relative calm during the ceasefire, stunned Palestinians found themselves once again digging loved ones out of rubble and holding funeral prayers over the dead at hospital morgues.

“Nobody wants to fight,” Nidal Alzaanin, a resident of Gaza City, said. “Everyone is still suffering from the previous months.”

A hit on a home in Rafah killed 17 members of one family, according to the European Hospital, which received the bodies. The dead included five children, their parents, and another father and his three children. Another in Gaza City killed 27 members of a family, half of them women and children, including a 1-year-old, according to a list of the dead put out by Palestinian medics.

By noon on Tuesday, Nasser Hospital had received the bodies of at least 28 children killed in recent violence, according to records shared by Ahmed Al-Farra, head of pediatrics and obstetrics.

At Khan Younis’s Nasser Hospital, patients lay on the floor, some screaming. A young girl cried as her bloody arm was bandaged. Wounded children overwhelmed the pediatric ward, said Dr Tanya Haj-Hassan, a volunteer with Medical Aid for Palestinians aid group.

She said she helped treat a 6-year-old girl with internal bleeding. When they pulled away her curly hair, they realized shrapnel had also penetrated the left side of her brain, leaving her paralyzed on the right side. She was brought in with no ID, and “we don’t know if her family survived,” Haj-Hassan said.

Gaza’s Health Ministry said the strikes killed at least 404 people and wounded more than 560. Zaher al-Waheidi, head of the ministry’s records department, said at least 263 of those killed were women or children under 18. He described it as the deadliest day in Gaza since the start of the war.

In his statement Tuesday, Netanyahu blamed Hamas for civilian casualties, saying it operates among the population.

Hamas said at least six senior officials were killed in Tuesday’s strikes. Israel said they included the head of Hamas’ civilian government, a justice ministry official and two security agency chiefs.

The war has killed over 48,500 Palestinians, according to local health officials, and displaced 90% of Gaza’s population. The Health Ministry doesn’t differentiate between civilians and militants but says over half of the dead have been women and children.

The war erupted when Hamas-led militants stormed into southern Israel on Oct 7, 2023, killing some 1,200 people, mostly civilians, and taking 251 hostages. Most have been released in ceasefires or other deals, with Israeli forces rescuing only eight and recovering dozens of bodies.

The White House blamed Hamas for the renewed fighting. National Security Council spokesman Brian Hughes said the militant group “could have released hostages to extend the ceasefire but instead chose refusal and war.”

The ceasefire deal that the U.S. helped broker, however, did not require Hamas to release more hostages to extend the halt in fighting beyond its first phase.

An Israeli official, speaking on condition of anonymity to discuss the unfolding operation, said Israel was striking Hamas’ military, leaders and infrastructure and planned to expand the operation beyond air attacks.

The official accused Hamas of attempting to rebuild and plan new attacks. Hamas militants and security forces quickly returned to the streets in recent weeks after the ceasefire went into effect. Hamas on Tuesday denied planning new attacks.

Under the ceasefire that began in mid-January, Hamas released 25 hostages and the bodies of eight more in exchange for more than 1,700 Palestinian prisoners as agreed in the first phase.

But Israel balked at entering negotiations over a second phase. Under the agreement, phase two was meant to bring the freeing of the remaining 24 living hostages, an end to the war and full Israeli withdrawal from Gaza. Israel says Hamas also holds the remains of 35 captives.

Instead, Israel demanded Hamas release half of the remaining hostages in return for a ceasefire extension and a vague promise to eventually negotiate a lasting truce. Hamas refused, demanding the two sides follow the original deal, which called for the halt in fighting to continue during negotiations over the second phase.

Israel says it will not end the war until it destroys Hamas’ governing and military capabilities and frees all hostages — two goals that could be incompatible.

A full resumption of the war would allow Netanyahu to avoid the tough trade-offs called for in the second phase and the thorny question of who would govern Gaza.

It would also shore up his coalition, which depends on far-right lawmakers who want to depopulate Gaza and rebuild Jewish settlements there.

The wave of Israeli strikes that killed hundreds of Palestinians across the Gaza Strip early Tuesday was the culmination of Prime Minister Benjamin Netanyahu’s efforts to get out of the ceasefire with Hamas that he agreed to in January.

Since the start of the war, Netanyahu has faced dueling, possibly incompatible pressures: Families of the hostages want him to cut a deal with Hamas to free them, while his far-right coalition partners want to continue the war with the aim of annihilating the militant group.

On Tuesday, he appeared to cast his lot with the latter — and U.S. President Donald Trump’s administration has backed Netanyahu’s decision to unilaterally walk away from the ceasefire it took credit for brokering.

Both Israel and the United States blame the renewed hostilities on Hamas’ refusal to release more hostages before negotiations on ending the war proceed — which was not part of the ceasefire agreement. Israel has accused Hamas of preparing for new attacks, without providing evidence. The militant group has denied those allegations.

Hamas — which has yet to respond militarily to the Israeli strikes — has spent weeks calling for serious talks on the ceasefire agreement’s second phase, which calls for the release of the remaining living hostages in exchange for more Palestinian prisoners, a full Israeli withdrawal from Gaza and a lasting ceasefire.

Those talks were supposed to begin in early February. Now they may never happen.

The agreement reached in January, under pressure from the outgoing Biden administration and the incoming Trump one, called for a phased ceasefire aimed at freeing all the hostages abducted in Hamas’ Oct 7, 2023, attack and ending the war it caused.

Under the first phase, which ran from Jan. 19 to March 1, Hamas released 25 Israeli hostages and the bodies of eight others in return for nearly 1,800 Palestinian prisoners, including senior militants serving life sentences for deadly attacks. Israeli forces pulled back to a buffer zone, hundreds of thousands of Palestinians returned to what remained of their homes, and there was a surge of humanitarian aid.

Each side accused the other of violations, and Israeli strikes killed dozens of Palestinians the military accused of engaging in militant activities or entering no-go zones. But the truce held.

Still, the second phase was always seen as far more difficult.

Through months of negotiations, Netanyahu had repeatedly cast doubt on it, insisting Israel was committed to returning all the hostages and destroying Hamas’ military and governing capabilities — two war goals that many believe are irreconcilable.

In a TV interview last June, Netanyahu cast doubt on the possibility of a lasting ceasefire before Hamas is destroyed. “We are committed to continuing the war after a pause, in order to complete the goal of eliminating Hamas. I’m not willing to give up on that,” he said.

On Jan. 18, the eve of the ceasefire, he said “we reserve the right to return to war if necessary with the backing of the United States.”

Agreeing to a permanent ceasefire would almost certainly plunge Netanyahu into a political crisis that could end his nearly uninterrupted 15-year rule.

Far-right Finance Minister Bezalel Smotrich had threatened to leave the coalition if Netanyahu progressed to Phase 2 instead of restarting the offensive. Opposition parties have promised to support him in any agreement that brings back hostages, but his coalition would still be severely weakened, making early elections likely.

By resuming the fighting, Netanyahu ensured Smotrich’s continued support. After the strikes, the Israeli leader regained another far-right partner, Itamar Ben-Gvir, whose party had bolted in January over the ceasefire but returned to the coalition Tuesday.

Beyond the political jockeying, Netanyahu’s stated goal of annihilating Hamas would have almost certainly eluded him had he stuck with the ceasefire agreement.

Hamas survived 15 months of Israeli bombardment and ground operations that killed over 48,000 Palestinians, according to local health officials, and destroyed much of Gaza. When the truce took hold, the militant group immediately reasserted its rule.

There’s no agreement on who should govern Gaza after the war, and even if the Western-backed Palestinian Authority were granted nominal control, Hamas would have strong influence on the ground and could rebuild its military capabilities.

For many Israelis, especially Netanyahu’s hawkish base and far-right allies, that would look like defeat. It would add to the criticism he already faces over security failures surrounding the Oct. 7 attack, in which Hamas-led militants killed some 1,200 people, mostly civilians, and abducted 251.

After the first phase ended, Netanyahu said Israel had agreed to what he described as a new U.S. proposal in which Hamas would release half the remaining hostages in return for a seven-week extension of the truce and a vague promise to launch negotiations over a lasting ceasefire.

Hamas refused, pointing out that the new proposal was different from the one they had agreed to in January and again called for the immediate launch of talks on Phase 2.

It even offered to return an America-Israeli and the bodies of four other hostages to get the talks back on track, an offer dismissed as “psychological warfare” by Israel. Trump’s Mideast envoy, Steve Witkoff, said Hamas was claiming flexibility in public while making “entirely impractical” demands.

In an attempt to impose the new arrangement on Hamas, Israel halted the import of all food, fuel and other humanitarian aid to Gaza. It later cut off electricity, affecting a vital desalination plant. Israel also said it would not withdraw from a strategic corridor on Gaza’s border with Egypt, as stipulated in the agreement.

In recent days, Israel stepped up strikes across Gaza, targeting people it said were planting explosives or engaging in other militant activities. On Tuesday, at around 2 a.m., it launched one of the deadliest waves of strikes since the start of the war.

Trump took credit for brokering the ceasefire in January, but since then has appeared to sour on it. He has warned that “all hell” will break loose if Hamas does not immediately release the hostages, while saying that’s a decision for Israel to make.

Trump has also proposed that Gaza’s roughly 2 million Palestinians be permanently relocated so the U.S. can take ownership of Gaza and develop it as a tourist destination. Netanyahu has embraced the plan, which has been universally condemned by Palestinians, Arab countries and human rights experts, who say it would violate international law.

The White House said it was consulted ahead of Tuesday’s strikes and supported Israel’s decision.
